基于制造商的低碳供應(yīng)鏈績(jī)效評(píng)價(jià)研究

【摘要】:經(jīng)過(guò)丹麥哥本哈根聯(lián)合國(guó)氣候大會(huì)和墨西哥坎昆會(huì)議,低碳經(jīng)濟(jì)的概念深入人心,低碳發(fā)展、低碳生活已經(jīng)成為人們生活的一部分。在我國(guó),對(duì)低碳經(jīng)濟(jì)的認(rèn)識(shí)也從否定、懷疑到逐漸認(rèn)識(shí),再到積極推進(jìn),特別是近年來(lái)國(guó)家領(lǐng)導(dǎo)人在各種場(chǎng)合積極表態(tài)要應(yīng)對(duì)全球氣候變化,發(fā)展低碳經(jīng)濟(jì),在國(guó)際上公開(kāi)承諾以2005年為基準(zhǔn)到2020年單位GDP二氧化碳強(qiáng)度減排40%~50%,使得中國(guó)的低碳經(jīng)濟(jì)成為國(guó)際關(guān)注的焦點(diǎn)和國(guó)內(nèi)經(jīng)濟(jì)的熱門話題。 我國(guó)在現(xiàn)有經(jīng)濟(jì)結(jié)構(gòu)不變的情況下,能源供應(yīng)壓力和環(huán)境問(wèn)題將成為經(jīng)濟(jì)發(fā)展重要的制約因素,成為減緩中國(guó)經(jīng)濟(jì)發(fā)展的瓶頸。通過(guò)國(guó)際比較,我們得出結(jié)論,發(fā)展低碳經(jīng)濟(jì)是節(jié)約能源和減少二氧化碳排放量的最現(xiàn)實(shí)最有效的途徑。但是發(fā)展低碳經(jīng)濟(jì)離不開(kāi)發(fā)展低碳供應(yīng)鏈,這是因?yàn)樵诠⿷?yīng)鏈中產(chǎn)品從設(shè)計(jì)、生產(chǎn)、包裝、運(yùn)輸、銷售和消費(fèi)、廢棄物的回收、再利用的整個(gè)生命周期內(nèi)都離不開(kāi)二氧化碳的排放。在對(duì)低碳供應(yīng)鏈的研究中,其績(jī)效評(píng)價(jià)又是企業(yè)不得不面對(duì)的問(wèn)題。 本文在廣泛收集國(guó)內(nèi)外學(xué)者對(duì)低碳供應(yīng)鏈和供應(yīng)鏈績(jī)效評(píng)價(jià)理論研究的基礎(chǔ)上,結(jié)合供應(yīng)鏈運(yùn)作參考模型,借鑒平衡計(jì)分卡思想,采用多角度、分層次的分析方法,首先對(duì)低碳供應(yīng)鏈的定義進(jìn)行界定,并進(jìn)一步分析低碳供應(yīng)鏈的內(nèi)涵、理論基礎(chǔ),探討低碳供應(yīng)鏈績(jī)效評(píng)價(jià)的概念、作用及其內(nèi)容,然后在相關(guān)理論的研究基礎(chǔ)上,從財(cái)務(wù)狀況、運(yùn)營(yíng)績(jī)效、顧客服務(wù)、發(fā)展?jié)摿、低碳環(huán)保五個(gè)方面構(gòu)建基于制造商的低碳供應(yīng)鏈績(jī)效評(píng)價(jià)指標(biāo)體系,以及基于網(wǎng)絡(luò)層次分析法ANP的低碳供應(yīng)鏈績(jī)效評(píng)價(jià)模型,最后將模型運(yùn)用于中國(guó)石油慶陽(yáng)石化公司進(jìn)行實(shí)證研究,對(duì)中國(guó)石油慶陽(yáng)石化公司低碳供應(yīng)鏈管理績(jī)效進(jìn)行了評(píng)價(jià)分析,并得出結(jié)論,該公司低碳供應(yīng)鏈管理模型綜合評(píng)價(jià)為良好,說(shuō)明企業(yè)為解決環(huán)境問(wèn)題采取了一定的措施,在應(yīng)對(duì)環(huán)境問(wèn)題方面態(tài)度積極,這對(duì)今后其它企業(yè)實(shí)施低碳供應(yīng)鏈管理可以起到良好的借鑒作用。
[Abstract]:After the United Nations Climate Conference in Copenhagen, Denmark and Cancun, Mexico, the concept of low-carbon economy is deeply rooted, low-carbon development, low-carbon life has become a part of people's lives. In China, the understanding of the low-carbon economy has also changed from negation, suspicion to gradual understanding, and then to positive promotion. In particular, in recent years, the leaders of the country have actively declared on various occasions that they want to deal with global climate change and develop a low-carbon economy. The international public commitment to reduce carbon dioxide intensity per unit GDP by 40% or 50% between 2005 and 2020 makes China's low-carbon economy the focus of international attention and the hot topic of domestic economy. Under the condition that the current economic structure is unchanged, the pressure of energy supply and the environmental problems will become the important restricting factors of economic development and the bottleneck of slowing down the economic development of China. Through international comparison, we conclude that the development of low-carbon economy is the most practical and effective way to save energy and reduce carbon dioxide emissions. But the development of a low-carbon economy is inseparable from the development of a low-carbon supply chain, because products in the supply chain are designed, produced, packaged, transported, sold and consumed, and waste is recycled. The entire life cycle of reuse can not be separated from carbon dioxide emissions. In the study of low-carbon supply chain, its performance evaluation is a problem that enterprises have to face. Based on the extensive research of domestic and foreign scholars on low carbon supply chain and supply chain performance evaluation theory, combined with supply chain operation reference model, using the idea of balanced scorecard, using multi-angle, hierarchical analysis method. First of all, the definition of low-carbon supply chain is defined, and the connotation and theoretical basis of low-carbon supply chain are further analyzed, and the concept, function and content of low-carbon supply chain performance evaluation are discussed. From five aspects of financial situation, operation performance, customer service, development potential, low carbon environmental protection, the paper constructs a low carbon supply chain performance evaluation index system based on manufacturer, and a low carbon supply chain performance evaluation model based on network analytic hierarchy process (ANP). Finally, the model is applied to the empirical study of PetroChina Qingyang Petrochemical Company to evaluate the performance of low-carbon supply chain management of China Petroleum Qingyang Petrochemical Company, and draw a conclusion. The comprehensive evaluation of low-carbon supply chain management model shows that the enterprise has taken some measures to solve environmental problems and has a positive attitude in dealing with environmental problems. This can be a good reference for other enterprises to implement low-carbon supply chain management.
