【摘要】：“文化”一詞對所有人來說都并不陌生，但文化的具體含義卻是一個相對抽象的概念，“文化產(chǎn)業(yè)”更是在“文化”這個抽象的概念上新興的一種產(chǎn)業(yè)形式。隨著經(jīng)濟(jì)和社會的不斷發(fā)展，文化產(chǎn)業(yè)給各國帶來了很大的經(jīng)濟(jì)利益，并逐步發(fā)展成為支柱產(chǎn)業(yè)。中國的文化產(chǎn)業(yè)發(fā)展雖然起步較晚，但是近年來得到了政府部門的高度重視，文化產(chǎn)業(yè)發(fā)展突飛猛進(jìn)。面對錯綜復(fù)雜的國際環(huán)境，提高文化軟實力，建設(shè)文化強(qiáng)國，已顯得更加重要。隨著遼寧等東北老工業(yè)基地振興戰(zhàn)略的深入實施，遼寧省經(jīng)濟(jì)社會的快速發(fā)展，其文化建設(shè)也進(jìn)入了新的歷史時期，先后有8個單位分3批被文化部確定為國家文化產(chǎn)業(yè)示范基地。近年來，遼寧省積極貫徹落實黨中央國務(wù)院的各項政策措施，制定了一系列促進(jìn)文化產(chǎn)業(yè)發(fā)展的政策措施，文化產(chǎn)業(yè)如雨后春筍般蓬勃發(fā)展。雖然遼寧省文化產(chǎn)業(yè)發(fā)展非常迅速，成績喜人，但是在發(fā)展的過程中仍然存在著困擾文化產(chǎn)業(yè)發(fā)展的諸多問題。如政府對文化產(chǎn)業(yè)發(fā)展管理措施不健全、監(jiān)督不到位，對文化產(chǎn)業(yè)發(fā)展管理理念不先進(jìn)、方法不得當(dāng)?shù)�。盤錦遼河文化產(chǎn)業(yè)園是遼寧省文化產(chǎn)業(yè)發(fā)展的重要成果之一，是遼寧省8個國家級文化產(chǎn)業(yè)示范基地之一。十多年來，興隆臺區(qū)堅持從自身實際出發(fā)，以政府投入為主導(dǎo)，積極探索文化產(chǎn)業(yè)從無到有快速發(fā)展的新路子，文化產(chǎn)業(yè)園建設(shè)成績斐然，逐步發(fā)展為以書畫藝術(shù)品交易、文化會展、教育培訓(xùn)和文化旅游四大主導(dǎo)產(chǎn)業(yè)為支撐的綜合性、集聚型國家級文化產(chǎn)業(yè)示范基地。但是遼河文化產(chǎn)業(yè)園仍然存在一些問題，如文化產(chǎn)品的科技含量有待于進(jìn)一步提高，產(chǎn)業(yè)集群效應(yīng)也有待于進(jìn)一步發(fā)揮。本文主要通過對遼寧省文化產(chǎn)業(yè)發(fā)展現(xiàn)狀的研究和對盤錦遼河文化產(chǎn)業(yè)園的個案分析，總結(jié)遼寧省文化產(chǎn)業(yè)發(fā)展的優(yōu)勢和面臨的問題。借鑒國內(nèi)文化產(chǎn)業(yè)發(fā)展優(yōu)秀案例的成功經(jīng)驗，解決遼河文化產(chǎn)業(yè)園發(fā)展面臨的問題，從而以小見大，提出面向2020遼寧省文化產(chǎn)業(yè)發(fā)展的對策和建議。 本論文共分六個部分： 第一部分緒論，主要闡述論文的選題背景與研究意義，分析國內(nèi)外關(guān)于文化產(chǎn)業(yè)的研究現(xiàn)狀，明確論文的研究目標(biāo)、研究內(nèi)容和擬解決的問題，確定論文的研究方法，指明本論文研究的不足和創(chuàng)新之處。 從第一章起，展開本文的論述，通過對大量學(xué)術(shù)論文和專著的查閱，對我國關(guān)于文化產(chǎn)業(yè)發(fā)展的歷程進(jìn)行梳理，分析新形勢下我國文化產(chǎn)業(yè)的發(fā)展現(xiàn)狀。通過與自身的縱向?qū)Ρ�，在充分剖析我國“十二五”時期文化產(chǎn)業(yè)發(fā)展規(guī)劃的基礎(chǔ)上，得出我國文化產(chǎn)業(yè)未來的發(fā)展趨勢。 第二章，著重研究分析遼寧省文化產(chǎn)業(yè)發(fā)展的現(xiàn)狀。隨著東北老工業(yè)基地振興步伐的加速，遼寧的經(jīng)濟(jì)社會快速發(fā)展，遼寧的文化產(chǎn)業(yè)發(fā)展也同樣備受關(guān)注。遼寧擁有文化部批準(zhǔn)的三批共8個文化產(chǎn)業(yè)基地，，近年來，遼寧省委、省政府高度重視文化產(chǎn)業(yè)發(fā)展，相繼出臺了一系列政策措施，促進(jìn)文化產(chǎn)業(yè)快速發(fā)展。但是，遼寧的文化產(chǎn)業(yè)發(fā)展也存在著一定的問題。本章將對遼寧省發(fā)展文化產(chǎn)業(yè)進(jìn)行SWOT分析，剖析遼寧省政府在文化產(chǎn)業(yè)發(fā)展中所起到的作用，進(jìn)而得出遼寧省發(fā)展文化產(chǎn)業(yè)中存在的問題。 第三章，主要對盤錦市遼河文化產(chǎn)業(yè)園進(jìn)行典型案例分析。遼河文化產(chǎn)業(yè)園始建于2003年，是盤錦市興隆臺區(qū)委區(qū)政府著眼于資源型城市轉(zhuǎn)型，提升城區(qū)綜合競爭力，投資近億元創(chuàng)建的。遼河文化產(chǎn)業(yè)園是文化部批準(zhǔn)的“國家文化產(chǎn)業(yè)示范基地”，也是遼寧省文化產(chǎn)業(yè)發(fā)展的重要成果。對遼河文化產(chǎn)業(yè)園的發(fā)展進(jìn)行研究，對于遼寧省整體文化產(chǎn)業(yè)的發(fā)展具有典型性。本章主要分析遼河文化產(chǎn)業(yè)園的發(fā)展現(xiàn)狀、遼河文化產(chǎn)業(yè)園發(fā)展中出現(xiàn)的問題，為分析對策打下基礎(chǔ)。 第四章，在第二章對遼寧省文化產(chǎn)業(yè)發(fā)展現(xiàn)狀的宏觀描述和第三章對盤錦遼河文化產(chǎn)業(yè)園的微觀分析的基礎(chǔ)上，為面向2020，盤錦遼河文化產(chǎn)業(yè)園乃至遼寧省文化產(chǎn)業(yè)的發(fā)展提出對策和建議。筆者認(rèn)為，遼寧省文化產(chǎn)業(yè)的發(fā)展要堅持人才戰(zhàn)略，注重文化資源的開發(fā)和利用，積極打造遼寧文化品牌，同時加強(qiáng)管理，轉(zhuǎn)變觀念，使遼寧文化產(chǎn)業(yè)逐漸拓寬國內(nèi)國際市場，在文化競爭中，找到一席之地。 第六部分結(jié)語，文化產(chǎn)業(yè)已成為21世紀(jì)的支柱產(chǎn)業(yè)，是建設(shè)文化強(qiáng)國的重要組成部分，雖然現(xiàn)階段我省文化產(chǎn)業(yè)發(fā)展取得了一些成績，但是在未來的發(fā)展中，我省文化產(chǎn)業(yè)依舊要抓住機(jī)遇、乘勢而上，不斷提高文化產(chǎn)業(yè)的軟實力，為遼寧文化強(qiáng)省戰(zhàn)略的實施奠定堅實的基礎(chǔ)，為建設(shè)富庶文明幸福新遼寧提供堅強(qiáng)的文化保證。
