軍工企業(yè)LT集團(tuán)采購管理中元器件供應(yīng)商的選擇與評價

【摘要】:所有軍品的構(gòu)成均離不開各種類型的元器件,因此元器件的好壞已經(jīng)成為影響軍品質(zhì)量的關(guān)鍵因素。所以,對元器件的采購管理是當(dāng)前軍工企業(yè)管理工作的重中之重。隨著社會主義市場經(jīng)濟(jì)體制的不斷深入改革,軍工行業(yè)也將逐步實(shí)現(xiàn)由計劃經(jīng)濟(jì)體制向市場經(jīng)濟(jì)體制轉(zhuǎn)變,從而影響了我國的整個軍品市場。軍工科研企業(yè)的元器件采購管理一直處于松散狀態(tài),致使元器件質(zhì)量得不到保障,進(jìn)而影響了整體軍工產(chǎn)品的質(zhì)量。所以,要做好元器件的控制管理,不僅要從企業(yè)外部抓起,而且還要在企業(yè)內(nèi)部分別從采購前后對元器件進(jìn)行控制,進(jìn)而加強(qiáng)對采購元器件的基礎(chǔ)工作的管理、驗(yàn)收控制、不合格品控制,并且加強(qiáng)對元器件供應(yīng)商的選擇、控制和評價,只有這樣才能夠做好軍用元器件的采購管理。本文運(yùn)用采購管理和供應(yīng)鏈管理的理論依據(jù),對元器件采購前后的管理進(jìn)行了研究,主要的工作及研究結(jié)論:(1)軍用元器件采購前的管理工作。管理工作主要包括元器件采購前針對采購人員的管理思想培訓(xùn)和管理技術(shù)培訓(xùn),并制定元器件選用的優(yōu)選標(biāo)準(zhǔn)指標(biāo)和需求計劃。在此基礎(chǔ)上,結(jié)合LT集團(tuán)的實(shí)際情況,運(yùn)用AHP層次分析法分析供應(yīng)商的評價指標(biāo)體系,最終選擇合格供應(yīng)商的案例。在選擇合格供應(yīng)商后,派出軍事代表以質(zhì)量為重心對購入元器件的檢驗(yàn)、研發(fā)、生產(chǎn)使用等全過程的管理進(jìn)行監(jiān)督,并介紹了軍事代表基本的監(jiān)督職責(zé)和監(jiān)督程序。(2)軍用元器件采購后的管理工作。這個管理工作是以保證元器件的質(zhì)量為核心的。在嚴(yán)格執(zhí)行GJB9001A-2001質(zhì)量管理標(biāo)準(zhǔn)的基礎(chǔ)上,制定了采購后元器件質(zhì)量檢驗(yàn)的要求和程序;然后制定了不合格品的控制及糾正措施,包括不合格品的組織控制機(jī)制及職責(zé)、不合格品的控制程序及其相應(yīng)的糾正措施;其次,對元器件供應(yīng)商進(jìn)行綜合評估和管理,制定了相應(yīng)的職責(zé)及其實(shí)施辦法;最后,對采購人員的績效進(jìn)行了評估并制定了相應(yīng)的激勵和懲罰措施。本文的研究對提高LT集團(tuán)的采購管理水平,降低產(chǎn)品成本、提高經(jīng)濟(jì)效益有所幫助。
[Abstract]:All the components of the military products can not be separated from various types of components, so the quality of the components has become the key factor affecting the quality of the military products. Therefore, the procurement management of the components is the most important part of the management of the military industry. With the continuous deepening of the socialist market economic system, the military industry will be gradually realized. From the planned economic system to the market economy system, it affects the whole military market of our country. The purchase and management of components of military industry and scientific research enterprises has been in a loose state. The quality of components can not be guaranteed and the quality of the whole military product is affected. Therefore, the control and management of components should be done well not only from the enterprise. External grasp, and also in the enterprise within the procurement of components before and after the control of the components, and then strengthen the management of the basic work of the procurement components, acceptance control, unqualified products control, and strengthen the selection, control and evaluation of the component suppliers, only this can do well in the procurement management of military components. Based on the theoretical basis of procurement management and supply chain management, the management of components before and after procurement is studied. The main work and research conclusions are as follows: (1) the management of military components before procurement. The management work mainly includes the training and management of the management of the procurement personnel before the purchase of the components, and the selection of components for the selection of components. On this basis, on this basis, combined with the actual situation of LT group, we use AHP analytic hierarchy process to analyze the supplier evaluation index system, and finally choose the case of qualified suppliers. After selecting qualified suppliers, the military representative is sent to the inspection, research and development, production and use of components with the quality as the center of gravity. The management of the process is supervised, and the basic supervision duties and supervision procedures of the military representatives are introduced. (2) the management after the procurement of military components. This management work is to ensure the quality of the components as the core. On the basis of strict implementation of the GJB9001A-2001 quality management standard, the quality inspection of the components after the purchase is formulated. And then formulating the control and correction measures of unqualified products, including the organization control mechanism and responsibility of unqualified products, the control procedures of unqualified products and the corresponding corrective measures. Secondly, the comprehensive evaluation and management of the suppliers are carried out, and the corresponding responsibilities and their implementation methods are formulated. Finally, the performance of the purchasing personnel is made. The paper evaluates and sets up the corresponding incentive and punishment measures. This paper is helpful to improve the management level of LT group, reduce the cost of product and improve the economic benefit.
