【摘要】：廣播電視是一個特殊的行業(yè)。除了具有眾所周知的文化和意識形態(tài)屬性、喉舌屬性、事業(yè)屬性和產(chǎn)業(yè)屬性外，還具有明顯的保護國家政治安全、文化安全、信息安全，維護社會穩(wěn)定，，促進社會發(fā)展的輿論引導力和影響力建設的獨特屬性。廣播電視文化事業(yè)是一種生產(chǎn)力，大力發(fā)展社會主義主流文化，建設社會主義精神文明，是我們?nèi)娼ǔ尚】瞪鐣仨毻瓿傻闹厝巍V播電視節(jié)目是廣播電視事業(yè)的重要組成部分，廣播電視節(jié)目還是公共文化的一個部分，大眾喜歡和享受這個文化載體，是其生存和發(fā)展的根本動力和重要保障。因此，繁榮我國廣播電視文化事業(yè)和健全廣播電視節(jié)目的監(jiān)管有著非常重要的戰(zhàn)略意義和現(xiàn)實意義。本文研究目的是如何完善廣東省廣播電視節(jié)目內(nèi)容的監(jiān)管。 本文將運用公共管理學相關(guān)理論作為理論基礎，按照實現(xiàn)公共管理職能的理念、流程和價值取向。結(jié)合公共管理責任機制原理和行政控制機制原理，運用公共組織理論、政府改革與治理理論、公共政策理論等相關(guān)理論，完善、制定相關(guān)的公共決策方案。根據(jù)“確定公共決策問題、確立公共決策目標、決策備選方案的擬定、決策方案的篩選、決策方案的修正完善”研究路線。綜合目前國內(nèi)外關(guān)于廣播電視體制管理、節(jié)目監(jiān)管方面的研究現(xiàn)狀，借鑒、學習國外發(fā)達國家廣播電視節(jié)目監(jiān)管的先進經(jīng)驗，從廣東省廣播電視節(jié)目內(nèi)容監(jiān)管方面入手，對存在的一些違規(guī)問題進行深入分析，探索改善廣東省廣播電視節(jié)目內(nèi)容監(jiān)管的對策和措施。并針對目前廣東省廣播電視節(jié)目內(nèi)容存在違規(guī)問題，具體提出了以下監(jiān)管對策措施：進一步完善廣東省廣播電視節(jié)目監(jiān)管體系，實現(xiàn)與“內(nèi)容監(jiān)管”有關(guān)的監(jiān)管體制改革，設計長效監(jiān)管機制提高監(jiān)管績效，建章立制加強節(jié)目監(jiān)管和引導，建立全天候監(jiān)聽監(jiān)看制度，提高從業(yè)人員的素質(zhì)、開展媒介素質(zhì)教育，從源頭把關(guān)加強行業(yè)自律行為，鼓勵媒體原創(chuàng)、提高媒體自律認識，善于維護廣播電視播出機構(gòu)等。
[Abstract]:Radio and television is a special industry. In addition to having well-known cultural and ideological attributes, mouthpiece attributes, career attributes and industrial attributes, it also has obvious protection of national political security, cultural security, information security, and maintenance of social stability. The unique attribute of the leading power of public opinion and the construction of influence to promote social development. Radio and television culture is a kind of productive forces. Vigorously developing socialist mainstream culture and building socialist spiritual civilization is an important task that we must complete in order to build a well-off society in an all-round way. Radio and television programs are an important part of radio and television undertakings, and radio and television programs are also a part of public culture. People like and enjoy this cultural carrier, which is the fundamental driving force and important guarantee for their survival and development. Therefore, it is of great strategic and practical significance to prosper the cultural cause of radio and television in our country and to perfect the supervision of radio and television programs. The purpose of this paper is to improve the supervision of radio and television program content in Guangdong Province. This paper will use the relevant theories of public management as the theoretical basis, according to the concept of realizing the function of public management, process and value orientation. Combined with the principle of public management responsibility mechanism and administrative control mechanism, this paper uses the theory of public organization, the theory of government reform and governance, the theory of public policy and so on to perfect and formulate the relevant public decision-making scheme. According to the research route of "determining the problem of public decision-making, establishing the goal of public decision-making, the formulation of decision-making options, the selection of decision-making schemes and the revision and perfection of decision-making schemes". Based on the current research status of radio and television system management and program supervision at home and abroad, this paper draws lessons from the advanced experience of radio and television program supervision in developed countries, and starts with the supervision of radio and television program content in Guangdong Province. This paper analyzes some illegal problems and explores the countermeasures and measures to improve the supervision of radio and television programs in Guangdong Province. In view of the illegal problems existing in the content of radio and television programs in Guangdong Province at present, this paper puts forward the following regulatory countermeasures: further perfecting the supervision system of radio and television programs in Guangdong Province, and realizing the reform of the supervision system related to "content supervision", Design a long-term regulatory mechanism to improve regulatory performance, establish a regulatory system to strengthen program supervision and guidance, establish an all-weather monitoring and monitoring system, improve the quality of employees, carry out media quality education, and strengthen self-discipline in the industry from the source. Encourage media originality, improve media self-discipline awareness, good at maintaining radio and television broadcasting organizations and so on.
