【摘要】：我國(guó)的資源型城市在特定的歷史時(shí)期為地區(qū)和國(guó)家的經(jīng)濟(jì)發(fā)展作出了重大的貢獻(xiàn)，但是自20世紀(jì)90年代以來(lái)，由于資源枯竭、經(jīng)濟(jì)體制改革等原因，許多資源型城市開(kāi)始出現(xiàn)經(jīng)濟(jì)發(fā)展減緩和減退、環(huán)境惡化、各種社會(huì)問(wèn)題頻發(fā)等諸多問(wèn)題。這些問(wèn)題的涌現(xiàn)嚴(yán)重影響了地區(qū)和國(guó)家經(jīng)濟(jì)社會(huì)的安定與發(fā)展。資源枯竭型城市如何解決種種問(wèn)題來(lái)實(shí)現(xiàn)城市的可持續(xù)發(fā)展，是一個(gè)具有普遍性和重大現(xiàn)實(shí)意義的問(wèn)題。而在解決資源枯竭型城市發(fā)展中存在問(wèn)題的工作之中，政府有著不可推卸且難以代替的責(zé)任和功用。因此，對(duì)資源枯竭型城市發(fā)展中政府行為進(jìn)行研究，有利于政府職能發(fā)揮和政府行為行使的科學(xué)化和優(yōu)效化，對(duì)我國(guó)地區(qū)經(jīng)濟(jì)社會(huì)乃至全國(guó)小康社會(huì)和現(xiàn)代化事業(yè)的建設(shè)有著重要意義。 本論文以政府職能理論、資源型城市生命周期理論、新公共管理理論、科學(xué)發(fā)展觀理論為理論基礎(chǔ)，界定和剖析了資源枯竭型城市和政府行為、政府職能的基本概念和內(nèi)涵，，然后以政府行為不同層次的角度，從經(jīng)濟(jì)管理、社會(huì)管理、環(huán)境管理三個(gè)子系統(tǒng)來(lái)分別研究分析資源枯竭型城市中的政府行為。文章以三大章的內(nèi)容分別從政府施行經(jīng)濟(jì)、社會(huì)、環(huán)境管理的行為子系統(tǒng)角度出發(fā)，首先界定經(jīng)濟(jì)、社會(huì)、環(huán)境管理的職能范圍，然后歸納出政府政治、社會(huì)、環(huán)境管理職能在資源枯竭型城市中的具體表現(xiàn)為哪些，接著分析政府在資源枯竭型城市中這三方面的管理行為的落實(shí)所存在的問(wèn)題。文章最后部分針對(duì)政府經(jīng)濟(jì)管理行為、社會(huì)管理行為、環(huán)境管理行為三個(gè)方面的問(wèn)題，分別具體總結(jié)和提出了解決各方面問(wèn)題的對(duì)策和建議。 論文的內(nèi)容中貫穿了“資源型地區(qū)礦業(yè)可持續(xù)發(fā)展綜合評(píng)價(jià)”項(xiàng)目中的研究實(shí)例，結(jié)合了研究對(duì)象一般性分析和實(shí)際經(jīng)驗(yàn)的總結(jié)，分別總結(jié)出了政府行為存在的問(wèn)題和解決建議，在一定程度上可為資源枯竭型城市政府行為的完善提供理論指導(dǎo)和參考建議。
[Abstract]:The resource-based cities in China have made great contributions to the economic development of the region and the country in a specific historical period. However, since the 1990s, due to the depletion of resources and the reform of the economic system, many resource-based cities have begun to suffer from many problems, such as the slowdown and decline of economic development, the deterioration of the environment, the frequent occurrence of various social problems, and so on. The emergence of these problems has seriously affected the economic and social stability and development of the region and the country. How to solve all kinds of problems in resource-exhausted cities to realize the sustainable development of cities is a problem of universal and great practical significance. In solving the problems existing in the development of resource-exhausted cities, the government has inescapable and irreplaceable responsibilities and functions. Therefore, the study of government behavior in the development of resource-exhausted cities is beneficial to the scientific and optimal exercise of government functions and the exercise of government behavior, and is of great significance to the construction of regional economy, society and even the construction of well-off society and modernization in our country. Based on the theory of government function, the life cycle theory of resource-based city, the new public management theory and the theory of scientific development view, this paper defines and analyzes the basic concepts and connotations of resource-exhausted city and government behavior, and then studies and analyzes the government behavior in resource-exhausted city from three subsystems of economic management, social management and environmental management from different levels of government behavior. From the perspective of the behavior subsystem of economic, social and environmental management, this paper first defines the functional scope of economic, social and environmental management, then sums up the specific manifestations of government politics, society and environmental management functions in resource-exhausted cities, and then analyzes the problems existing in the implementation of government management behavior in resource-exhausted cities. In the last part of the article, aiming at the problems of government economic management behavior, social management behavior and environmental management behavior, the countermeasures and suggestions to solve these problems are summarized and put forward respectively. The content of this paper runs through the research examples of "Comprehensive Evaluation of Mining Sustainable Development in Resource-based areas". Combined with the general analysis of research objects and the summary of practical experience, the existing problems of government behavior and suggestions to solve them are summarized respectively, which can provide theoretical guidance and reference suggestions for the improvement of government behavior of resource-exhausted cities to a certain extent.
