【摘要】：糧食是部隊最基本的生活物資,是保持部隊穩(wěn)定、促進(jìn)部隊建設(shè)的重要基礎(chǔ)。為保障部隊正常的工作生活訓(xùn)練秩序,軍隊糧食供應(yīng)工作必須做到保質(zhì)保量、穩(wěn)定有序、及時快速。軍隊糧食供應(yīng)作為現(xiàn)階段軍隊后勤保障工作中極為重要的組成部分,發(fā)揮著極其重要的作用,對于軍隊的現(xiàn)代化正規(guī)化建設(shè)有著十分重要的意義。隨著我國糧食流通體制和部隊體制改革的不斷深化,軍隊糧食供應(yīng)工作也面臨新的挑戰(zhàn),原有的供應(yīng)體制已經(jīng)無法適應(yīng)新時期的軍隊建設(shè)需要,因此,對軍隊糧食供應(yīng)鏈管理的研究就顯得越發(fā)重要起來。 長期以來,地方企業(yè)對供應(yīng)鏈管理的研究較之軍隊來講是有優(yōu)勢的,供應(yīng)鏈的協(xié)同管理研究也是起源于地方企業(yè)的供應(yīng)鏈管理研究,供應(yīng)鏈協(xié)同管理是供應(yīng)鏈管理研究的發(fā)展方向,協(xié)同管理貫穿了供應(yīng)鏈從原材料到最終用戶的整個運(yùn)作過程,促進(jìn)供應(yīng)鏈節(jié)點企業(yè)協(xié)同運(yùn)作,進(jìn)一步發(fā)揮供應(yīng)鏈節(jié)點企業(yè)優(yōu)勢、創(chuàng)造供應(yīng)鏈更大整體價值,對提高供應(yīng)鏈競爭力起到巨大的推動作用。對于軍隊糧食供應(yīng)鏈來說,它雖然與企業(yè)供應(yīng)鏈有著本質(zhì)的不同,但是,在規(guī)范的軍隊后勤保障制度約束下,借鑒企業(yè)供應(yīng)鏈協(xié)同管理的好的做法及經(jīng)驗,對提升軍隊糧食供應(yīng)鏈的效率提高后勤保障水平起到了很好的推動作用。 本文對軍隊糧食供應(yīng)鏈進(jìn)行研究,閱讀了大量的供應(yīng)鏈管理方面的文獻(xiàn),研究了供應(yīng)鏈管理理論,在此基礎(chǔ)上,研究了我國軍隊糧食供應(yīng)鏈發(fā)展現(xiàn)狀,發(fā)現(xiàn)軍糧供應(yīng)工作以及軍糧食供應(yīng)鏈在建設(shè)方面存在的一些不足,由此,借鑒地方企業(yè)在供應(yīng)鏈管理方面的經(jīng)驗,提出了軍隊糧食供應(yīng)鏈實施協(xié)同管理的建設(shè)思路； 文中設(shè)計了軍隊糧食供應(yīng)鏈協(xié)同管理系統(tǒng),使糧食供應(yīng)鏈的業(yè)務(wù)處理有了統(tǒng)一的處理平臺,同時各節(jié)點企業(yè)的信息充分共享,促進(jìn)了軍隊糧食供應(yīng)工作的規(guī)范性；構(gòu)建了軍隊糧食供應(yīng)鏈協(xié)同管理網(wǎng)狀模型、確定了供應(yīng)鏈協(xié)同管理策略、構(gòu)建了軍隊糧食供應(yīng)鏈協(xié)同管理評價體系,對供應(yīng)各節(jié)點企業(yè)涉及的指標(biāo)進(jìn)行標(biāo)準(zhǔn)化,通過對指標(biāo)體系數(shù)據(jù)的采集處理對軍隊糧食供應(yīng)鏈協(xié)同管理進(jìn)行評價,通過評價結(jié)果找出供應(yīng)鏈各節(jié)點在供應(yīng)鏈協(xié)同中的不足并提出改進(jìn)意見,對軍隊糧食供應(yīng)鏈的建設(shè)提出了較好的建議及發(fā)展思路。
[Abstract]:Grain is the most basic living material of the army, and it is an important basis for maintaining the stability of the army and promoting the construction of the army. In order to ensure the normal working life and training order of the army, the grain supply work of the army must ensure the quality and quantity, be stable and orderly, and be timely and fast. As a very important part of the military logistics support work, the military grain supply plays an extremely important role and is of great significance to the modernization and formalization of the army. With the deepening of the reform of the grain circulation system and the army system in our country, the military grain supply work is also facing new challenges, and the original supply system has been unable to meet the needs of the army construction in the new period. Therefore, The research on military grain supply chain management is becoming more and more important. For a long time, the research on supply chain management of local enterprises has advantages over the military, and the research on collaborative management of supply chain also originates from the research of supply chain management of local enterprises. Supply chain collaborative management is the development direction of supply chain management research. Collaborative management runs through the whole operation process of supply chain from raw materials to end-users, promotes the collaborative operation of supply chain node enterprises, and further gives full play to the advantages of supply chain node enterprises. Creating greater overall value of supply chain plays a great role in improving the competitiveness of supply chain. For the military grain supply chain, although it is essentially different from the enterprise supply chain, under the restriction of the standardized military logistics support system, it draws lessons from the good practices and experiences of the cooperative management of the enterprise supply chain. It has played a good role in improving the efficiency of military grain supply chain and improving the level of logistics support. This paper studies the military grain supply chain, reads a large number of literature on supply chain management, studies the theory of supply chain management, and on this basis, studies the present situation of the development of military grain supply chain in China. It is found that there are some shortcomings in the construction of military grain supply chain and military grain supply chain. Based on the experience of local enterprises in supply chain management, the construction idea of coordinated management in military grain supply chain is put forward. In this paper, a cooperative management system of military grain supply chain is designed, which makes the business processing of grain supply chain have a unified processing platform, and the information of each node enterprise is fully shared, which promotes the standardization of military grain supply work. The network model of cooperative management of military grain supply chain is constructed, the strategy of collaborative management of supply chain is determined, the evaluation system of cooperative management of military grain supply chain is constructed, and the indexes involved in the enterprises of each node of supply are standardized. Through the collection and processing of the index system data, the cooperative management of the military grain supply chain is evaluated, and the shortcomings of each node of the supply chain in the supply chain coordination are found out through the evaluation results, and some suggestions for improvement are put forward. Some suggestions and development ideas for the construction of military grain supply chain are put forward.