[Abstract]:The word "culture" are not unfamiliar to all people, but the specific meaning of culture is a relatively abstract concept, "culture industry" is in the abstract concept of "culture" on a new form of industry. With the development of economy and society, the cultural industry has brought great economic benefits for all countries, and gradually developed into a pillar industry. China cultural industry started late, but in recent years the attention of the government, the development of cultural industry by leaps and bounds. Facing the perplexing international environment, enhance cultural soft power, cultural power construction, has become more and more important. With the in-depth implementation of the strategy of revitalizing the old industrial base northeast Liaoning, the rapid development of economy and society in Liaoning Province, the cultural construction has entered a new historical period, there are 8 units in 3 batches were determined in the Ministry of culture Family culture industry demonstration base. In recent years, Liaoning province to actively implement the policies and measures of the CPC Central Committee and the State Council, formulated a series of policies and measures to promote the development of cultural industries, cultural industries such as the rapid development of bamboo shoots after a spring rain. Although the development of cultural industries in Liaoning province is very rapid, gratifying results, but there are still many problems in the development of cultural industry the problems in the process of development. Such as the government on the development of cultural industry management measures are not perfect, supervision is not in place, the concept of the development of cultural industry management methods shall be not advanced, when the other. Panjin Liaohe culture industry park is one of the important achievements of development of cultural industries in Liaoning Province, is one of the 8 demonstration base of national cultural industry Liaoning province. In more than 10 years, Xinglongtai District adhere to their own reality, with government investment as the leading, and actively explore new path of rapid development of cultural industries from scratch The construction of Cultural Industry Park, achievements and progressive development of the painting art trade, culture exhibition, education and cultural tourism industry as the four leading comprehensive support, centralized national cultural industry demonstration base. But Liao cultural industrial park there are still some problems, such as the scientific and technological content needs to be further to improve the effect of industrial clusters, also need to be further play. This paper mainly through the research on the current development of cultural industry in Liaoning province and the Panjin Liao Cultural Industrial Park case analysis, summed up the development of Liaoning cultural industry advantages and problems. Learning from the successful experience of the development of cultural industry of outstanding cases, solve the facing the cultural industry park development problems, and put forward for 2020 of Liaoning Province, the child is father of the man, the cultural industry development countermeasures and suggestions.
This paper is divided into six parts:
The first part is the introduction, mainly elaborated the background and significance of research, analysis of cultural industry at home and abroad on the research status, research objectives of this thesis, the research contents and aims to solve the problem, determine the research method, this paper points out the lack of research and innovation.
From the first chapter, this paper discusses, through access to a large number of academic papers and monographs, reviews the history of the development of culture industry in our country, the current situation of the development of China's cultural industry analysis of the new situation. By contrast with their own, in the full analysis of China's "12th Five-Year" period of cultural industry development plan on the basis of the Chinese cultural industry development trend in the future.
