【摘要】：在中國經(jīng)濟(jì)增速放緩,經(jīng)濟(jì)進(jìn)入新常態(tài)背景下,迫切需要針對轉(zhuǎn)型升級壓力、創(chuàng)新驅(qū)動瓶頸與治理路徑依賴等突出問題,開辟相應(yīng)的創(chuàng)新發(fā)展路徑,加快向產(chǎn)業(yè)鏈高端邁進(jìn)。從創(chuàng)新體系而言,要以轉(zhuǎn)型升級的問題和需要為導(dǎo)向,以全要素生產(chǎn)打通產(chǎn)業(yè)鏈條、以大數(shù)據(jù)優(yōu)化產(chǎn)業(yè)布局,促進(jìn)創(chuàng)新驅(qū)動經(jīng)濟(jì)轉(zhuǎn)型和消費升級。從轉(zhuǎn)型對治理的有效倒逼而言,關(guān)鍵要破除行政命令束縛,更好地發(fā)揮市場主體的決定性作用,為鼓勵和包容創(chuàng)新提供對各方主體的相容性平臺。從治理對創(chuàng)新的支撐和保障而言,關(guān)鍵在將“有效的市場”與“有為的政府”相結(jié)合,避免政府不當(dāng)干預(yù),導(dǎo)致產(chǎn)業(yè)技術(shù)趨同和低層次重復(fù)建設(shè)。通過創(chuàng)新、轉(zhuǎn)型、治理三者間的相互適應(yīng),進(jìn)一步打造發(fā)展的創(chuàng)新引擎,構(gòu)造與創(chuàng)新型經(jīng)濟(jì)相適應(yīng)的治理體系,最終以善治支撐和保障經(jīng)濟(jì)新常態(tài)下的創(chuàng)新發(fā)展。
[Abstract]:Under the background of China's economic growth slowing down and the economy entering the new normal, it is urgent to open up a corresponding path of innovation development in view of the pressure of transformation and upgrading, the bottleneck of innovation drive and the dependence of governance path, etc. Step forward to the high end of the industrial chain. From the point of view of the innovation system, we should take the problems and needs of transformation and upgrading as the guidance, open the industrial chain through the production of all factors, and optimize the industrial layout with big data. Promoting innovation-driven economic transformation and consumption upgrading. From the point of view of the effective transformation of governance, the key is to break the shackles of administrative orders and better play the decisive role of market players. To provide a compatible platform for all actors to encourage and embrace innovation. In terms of governance's support and protection for innovation, the key lies in combining "effective markets" with "promising governments" to avoid undue government intervention, Through the mutual adaptation of innovation, transformation and governance, we can further build the innovation engine for development, and construct a governance system suitable to the innovative economy. Finally, support and guarantee the innovation and development of economy under the new normal state with good governance.
