【摘要】：公務(wù)用車(chē)問(wèn)題是近幾年非常突出的問(wèn)題，而如何對(duì)公務(wù)用車(chē)管理改革也引起了中央行政主體、學(xué)術(shù)界、法律界等不同主體的關(guān)注。而廣東省作為中國(guó)經(jīng)濟(jì)的大省，也作為中國(guó)經(jīng)濟(jì)改革的先鋒，一直處在改革的前線(xiàn)。同時(shí)，廣東省的公務(wù)用車(chē)管理問(wèn)題也十分突出，因此本文選取廣東省作為研究對(duì)象。目前，廣東省在公務(wù)用車(chē)管理方面采取財(cái)政補(bǔ)貼、實(shí)物提供以及定編等封閉性管理模式，在新時(shí)期給廣東省的財(cái)政帶來(lái)諸多問(wèn)題，也不符合國(guó)家倡導(dǎo)的建立新型政府、服務(wù)型政府的方針，因此當(dāng)前廣東省很有必要對(duì)公務(wù)用車(chē)進(jìn)行改革。這不僅是政府提高辦事效率、體現(xiàn)服務(wù)型的要求，也是廣大民眾的要求，因此是非常有意義的一項(xiàng)工程。 既然是一項(xiàng)自上而下的改革，在改革的過(guò)程中面臨各種問(wèn)題是必然的，而改革的目的就是要打破已有利益集團(tuán)的特權(quán)，使行政權(quán)封閉在合法正常的籠子里。因此如何改革也是一項(xiàng)非常重要的一項(xiàng)工作，既講究改革的成果又要重視改革的藝術(shù)性和方法性。 本文的研究思路如下：首先剖析廣東省現(xiàn)行公務(wù)用車(chē)管理制度中存在的問(wèn)題，并提出當(dāng)前對(duì)該制度進(jìn)行改革的必要性，當(dāng)前改革的共識(shí)已經(jīng)達(dá)成，公務(wù)用車(chē)改革的結(jié)點(diǎn)就是如何規(guī)范性、有效性的推進(jìn)改革，而當(dāng)前利益集團(tuán)的思想阻礙、監(jiān)督力量發(fā)揮不足是當(dāng)前改革的最主要障礙。其次，結(jié)合公共管理方面的理論，對(duì)公務(wù)員用車(chē)管理制度出現(xiàn)問(wèn)題的原因以及治理措施，進(jìn)行理論分析。再次,充分借鑒國(guó)外成熟的公務(wù)用車(chē)制度。同時(shí)，國(guó)內(nèi)部分省市也進(jìn)行了公務(wù)用車(chē)改革試點(diǎn)，在改革中也有諸多的經(jīng)驗(yàn)和不足。為了減少改革的機(jī)會(huì)主義成本，充分吸取它們的優(yōu)點(diǎn)，并防范它們的不足顯得十分重要。最后，提出了廣東省公務(wù)用車(chē)制度改革的指導(dǎo)思想和基本原則，并以此為指引，提出市場(chǎng)化改革、貨幣化分配制度改革和規(guī)范化管理這三種模式，本文研究提出廣東省公務(wù)用車(chē)的管理模式和對(duì)策建議。 本文的結(jié)論是鑒于當(dāng)前公務(wù)用車(chē)問(wèn)題的嚴(yán)重性，分類(lèi)指導(dǎo)，區(qū)別對(duì)待，既要進(jìn)行市場(chǎng)化改革，充分發(fā)揮市場(chǎng)的基礎(chǔ)配置資源的作用，也要考慮實(shí)際，，進(jìn)行貨幣化分配與管理規(guī)范是非常重要的，同時(shí)也要發(fā)揮監(jiān)督力量，既要內(nèi)部改革也要外部加強(qiáng)監(jiān)督，雙管齊下，才能弄好這個(gè)攻堅(jiān)戰(zhàn)�？茖W(xué)的宏觀(guān)調(diào)控，有效的政府治理，是發(fā)揮社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制優(yōu)勢(shì)的內(nèi)在要求。
[Abstract]:The problem of official vehicle is a very prominent problem in recent years, and how to reform the management of official vehicle has also attracted the attention of different subjects, such as central administrative subject, academic circles, legal profession and so on. Guangdong Province, as a big province of China's economy and a pioneer of China's economic reform, has been on the front line of reform. At the same time, the management of official vehicles in Guangdong Province is also very prominent, so this paper selects Guangdong Province as the research object. At present, Guangdong Province has adopted closed management models such as financial subsidies, physical provision and customization in the management of official vehicles, which has brought many problems to the finance of Guangdong Province in the new period, and is not in line with the policy of establishing a new type of government and service-oriented government advocated by the state. Therefore, it is necessary for Guangdong Province to carry out reform on official vehicles at present. This is not only the government to improve the efficiency of work, reflecting the service-oriented requirements, but also the requirements of the general public, so it is a very meaningful project. Since it is a top-down reform, it is inevitable to face various problems in the process of reform, and the purpose of the reform is to break the privileges of existing interest groups and keep administrative power closed in legitimate and normal cages. Therefore, how to reform is also a very important work, not only pay attention to the results of the reform, but also pay attention to the artistry and method of the reform. The research ideas of this paper are as follows: first of all, this paper analyzes the problems existing in the current management system of official vehicles in Guangdong Province, and puts forward the necessity of reforming the system at present. The consensus of the current reform has been reached. The node of the reform of official vehicles is how to standardize and effectively promote the reform. However, the ideological hindrance of the current interest groups and the lack of supervision power are the most important obstacles to the current reform. Secondly, combined with the theory of public management, this paper makes a theoretical analysis of the causes of the problems in the vehicle management system of civil servants and the measures to deal with them. Thirdly, fully draw lessons from the mature foreign official car system. At the same time, some provinces and cities in China have also carried out pilot reform of official vehicles, and there are also many experiences and deficiencies in the reform. In order to reduce the opportunity cost of reform, it is very important to fully absorb their advantages and prevent their shortcomings. Finally, this paper puts forward the guiding ideology and basic principles of the reform of the official vehicle system in Guangdong Province, and puts forward three modes: the marketization reform, the monetization distribution system reform and the standardized management. This paper studies and puts forward the management mode and countermeasures of the official vehicle system in Guangdong Province. The conclusion of this paper is that in view of the seriousness, classification guidance and differential treatment of the current problem of official vehicles, we should not only carry out market-oriented reform and give full play to the role of basic allocation of resources in the market, but also consider the reality. It is very important to carry out monetization distribution and management norms, and at the same time, it is necessary to give full play to the supervision strength. Scientific macro-control and effective government governance are the inherent requirements to give full play to the advantages of socialist market economy system.
