【摘要】：中國是一個(gè)農(nóng)業(yè)大國，農(nóng)業(yè)的發(fā)展一直受到黨和政府的高度重視。2004—2014年，中共中央連續(xù)11年頒發(fā)有關(guān)農(nóng)業(yè)、農(nóng)村、農(nóng)民的“中央一號(hào)文件”，對(duì)加快農(nóng)業(yè)與農(nóng)村經(jīng)濟(jì)的發(fā)展，增加農(nóng)民收入起到了決定性的作用。農(nóng)業(yè)是一個(gè)國家的命脈，農(nóng)產(chǎn)品競(jìng)爭(zhēng)力決定著國家競(jìng)爭(zhēng)力，是國家競(jìng)爭(zhēng)力和區(qū)域競(jìng)爭(zhēng)力的基礎(chǔ)。 中藥產(chǎn)業(yè)是中華民族的文化瑰寶，在當(dāng)今世界各國對(duì)植物藥的需求和重視與日俱增的國際環(huán)境下，如何將中藥產(chǎn)業(yè)做大規(guī)模，做強(qiáng)實(shí)力，是擺在中國政府、企業(yè)和學(xué)者面前的一道重要課題。中藥材產(chǎn)業(yè)是我國擁有資源優(yōu)勢(shì)和知識(shí)優(yōu)勢(shì)的戰(zhàn)略性新興產(chǎn)業(yè)，是甘肅省優(yōu)先培育發(fā)展的特色優(yōu)勢(shì)產(chǎn)業(yè)，也是定西市支柱產(chǎn)業(yè)之一。加快中醫(yī)藥行業(yè)的發(fā)展已成為發(fā)達(dá)國家保持領(lǐng)先優(yōu)勢(shì)、發(fā)展中國家力爭(zhēng)后來居上的戰(zhàn)略選擇。 甘肅省地處內(nèi)陸、地域遼闊、生態(tài)環(huán)境比較脆弱、現(xiàn)代化水平較低，農(nóng)業(yè)競(jìng)爭(zhēng)力在全國排名靠后，在農(nóng)產(chǎn)品質(zhì)量、精深加工、農(nóng)業(yè)產(chǎn)業(yè)化、品牌差異等方面與發(fā)達(dá)國家或國內(nèi)發(fā)達(dá)省份相比均有不小差距。面對(duì)日趨激烈的競(jìng)爭(zhēng)，甘肅省應(yīng)該依托地區(qū)優(yōu)勢(shì)條件及資源，從根本上改變傳統(tǒng)農(nóng)業(yè)產(chǎn)業(yè)的組織結(jié)構(gòu)，實(shí)現(xiàn)農(nóng)業(yè)產(chǎn)業(yè)組織的合理化，大力發(fā)展區(qū)域特色農(nóng)業(yè)，提升全省農(nóng)業(yè)產(chǎn)業(yè)競(jìng)爭(zhēng)力；培育地域品牌，提升全省農(nóng)產(chǎn)品競(jìng)爭(zhēng)力。 在此大背景下，甘肅省委、省政府積極響應(yīng)國家高技術(shù)產(chǎn)業(yè)發(fā)展號(hào)召，甘肅省的產(chǎn)業(yè)發(fā)展布局，將中藥材產(chǎn)業(yè)定為甘肅省五大區(qū)域性特色優(yōu)勢(shì)產(chǎn)業(yè)之一，同時(shí)也是甘肅省定西市優(yōu)先發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)之一。通過省市各級(jí)部門的大力支持、全省醫(yī)藥企業(yè)的自身努力，甘肅省醫(yī)藥產(chǎn)業(yè)取得了長(zhǎng)足的進(jìn)步和優(yōu)異的成果。但是目前定西市中藥材產(chǎn)業(yè)在發(fā)展過程中遇到了諸如原材料品質(zhì)欠穩(wěn)，，質(zhì)量監(jiān)控不力；野生藥用資源利用少；基礎(chǔ)設(shè)施差；中藥材生產(chǎn)的組織化程度低；流通環(huán)節(jié)多，渠道混亂；供應(yīng)鏈上下游缺乏協(xié)同運(yùn)作的機(jī)制；政府引導(dǎo)力度不夠，龍頭企業(yè)帶動(dòng)力不強(qiáng)等問題，嚴(yán)重影響了中藥材產(chǎn)業(yè)的發(fā)展和競(jìng)爭(zhēng)力的提升，迫切需要一種新的發(fā)展模式來加以解決。 本文就以供應(yīng)鏈理論為基礎(chǔ)，結(jié)合比較優(yōu)勢(shì)理論和產(chǎn)業(yè)競(jìng)爭(zhēng)力理論對(duì)甘肅省中藥材產(chǎn)業(yè)和定西市中藥材產(chǎn)業(yè)現(xiàn)狀進(jìn)行全面剖析，深刻分析了定西市中藥材產(chǎn)業(yè)現(xiàn)狀和供應(yīng)鏈現(xiàn)狀，構(gòu)建了定西中藥材產(chǎn)業(yè)新型供應(yīng)鏈模式；通過對(duì)定西中藥材產(chǎn)業(yè)競(jìng)爭(zhēng)力評(píng)價(jià)，提出了針對(duì)性較強(qiáng)的提升甘肅定西中藥材產(chǎn)業(yè)競(jìng)爭(zhēng)力的對(duì)策建議，以期為培育和增強(qiáng)區(qū)域產(chǎn)業(yè)競(jìng)爭(zhēng)力提供借鑒和實(shí)現(xiàn)路徑。
[Abstract]:China is a large agricultural country, and the development of agriculture has been highly valued by the Party and the government. From 2004 to 2014, the CPC Central Committee issued the "Central Committee No.1 document" on agriculture, rural areas and farmers for 11 consecutive years. It plays a decisive role in accelerating the development of agriculture and rural economy and increasing farmers' income. Agriculture is the lifeblood of a country, the competitiveness of agricultural products determines the national competitiveness, and is the basis of national competitiveness and regional competitiveness. The traditional Chinese medicine industry is the cultural treasure of the Chinese nation. Under the international environment of increasing demand for plant medicine and increasing attention to it in various countries in the world today, how to make the traditional Chinese medicine industry large-scale and strong is placed in the Chinese Government. Enterprises and scholars in front of an important subject. Chinese herbal medicine industry is a strategic emerging industry with resource advantage and knowledge advantage in our country. It is the characteristic advantage industry of Gansu province and one