【摘要】：以電力產(chǎn)業(yè)為代表的自然壟斷產(chǎn)業(yè)實(shí)行結(jié)構(gòu)性分離,重構(gòu)市場(chǎng)主體,是自然壟斷產(chǎn)業(yè)改革的必然要求。股權(quán)多元化則是從企業(yè)層面推進(jìn)壟斷行業(yè)改革的重要途徑�？v觀幾年來電力企業(yè)特別是滬深電力上市公司的改制實(shí)踐,我們可以看到,從壟斷行業(yè)存在的體制障礙入手,通過分拆重組和產(chǎn)權(quán)多元化改革,可以逐步建立現(xiàn)代企業(yè)制度,引入競(jìng)爭機(jī)制,發(fā)展電力市場(chǎng)體系,并為準(zhǔn)自然壟斷企業(yè)在將來?xiàng)l件成熟時(shí)轉(zhuǎn)向競(jìng)爭領(lǐng)域奠定制度基礎(chǔ)。
[Abstract]:The structure of the natural monopoly industry represented by the power industry is the inevitable requirement of the reform of the natural monopoly industry . The diversification of the equity is an important way to advance the reform of the monopoly industry from the enterprise level . In the past few years , the reform of the power enterprises , especially the Shanghai - Shenzhen power listed companies , can gradually establish the modern enterprise system , introduce the competition mechanism , develop the power market system , and establish the institutional foundation for the natural monopoly enterprises to turn to the competition domain in the future .