The second chapter focuses on the analysis of the current situation of development of cultural industries in Liaoning province. With the accelerated pace of revitalizing the northeast old industrial base, the rapid development of Liaoning's economy and society, the development of cultural industries in Liaoning have the same concern. Liaoning has the approval of the Ministry of culture of the three batch of 8 cultural industry base, in recent years, the Liaoning provincial Party committee, province the government attaches great importance to the development of the cultural industry, has introduced a series of policies and measures to promote the rapid development of the cultural industry. However, the development of cultural industries in Liaoning there are also some problems. This chapter will be the development of cultural industry in Liaoning province were analyzed by SWOT analysis, the Liaoning provincial government played in the role of cultural industry development, and the existence of the development of cultural industry in Liaoning province.
The third chapter mainly in Liaohe Culture Industrial Park Panjin City, a typical case analysis. The cultural industry park was founded in 2003, is the Panjin city Xinglongtai district government focus on the transformation of Resource-based City, and enhance the city's comprehensive competitiveness, investment of nearly billion yuan created. Liaohe cultural industry park is approved by the Ministry of culture of "national culture industry demonstration base", it is also an important achievement of development of cultural industries in Liaoning province. The research on the development of Liao Cultural Industrial Park, is typical for the overall development of the cultural industry in Liaoning province. The current situation of the development of Cultural Industry Park in this chapter, there Liaohe culture industrial park development issues, lay the foundation for the analysis countermeasures.
The fourth chapter, the second chapter of the present situation in the development of cultural industries in Liaoning province the macro description and micro analysis on the basis of the third chapter in Panjin cultural industry park on the 2020 oriented, put forward countermeasures and suggestions to the development of cultural industry in Panjin Liao Cultural Industrial Park and Liaoning province. The author believes that the development of cultural industry in Liaoning province should adhere to talent strategy, focus on the development and utilization of cultural resources, and actively build the Liaoning culture brand, and strengthen the management, change the idea, make the cultural industry in Liaoning gradually expand domestic and international market, in the cultural competition, find a place.
In the sixth part, the cultural industry has become a pillar industry in twenty-first Century, is an important part of the construction of cultural power, although the development of cultural industry in our province at the present stage has made some achievements, but in the future development of the cultural industry in our province is to seize the opportunity, the momentum, and constantly improve the soft power of the culture industry, lay a solid foundation for the implementation of the strategy of strengthening the province of Liaoning culture, provide a strong guarantee for the construction of culture rich civilized and happy new Liaoning.
