【摘要】：國內(nèi)外快遞業(yè)發(fā)展實踐表明,快遞實名制是規(guī)范快遞業(yè)發(fā)展的必然選擇。快遞實名制有助于從源頭上避免以快遞為載體的違法事件的發(fā)生,解決快件丟失、冒領(lǐng)及追溯難題,從根本上維護公眾人身財產(chǎn)安全,提高快遞企業(yè)服務績效。然而,快遞實名制在保證快遞物品安全的同時,也會在一定程度上給用戶帶來安全隱患,容易引發(fā)用戶隱私泄露風險,給用戶造成損失�？爝f實名制推行效果與快遞用戶隱私信息保護水平密切相關(guān)。目前我國快遞實名制推行效果不佳,其中既有政府監(jiān)管以及用戶層面的原因,也有快遞企業(yè)層面的原因。為保護用戶權(quán)益不受侵犯,促進快遞實名制順利推行,必須基于快遞供應鏈視角分析把握風險來源及表現(xiàn),從政府監(jiān)管層面、隱私信息保護技術(shù)層面、快遞企業(yè)管理層面入手,防范快遞業(yè)用戶隱私泄露風險,并積極構(gòu)建互聯(lián)網(wǎng)背景下的快遞企業(yè)商務信用體系。
[Abstract]:The development practice of express delivery industry at home and abroad shows that express real name system is the inevitable choice to standardize the development of express industry. Express delivery real name system is helpful to avoid the occurrence of the illegal events with express delivery as the carrier from the source, solve the problem of losing express mail, risking and tracing back, fundamentally maintaining the safety of public life and property, and improving the service performance of express delivery enterprises. However, the system of express real name not only ensures the safety of express goods, but also brings security risks to users to a certain extent, which can easily lead to the risk of privacy leakage and loss to users. Express real name system implementation effect and express user privacy information protection level is closely related. At present, the implementation of express real name system in our country is not good, including the reasons of government supervision and user level, but also the reason of express delivery enterprise level. In order to protect users' rights from infringement and promote the smooth implementation of express delivery real name system, it is necessary to analyze and grasp the source of risk and its performance from the perspective of express delivery supply chain, starting from the aspects of government supervision, privacy information protection technology, express delivery enterprise management, etc. To guard against the risk of privacy leakage, and to construct the business credit system of express delivery enterprises under the background of Internet.
