【摘要】：石油動(dòng)員是國(guó)民經(jīng)濟(jì)動(dòng)員的重要組成部分。借鑒國(guó)民經(jīng)濟(jì)動(dòng)員鏈的概念,通過(guò)對(duì)石油動(dòng)員鏈概念的界定、石油產(chǎn)業(yè)鏈結(jié)構(gòu)的分析、成品油物流體系的介紹、動(dòng)員成品油來(lái)源的總結(jié),構(gòu)建出我國(guó)的石油動(dòng)員鏈。鏈的構(gòu)建過(guò)程中,強(qiáng)調(diào)危態(tài)下各石油企業(yè)間的相互配合,政府在石油動(dòng)員中的宏觀調(diào)控作用,以及石油動(dòng)員鏈的動(dòng)態(tài)修復(fù)能力,進(jìn)而使構(gòu)建出來(lái)的鏈條能夠更好地指導(dǎo)動(dòng)員實(shí)踐。基于所構(gòu)建的石油動(dòng)員鏈,結(jié)合石油動(dòng)員的具體執(zhí)行過(guò)程,分析石油動(dòng)員鏈在石油動(dòng)員中的作用,以期明確石油動(dòng)員途徑,提高石油動(dòng)員效率,保障石油動(dòng)員任務(wù)的順利執(zhí)行。
[Abstract]:Petroleum mobilization is an important part of national economic mobilization. Based on the concept of mobilization chain of national economy, through the definition of the concept of oil mobilization chain, the analysis of the structure of petroleum industry chain, the introduction of logistics system of refined oil, and the summary of the source of mobilizing oil product, the oil mobilization chain of our country is constructed. In the course of constructing the chain, the cooperation among the petroleum enterprises, the macro-control role of the government in the oil mobilization, and the dynamic repairing ability of the oil mobilization chain are emphasized. So that the chain can better guide mobilization practice. Based on the established petroleum mobilization chain and combined with the specific implementation process of petroleum mobilization, this paper analyzes the role of petroleum mobilization chain in oil mobilization, in order to clarify the ways of oil mobilization, improve the efficiency of oil mobilization, and ensure the smooth implementation of oil mobilization task.
