【摘要】：采購作為企業(yè)的基本活動(dòng)之一,是組織從外部獲取所需資源的過程,是企業(yè)生產(chǎn)經(jīng)營的初始環(huán)節(jié),也為企業(yè)降低成本、增加盈利創(chuàng)造條件,成為企業(yè)價(jià)值鏈的重要一環(huán);而工程物資采購風(fēng)險(xiǎn)管理是企業(yè)發(fā)展經(jīng)營的核心要素,是確保采購質(zhì)量和效益,完成企業(yè)經(jīng)營和戰(zhàn)略目標(biāo)得以實(shí)現(xiàn)的必要措施;把風(fēng)險(xiǎn)管理工作做扎實(shí)做好,不僅可以降低遭受損失的概率,還可以在風(fēng)險(xiǎn)發(fā)生時(shí)借助管理能力是企業(yè)轉(zhuǎn)危為安,甚至產(chǎn)生額外的效益;能夠助力于大型國有企業(yè)樹立良好社會(huì)形象,提高戰(zhàn)略決策質(zhì)量,更好履行社會(huì)責(zé)任。當(dāng)前,我國企業(yè),特別是大型國有企業(yè)對(duì)于采購風(fēng)險(xiǎn)管理還沒有全面系統(tǒng)的研究,僅僅停留在如何規(guī)避風(fēng)險(xiǎn)、風(fēng)險(xiǎn)發(fā)生后如何降低風(fēng)險(xiǎn)損失,對(duì)于如何應(yīng)對(duì)可能的風(fēng)險(xiǎn),通過閉環(huán)管理糾正存在的風(fēng)險(xiǎn)隱患研究還不夠深入。本文從工程物資采購供應(yīng)鏈全過程風(fēng)險(xiǎn)管理的基礎(chǔ)理論出發(fā),明確了采購風(fēng)險(xiǎn)類型,提出了基于風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)評(píng)估、風(fēng)險(xiǎn)決策和效果評(píng)價(jià)的風(fēng)險(xiǎn)研究體系,總結(jié)了各類別風(fēng)險(xiǎn)的防控方法。通過對(duì)某大型企業(yè)采購全過程風(fēng)險(xiǎn)的調(diào)查研究,梳理了從風(fēng)險(xiǎn)辨識(shí)到防控措施制定的全方位研究成果,剖析了某大型國有企業(yè)工程物資采購風(fēng)險(xiǎn)管理模型,建立了全過程的風(fēng)險(xiǎn)識(shí)別、評(píng)估、對(duì)策體系,提出了風(fēng)險(xiǎn)防控的初步建議,形成了采購風(fēng)險(xiǎn)管理措施庫,對(duì)今后研究工作提供基礎(chǔ)信息,具有一定借鑒意義。
[Abstract]:As one of the basic activities of an enterprise, procurement is the process of obtaining the required resources from the outside, is the initial link of the production and operation of the enterprise, it also creates conditions for the enterprise to reduce the cost and increase the profit, which becomes an important link of the value chain of the enterprise. The risk management of engineering material procurement is the core element of enterprise development and management, and it is the necessary measure to ensure the quality and benefit of procurement, and to achieve the enterprise management and strategic objectives. To do a good job in risk management can not only reduce the probability of loss, but also take advantage of the ability of management when the risk occurs, which can turn the enterprise into a safe position and even produce additional benefits. It can help large-scale state-owned enterprises to establish a good social image, improve the quality of strategic decision-making, and better fulfill social responsibility. At present, Chinese enterprises, especially large-scale state-owned enterprises, do not have a comprehensive and systematic study on procurement risk management. They just stay on how to avoid risk, how to reduce risk loss after risk occurs, and how to deal with possible risk. Through the closed-loop management to correct the existing risk hidden danger research is not deep enough. Based on the basic theory of risk management in the whole process of engineering material procurement supply chain, this paper defines the types of procurement risk, and puts forward a risk research system based on risk identification, risk assessment, risk decision-making and effectiveness evaluation. All kinds of risk prevention and control methods are summarized. Through the investigation and research on the whole process of procurement risk of a large-scale enterprise, this paper combs the comprehensive research results from the risk identification to the formulation of prevention and control measures, and analyzes the risk management model of the procurement of engineering materials in a large-scale state-owned enterprise. The system of risk identification, evaluation and countermeasures in the whole process is established, and the preliminary suggestions for risk prevention and control are put forward, and the purchasing risk management measures database is formed, which provides basic information for future research and has certain reference significance.
