【摘要】:商業(yè)銀行是現(xiàn)代金融業(yè)的重要組成部分,是以經(jīng)營(yíng)貨幣為主要業(yè)務(wù)的高風(fēng)險(xiǎn)行業(yè)。隨著全球經(jīng)濟(jì)加速融合,銀行業(yè)長(zhǎng)足發(fā)展,逐步呈現(xiàn)出混業(yè)化、巨型化、表外化、衍生化特點(diǎn),這也導(dǎo)致其經(jīng)營(yíng)環(huán)境更為復(fù)雜;2007年美國(guó)爆發(fā)的次貸危機(jī),引發(fā)全球經(jīng)濟(jì)陷入衰退困境,更使商業(yè)銀行在操作風(fēng)險(xiǎn)管理上面臨新的挑戰(zhàn)。面對(duì)世界各國(guó)頻頻爆發(fā)的操作風(fēng)險(xiǎn)事故,金融界和監(jiān)管當(dāng)局開(kāi)始對(duì)操作風(fēng)險(xiǎn)加倍關(guān)注,,對(duì)操作風(fēng)險(xiǎn)進(jìn)行深入研究并提出防范對(duì)策也成為商業(yè)銀行經(jīng)營(yíng)管理的一項(xiàng)重大課題。 本文通過(guò)理論聯(lián)系實(shí)際、定性分析等方法闡述了我國(guó)商業(yè)銀行操作風(fēng)險(xiǎn)管理的現(xiàn)狀,從多角度探析了操作風(fēng)險(xiǎn)的成因,并在分析國(guó)外典型案例的基礎(chǔ)上,結(jié)合中國(guó)國(guó)情實(shí)際,就如何完善操作風(fēng)險(xiǎn)管理體系,從而防范商業(yè)銀行操作風(fēng)險(xiǎn)提出相關(guān)建議。第一章引言,主要介紹本文的研究背景及意義,分類闡述了國(guó)內(nèi)外的研究動(dòng)向和研究成果,并引出本文研究的重點(diǎn)——我國(guó)商業(yè)銀行操作風(fēng)險(xiǎn)的成因及防范對(duì)策;第二章是對(duì)操作風(fēng)險(xiǎn)的界定,從操作風(fēng)險(xiǎn)的定義、分類、特征等方面對(duì)操作風(fēng)險(xiǎn)展開(kāi)詳細(xì)闡述。第三章,介紹我國(guó)商業(yè)銀行操作風(fēng)險(xiǎn)的管理現(xiàn)狀,從多個(gè)角度層面分析了商業(yè)銀行操作風(fēng)險(xiǎn)的成因;第四章,通過(guò)“巴林銀行倒閉案”,深入分析了商業(yè)銀行操作風(fēng)險(xiǎn)的成因及后果,為下一章的對(duì)策研究打下堅(jiān)實(shí)基礎(chǔ)。第五章,結(jié)合中國(guó)國(guó)情實(shí)際,從構(gòu)建權(quán)責(zé)明晰的操作風(fēng)險(xiǎn)管理架構(gòu)、完善內(nèi)控機(jī)制、優(yōu)化流程管理、建立健全激勵(lì)和約束機(jī)制、強(qiáng)化人力資源管理、改善外部環(huán)境等六個(gè)方面提出了防范操作風(fēng)險(xiǎn)的對(duì)策和建議。最后一部分是結(jié)論。 與以往研究方法不同的是,本文沒(méi)有單純借鑒國(guó)際先進(jìn)銀行的操作風(fēng)險(xiǎn)管理經(jīng)驗(yàn)展開(kāi)定性研究,而是通過(guò)經(jīng)典案例的分析對(duì)操作風(fēng)險(xiǎn)的成因、后果進(jìn)行深入剖析,進(jìn)而提出有效的防范對(duì)策,旨在杜絕我國(guó)對(duì)國(guó)外操作風(fēng)險(xiǎn)管理先進(jìn)經(jīng)驗(yàn)的“拿來(lái)主義”,這正是本文的創(chuàng)新之處。
[Abstract]:Commercial bank is an important part of modern financial industry, which is a high-risk industry with currency as the main business. With the rapid integration of global economy, the banking industry has developed rapidly, gradually showing mixed operation, mega-industry. The characteristics of externalization and derivation also lead to a more complex business environment; In 2007, the subprime mortgage crisis broke out in the United States, which caused the global economy to fall into recession, which made commercial banks face new challenges in operational risk management, and faced with the frequent outbreak of operational risk accidents around the world. Financial circles and regulatory authorities began to pay more attention to operational risks. It has become an important subject for commercial banks to conduct in-depth research on operational risks and put forward preventive measures. This paper expounds the present situation of operational risk management of commercial banks in China by means of combining theory with practice, qualitative analysis and so on, analyzes the causes of operational risk from various angles, and analyzes the typical cases of foreign countries. Combined with the actual situation of China, how to improve the operational risk management system, so as to prevent the operational risk of commercial banks put forward relevant recommendations. Chapter one introduction, mainly introduces the research background and significance of this paper. This paper expounds the research trend and research results at home and abroad, and leads to the focal point of this paper, namely, the cause of formation of operational risks of commercial banks in China and the countermeasures against them. The second chapter is the definition of operational risk, from the definition of operational risk, classification, characteristics and other aspects of operational risk in detail. Chapter three, introduce the management of operational risk of commercial banks in China. The causes of operational risk of commercial banks are analyzed from several angles. Chapter 4th, through "Bahrain Bank bankruptcy case", in-depth analysis of the causes and consequences of the operational risks of commercial banks, for the next chapter of the study of countermeasures laid a solid foundation. 5th chapter, combined with the actual situation of China. From the construction of clear authority and responsibility of operational risk management framework, improve the internal control mechanism, optimize process management, establish and improve incentive and constraint mechanisms, strengthen human resources management. Six aspects, such as improving the external environment, are put forward to prevent operational risks. The last part is the conclusion. Different from the previous research methods, this paper does not simply learn from the international advanced bank operational risk management experience to carry out qualitative research, but through the classic case analysis of the causes of operational risk. The result is analyzed in depth, and then effective countermeasures are put forward, aiming at putting an end to our country's "taking advantage" of the advanced experience of foreign operational risk management, which is exactly the innovation of this paper.
