【摘要】："三農(nóng)"問題始終是關(guān)乎我國經(jīng)濟能否科學發(fā)展的關(guān)鍵問題。抑制了農(nóng)業(yè)信貸的供給,農(nóng)業(yè)信貸對農(nóng)村經(jīng)濟發(fā)展的基礎(chǔ)性作用明顯。但由于農(nóng)業(yè)天然具有的風險特性,農(nóng)業(yè)信貸資金作為農(nóng)業(yè)資金中最主要的資金來源始終無法滿足解決"三農(nóng)"問題的需要。農(nóng)村金融發(fā)展水平的提升需要金融創(chuàng)新的支持,也需要政府政策的保障。我國應建立土地經(jīng)營收益權(quán)擔保貸款模式來解決"三農(nóng)"資金需求缺口,為農(nóng)村經(jīng)濟發(fā)展提供更有力的支撐。
[Abstract]:The "three rural" problem is always the key issue of the scientific development of China's economy. The supply of agricultural credit is restrained, and the basic role of agricultural credit to the development of rural economy is obvious. However, because of the natural risk characteristics of agriculture, agricultural credit funds, as the most important source of funds in agricultural funds, are always unable to meet the needs of solving the "three rural issues". The improvement of the level of rural financial development needs the support of financial innovation and the guarantee of government policy. Our country should establish the mode of land management income guarantee loan to solve the shortage of "three rural" fund demand, and provide more powerful support for the development of rural economy.
