【摘要】:普惠金融體系是一個面向社會所有階層和群體提供金融服務(wù)的包容性體系,它是以商業(yè)可持續(xù)性、廣泛包容性與廣泛覆蓋和可獲得性的經(jīng)營性金融體系。目前我國的普惠金融仍處于探索發(fā)展的階段,遠(yuǎn)沒有形成真正意義上的普惠金融體系,這一方面由于長期以來金融抑制政策選擇的結(jié)果,另一方面是由于金融本身的商業(yè)屬性決定的金融體系中普惠理念缺失的結(jié)果。近年來,國家先后出臺了一系列金融支持小微企業(yè)和民生等經(jīng)濟(jì)社會發(fā)展薄弱環(huán)節(jié)的政策措施,讓金融改革發(fā)展的成果更多惠及廣大人民群眾。但同時也應(yīng)看到,目前我國對“三農(nóng)”、小微企業(yè)、弱勢群體等的金融服務(wù)依然存在一些薄弱環(huán)節(jié),普惠金融體系的建立還有許多問題需要研究和解決。而從國際范圍看,新興經(jīng)濟(jì)體與發(fā)展中國家在推動普惠金融發(fā)展方面的探索和成效,為我們進(jìn)行普惠金融體系建設(shè)提供了經(jīng)驗。我國正處于經(jīng)濟(jì)社會轉(zhuǎn)型的關(guān)鍵期,金融領(lǐng)域的改革不斷深化,現(xiàn)代科技信息技術(shù)的迅猛發(fā)展使得移動金融、網(wǎng)絡(luò)金融等新的經(jīng)營業(yè)態(tài)不斷涌現(xiàn),處在傳統(tǒng)金融體系之外的市場主體和弱勢群體的多層次、多元化的金融需求日益提高,要求享有平等的金融權(quán)利的呼聲日漸高漲,這無疑對我國金融改革和發(fā)展、創(chuàng)新能力和服務(wù)水平提出了新的要求,特別是對從國家金融發(fā)展戰(zhàn)略的高度構(gòu)建普惠金融體系提出了新的課題。普惠金融體系不僅是有效地、全方位地為社會所有階層和群體提供服務(wù)的金融理念,也是對現(xiàn)有金融體系的反思和揚棄,更是一種全新的金融發(fā)展戰(zhàn)略,普惠金融體系建設(shè)作為一項復(fù)雜的系統(tǒng)工程,必須依靠金融系統(tǒng)的整體構(gòu)建才能從根本上解決,通過構(gòu)建一個多層次、廣覆蓋、可持續(xù)的普惠金融體系,為低收入群體和小微企業(yè)提供及時有效地金融服務(wù),讓所有市場主體都能分享金融服務(wù)的雨露甘霖。本文基于政府和市場相結(jié)合的角度,從理論、現(xiàn)狀、借鑒、對策四個方面展開研究。本文首先從理論部分對普惠金融體系的含義進(jìn)行深入的闡釋,結(jié)合相關(guān)的文獻(xiàn)綜述,梳理普惠金融體系的理念和實踐發(fā)展的歷程,并從普惠金融相關(guān)理論的研究中探討了金融體制改革中政府和市場的有效邊界問題;其次,通過分析總結(jié)近年來我國普惠金融體系的探索實踐,從微觀、中觀和宏觀三個層面找出我國普惠金融體系存在的問題;然后,借鑒發(fā)展中國家和發(fā)達(dá)國家普惠金融的典型模式,分析這些模式的特點和適用性;最后,設(shè)計了我國普惠金融體系的架構(gòu),并針對我國普惠金融體系建設(shè),從微觀、中觀和宏觀三個層面提出了相應(yīng)的對策建議。
[Abstract]:The inclusive financial system is an inclusive system for the provision of financial services to all sectors and groups of society, and it is based on business sustainability. At present, inclusive finance in China is still in the stage of exploration and development, and it is far from forming a true inclusive financial system. This is due, on the one hand, to the long-term choice of financial repression policies, on the other hand, to the lack of inclusiveness in the financial system, which is determined by the commercial attributes of finance itself. The state has successively introduced a series of policies and measures to support the weak links of economic and social development, such as small and micro enterprises and people's livelihood, so that the fruits of financial reform and development can benefit the broad masses of the people.However, at the same time, we should also see that. At present, there are still some weak links in the financial services of the "three rural areas", small and micro enterprises, and vulnerable groups in China. There are still many problems to be studied and solved for the establishment of the inclusive financial system. The exploration and effect of emerging economies and developing countries in promoting inclusive financial development have provided us with experience in the construction of inclusive financial system.China is in a critical period of economic and social transformation, and the reform in the financial field is deepening. With the rapid development of modern science and technology information technology, mobile finance, network finance and other new business forms are emerging constantly, and the market subjects and vulnerable groups outside the traditional financial system are becoming more and more multi-level, and the diversified financial needs are increasing day by day. The growing demand for equal financial rights has undoubtedly put new demands on the financial reform and development, innovation and service level of our country. In particular, it puts forward a new topic for constructing inclusive financial system from the height of national financial development strategy. Inclusive financial system is not only an effective and comprehensive financial concept of providing services to all strata and groups of society, It is also a reflection and abandonment of the existing financial system, and it is also a new financial development strategy. As a complex system project, the construction of inclusive financial system must rely on the overall construction of the financial system in order to fundamentally solve the problem. Providing timely and effective financial services to low-income groups and small and micro enterprises by building a multi-layered, broad-based and sustainable inclusive financial system, Let all market entities share the rain and rain of financial services. Based on the combination of the government and the market, this paper draws lessons from the theory, the current situation, and the financial services. First, this paper explains the meaning of inclusive financial system from the theoretical part, combing the related literature review, combing the development of the concept and practice of inclusive financial system. The paper also discusses the effective boundary between government and market in the reform of financial system from the perspective of relevant theories of inclusive finance. Secondly, by analyzing and summarizing the exploration and practice of inclusive financial system in recent years, Find out the problems existing in China's inclusive financial system at the three levels of meso and macro; then, draw lessons from the typical models of inclusive finance in developing and developed countries, and analyze the characteristics and applicability of these models. This paper designs the framework of China's inclusive financial system, and puts forward corresponding countermeasures and suggestions from the micro, meso and macro levels for the construction of China's inclusive financial system.
