【摘要】：上世紀80年代以來，在第三次科技革命和經濟全球化的推動下，資本的國際間流動和國際投資正以前所未有的速度快速發(fā)展，國際直接投資已經成為當今影響全球產業(yè)結構變化的重要因素，成為推動投資國和東道主的經濟發(fā)展的重要力量。今后對內改革和對外開放將成為今后我國的一項長期國策，在利用國外資本和如何管理外國資本時，我國應該采取怎樣的利用外資戰(zhàn)略將會是是我國政府要面對的問題。 本文首先系統(tǒng)的分析了我國利用外資戰(zhàn)略的馬克思主義理論依據，指出了引進外資的對我國經濟發(fā)展的重要性。然后分析了我國利用外資戰(zhàn)略的含義和我國利用外資戰(zhàn)略的內容體系。本文對改革開放以來我國利用外戰(zhàn)略的階段進行的劃分并對各階段的特征進行了歸納，接下來在此基礎上對我國現(xiàn)階段利用外資戰(zhàn)略的實施效果進行了的評價，指出了目前我國利用外資戰(zhàn)略取得的正面效果和存在的問題，指出改革開放30余年來，我國以“以市場換技術”的戰(zhàn)略效果顯著，，帶動了我國高新技術的集中產業(yè)的發(fā)展和我國的產業(yè)結構的不斷升級，并利用外資為我國創(chuàng)造了大量的就業(yè)機會。但同時在利用外資方面我國也存在著地域分布極不均衡，外商投資的“獨資化”趨勢明顯和在某些行業(yè)外資的產業(yè)壟斷傾向日益顯現(xiàn)的問題，這值得我們關注。 論文最后提出了我國今后調整利用外資戰(zhàn)略的政策建議，這些措施主要包括：堅持統(tǒng)籌兼顧的引資戰(zhàn)略，引導外資促進我國科技創(chuàng)新和產業(yè)結構的優(yōu)化升級，繼續(xù)推進利用外資促進區(qū)域經濟協(xié)調發(fā)展，依照各地區(qū)的實際情況調整利用外資戰(zhàn)略，建立和完善國家產業(yè)安全制度體系，不斷提高我國利用外資水平。
[Abstract]:Since -20s, driven by the third technological revolution and economic globalization, international flows of capital and international investment have been developing at an unprecedented rate. International direct investment has become an important factor affecting the changes in the global industrial structure and an important force to promote the economic development of the investment countries and hosts. In the future, domestic reform and opening to the outside world will become a long-term national policy of our country. When using foreign capital and how to manage foreign capital, what kind of strategy should be adopted in our country will be the problem that our government will face. First of all, this paper systematically analyzes the Marxist theoretical basis of the strategy of utilizing foreign capital in China. This paper points out the importance of introducing foreign capital to the economic development of our country, and then analyzes the meaning of the strategy of utilizing foreign capital and the content system of the strategy of utilizing foreign capital in our country. And summarized the characteristics of each stage, On this basis, the paper evaluates the implementation effect of the strategy of utilizing foreign capital at present in China, points out the positive effect and existing problems of the strategy of utilizing foreign capital at present, and points out that in the past 30 years or so since the reform and opening up, The strategic effect of "exchanging markets for technology" in our country has been remarkable, which has led to the development of the concentrated industries of high and new technology in our country and the continuous upgrading of the industrial structure of our country. The utilization of foreign capital has created a large number of employment opportunities for our country, but at the same time, there is also a very uneven geographical distribution in the use of foreign capital in China. The trend of "sole proprietorship" of foreign investment and the increasing tendency of industrial monopoly of foreign investment in some industries are worthy of our attention. Finally, the paper puts forward the policy suggestions of adjusting the strategy of utilizing foreign capital in the future. These measures mainly include: sticking to the strategy of attracting foreign capital in an integrated way, guiding foreign capital to promote the innovation of science and technology and the optimization and upgrading of industrial structure in our country. We will continue to promote the coordinated development of regional economy through the use of foreign capital, adjust the strategy of utilizing foreign capital in accordance with the actual situation in various regions, establish and perfect the national industrial security system, and continuously improve the level of foreign capital utilization in China.
