房地產(chǎn)投資信托基金在中國(guó)保障性住房融資中的運(yùn)用研究

【摘要】:近年來(lái),房地產(chǎn)業(yè)得到了突飛猛進(jìn)的發(fā)展,對(duì)人們生活的影響也極為突出。但是由于房地產(chǎn)自身和政策上的不完善,目前我國(guó)的房地產(chǎn)行業(yè)還存在著缺陷和泡沫。國(guó)家為控制房地產(chǎn)業(yè)穩(wěn)健發(fā)展,在發(fā)布相關(guān)政策同時(shí),還加大力度解決人民的住房保障問(wèn)題。在國(guó)家近年來(lái)實(shí)施的國(guó)民住房保障手段中,最為有效的并且最受人們關(guān)注的便是保障性住房的建設(shè)。保障性住房建設(shè),不僅可以控制商品房?jī)r(jià)格上漲過(guò)度,消除房地產(chǎn)市場(chǎng)泡沫,還能推動(dòng)與保障性住房相關(guān)的產(chǎn)業(yè)發(fā)展,起到拉動(dòng)消費(fèi),擴(kuò)大內(nèi)需的作用,關(guān)鍵的是能夠解決中低收入居民的住房難問(wèn)題。如果沒(méi)有大量長(zhǎng)期持續(xù)的資金供應(yīng),保障性住房是很難健康發(fā)展的,目前我國(guó)運(yùn)用在保障性住房融資領(lǐng)域的融資工具和渠道比較少,僅僅依靠現(xiàn)在單一的融資模式,很難達(dá)到保障性住房建設(shè)的資金要求。那么如何解決保障性住房建設(shè)資金問(wèn)題成為住房保障工作的關(guān)鍵問(wèn)題。積極的探索適合我國(guó)國(guó)情的保障房地產(chǎn)投資信托基金融資途徑,加大保障性住房的融資支持力度,可以疏通民間投資渠道,加快房地產(chǎn)市場(chǎng)結(jié)構(gòu)優(yōu)化調(diào)整,遏制部分城市房?jī)r(jià)過(guò)快上漲。 本文主要內(nèi)容由五部分組成:第一部分,闡述了本文研究的背景及意義,回顧并評(píng)價(jià)了國(guó)內(nèi)外有保障性住房的房地產(chǎn)投資信托基金融資的理論成果,介紹了全文的框架結(jié)構(gòu)及創(chuàng)新點(diǎn)。第二部分,分析了房地產(chǎn)投資信托基金在保障性住房融資中運(yùn)用優(yōu)勢(shì)。包括:房地產(chǎn)投資信托基金的優(yōu)勢(shì)、境外成功經(jīng)驗(yàn)和在我國(guó)保障性住房領(lǐng)域運(yùn)用的意義。第三部分,從房地產(chǎn)投資信托基金在保障性住房融資中的盈利性、我國(guó)金融市場(chǎng)環(huán)境和積極相關(guān)政策等方面進(jìn)行分析,闡述房地產(chǎn)投資信托基金在我國(guó)保障性住房領(lǐng)域運(yùn)用的可行性。第四部分,對(duì)保障性住房中運(yùn)用房地產(chǎn)投資信托基金的運(yùn)行障礙進(jìn)行分析。第五部分,分析了保障性住房中運(yùn)用房地產(chǎn)投資信托基金的對(duì)策進(jìn)行分析,,包括宏觀政策和具體的運(yùn)行方案。
[Abstract]:In recent years, the real estate industry has been developing by leaps and bounds, and the influence on people's life is also very prominent. But because of the imperfection of the real estate itself and the policy. At present, there are still defects and bubbles in the real estate industry in our country. In order to control the steady development of the real estate industry, the country is issuing relevant policies at the same time. In recent years in the national housing security measures, the most effective and most people's attention is the construction of affordable housing, affordable housing construction. It can not only control the excessive rise of commodity housing prices, eliminate the real estate market bubble, but also promote the development of the industry related to affordable housing, play a role in stimulating consumption and expanding domestic demand. The key is to be able to solve the housing problem of low- and middle-income residents. Without a large amount of long-term sustainable funding, affordable housing is difficult to develop healthily. At present, the financing tools and channels used in the field of affordable housing financing in China are relatively few, only relying on the current single financing model. It is very difficult to meet the financial requirements of affordable housing construction. So how to solve the problem of affordable housing construction funds has become the key issue of housing security work. Actively explore the guarantee of real estate investment trust basis suitable for the national conditions of our country. Financial channels. Increasing the financing support of affordable housing can dredge the private investment channels, accelerate the optimization and adjustment of the real estate market structure, and curb the excessive rise of housing prices in some cities. The main content of this paper is composed of five parts: the first part describes the background and significance of this study and reviews and evaluates the theoretical results of the real estate investment trust fund financing of secure housing at home and abroad. The second part analyzes the advantages of real estate investment trust fund in affordable housing financing, including: the advantages of real estate investment trust fund. Foreign successful experience and the significance of application in the field of affordable housing in China. The third part, from the real estate investment trust fund in affordable housing financing profitability. This paper analyzes the financial market environment and related policies in China, and expounds the feasibility of the application of real estate investment trust fund in the field of affordable housing in China. Part 4th. The article analyzes the obstacles of using the real estate investment trust fund in the indemnificatory housing. Part 5th analyzes the countermeasures of using the real estate investment trust fund in the indemnificatory housing. Include macroscopical policy and specific operation plan.
