【摘要】：金融發(fā)展已成為現(xiàn)代經(jīng)濟(jì)發(fā)展的核心,金融資源數(shù)量的多少和效率配置的高低對(duì)經(jīng)濟(jì)的發(fā)展起著至關(guān)重要的作用。兵團(tuán)經(jīng)濟(jì)正處于持續(xù)健康發(fā)展階段,隨著“三化”建設(shè)的推進(jìn)和“絲綢之路經(jīng)濟(jì)帶”的構(gòu)建,兵團(tuán)的經(jīng)濟(jì)發(fā)展對(duì)金融發(fā)展提出了更高的要求,但是兵團(tuán)金融業(yè)的發(fā)展起步比較晚,還存在著金融機(jī)構(gòu)不合理、金融市場(chǎng)不發(fā)達(dá)等問(wèn)題,兵團(tuán)的金融發(fā)展必須遵循經(jīng)濟(jì)發(fā)展的規(guī)律才能更好地促進(jìn)兵團(tuán)經(jīng)濟(jì)的增長(zhǎng)。因此,在兵團(tuán)的特殊體制下如何完善兵團(tuán)的金融體系,助推兵團(tuán)經(jīng)濟(jì)持續(xù)健康發(fā)展已經(jīng)成為迫切的現(xiàn)實(shí)需要。首先,本文介紹了研究背景、目的及意義,對(duì)國(guó)內(nèi)外研究現(xiàn)狀進(jìn)行綜述。在此基礎(chǔ)上,提出本文的研究?jī)?nèi)容、思路及方法。然后,對(duì)區(qū)域金融和金融體系的概念與內(nèi)涵進(jìn)行界定,明確研究范圍,并夯實(shí)論文研究的理論支撐。其次,分析了兵團(tuán)金融體系的發(fā)展現(xiàn)狀,并對(duì)兵團(tuán)金融的發(fā)展進(jìn)行綜合評(píng)價(jià)。本文從銀行業(yè)、證券業(yè)、保險(xiǎn)業(yè)等多方面入手,對(duì)兵團(tuán)現(xiàn)有的金融體系進(jìn)行全面分析,并通過(guò)構(gòu)建相應(yīng)的指標(biāo)體系對(duì)兵團(tuán)金融業(yè)的發(fā)展進(jìn)行綜合評(píng)價(jià),發(fā)現(xiàn)兵團(tuán)金融業(yè)的發(fā)展整體呈上升趨勢(shì),金融產(chǎn)業(yè)因子雖然增速緩慢,但仍在正向發(fā)展之中,而金融活力因子呈現(xiàn)出下降的趨勢(shì),在一定程度上阻礙了兵團(tuán)金融整體的發(fā)展。在此基礎(chǔ)上,詳細(xì)分析兵團(tuán)現(xiàn)有金融體系在組織體系、市場(chǎng)體系及對(duì)經(jīng)濟(jì)的推動(dòng)作用等方面存在的問(wèn)題,并從經(jīng)濟(jì)、地理和政治等三個(gè)方面剖析兵團(tuán)金融體系發(fā)展的制約因素。最后,分析了福建泉州金融改革的目標(biāo)及主要內(nèi)容,并詳細(xì)闡述了泉州金融改革對(duì)實(shí)體經(jīng)濟(jì)的促進(jìn)作用。泉州金融改革在完善金融組織體系、推進(jìn)金融創(chuàng)新、加強(qiáng)金融合作等方面都取得了顯著的成效,為兵團(tuán)在服務(wù)實(shí)體經(jīng)濟(jì)、改革創(chuàng)新等方面提供了重要啟示。因此,本文通過(guò)對(duì)泉州金融改革成功經(jīng)驗(yàn)的借鑒,在結(jié)合兵團(tuán)自身發(fā)展現(xiàn)狀的基礎(chǔ)上,設(shè)計(jì)一條以政府引導(dǎo)市場(chǎng)主導(dǎo)、協(xié)調(diào)并多元化的發(fā)展路徑進(jìn)一步完善兵團(tuán)的金融體系,并從金融組織體系建設(shè)、資本市場(chǎng)建設(shè)、金融產(chǎn)品創(chuàng)新等方面提出具體的完善步驟。以期更好地服務(wù)兵團(tuán)經(jīng)濟(jì),實(shí)現(xiàn)兵團(tuán)經(jīng)濟(jì)的持續(xù)健康發(fā)展。
[Abstract]:Financial development has become the core of modern economic development, the amount of financial resources and the level of efficiency allocation plays a vital role in economic development. With the development of "three modernizations" and the construction of "Silk Road Economic Belt", the economic development of the Corps has put forward higher requirements for financial development, but the development of the financial industry of the Corps started relatively late. There are still some problems, such as unreasonable financial institutions and underdeveloped financial markets. The financial development of the Corps must follow the laws of economic development in order to better promote the growth of the economy. How to improve the financial system and promote the sustained and healthy development of the economy has become an urgent practical need under the special system of the Corps. Firstly, this paper introduces the background, purpose and significance of the research. On this basis, put forward the research content, ideas and methods. Then, define the concept and connotation of regional financial and financial system, clear the scope of research. And rammed the theoretical support of the paper. Secondly, the development of the financial system of the Bingtuan is analyzed, and the comprehensive evaluation of the development of the financial. This paper from the banking, securities, insurance and other aspects of the beginning. Through the comprehensive analysis of the existing financial system and the comprehensive evaluation of the development of the financial industry through the construction of the corresponding index system, it is found that the overall development of the financial industry of the Corps is on the rise. Although the growth rate of financial industry factor is slow, it is still in the positive direction, and the financial vitality factor shows a downward trend, which to some extent hinders the overall development of the financial industry of Bingtuan. On this basis. Detailed analysis of the existing financial system in the bingtuan in the organizational system, the market system and the role of promoting the economy and other aspects of the problems, and from the economy. The paper analyzes the restricting factors of the development of the financial system in the three aspects of geography and politics. Finally, it analyzes the objectives and main contents of the financial reform in Quanzhou, Fujian Province. Quanzhou financial reform has achieved remarkable results in perfecting the financial organization system, promoting financial innovation and strengthening financial cooperation. This paper provides important enlightenment for the Corps in serving the real economy, reforming and innovating. Therefore, this paper uses the successful experience of Quanzhou financial reform for reference, on the basis of combining the present situation of the development of the Corps itself. Design a government-led, coordinated and diversified development path to further improve the financial system of Bingtuan, and from the financial organization system construction, capital market construction. In order to better serve the economy of Bingtuan and realize the sustained and healthy development of the economy of the Corps, the paper puts forward some concrete steps to improve the innovation of financial products.