of the pillar industries of Dingxi city. Speeding up the development of traditional Chinese medicine industry has become a strategic choice for developed countries to maintain their leading edge and developing countries to strive for better development. Gansu Province is located inland, with a vast territory, a fragile ecological environment, a low level of modernization, a low ranking of agricultural competitiveness across the country, and agricultural products in terms of quality, intensive processing, and agricultural industrialization. Brand differences and other aspects compared with developed countries or developed provinces are not small gaps. In the face of increasingly fierce competition, Gansu Province should rely on regional advantages and resources, fundamentally change the organizational structure of traditional agricultural industries, realize the rationalization of agricultural industrial organizations, and vigorously develop regional characteristic agriculture. Enhancing the competitiveness of agricultural industry in the whole province; Cultivate regional brands to enhance the competitiveness of agricultural products throughout the province. Against this background, the Gansu Provincial Committee and the provincial government responded positively to the call for the development of the national high-tech industry, and the industrial development layout of Gansu Province designated the Chinese herbal medicine industry as one of the five regional characteristic industries in Gansu Province. It is also one of the strategic emerging industries in Dingxi City, Gansu Province. Through the strong support of provincial and provincial departments and the efforts of pharmaceutical enterprises in Gansu Province, the pharmaceutical industry in Gansu Province has made great progress and outstanding achievements. However, in the process of development of traditional Chinese medicine industry in Dingxi City, the quality of raw materials is unstable, the quality control is weak, the utilization of wild medicinal resources is less, the infrastructure is poor, and the degree of organization of the production of Chinese medicinal materials is low. There are many circulation links, the channel is chaotic, the upstream and downstream of the supply chain lack the mechanism of coordinated operation; Some problems, such as insufficient government guidance and weak driving force of leading enterprises, have seriously affected the development of Chinese herbal medicine industry and the promotion of its competitiveness. A new development model is urgently needed to solve this problem. On the basis of supply chain theory, combining the theory of comparative advantage and the theory of industrial competitiveness, this paper makes a comprehensive analysis of the current situation of traditional Chinese medicine industry in Gansu Province and Dingxi City. The present situation of traditional Chinese medicine industry and supply chain in Dingxi city were deeply analyzed, and a new supply chain model of traditional Chinese medicine industry in Dingxi city was constructed. Based on the evaluation of the industrial competitiveness of Dingxi Chinese medicinal materials, this paper puts forward some countermeasures and suggestions to enhance the competitiveness of Gansu Dingxi traditional Chinese medicine industry in order to provide a reference and realization path for cultivating and strengthening the regional industrial competitiveness.
