【摘要】：行政事業(yè)單位資產是國有資產的重要組成部分，隨著社會主義市場經濟的發(fā)展和公共財政制度的完善，行政事業(yè)資產總量、規(guī)模不斷擴大。長期以來，國有資產管理的研究集中在經營性國有資產領域，對行政事業(yè)單位資產的關注較少。加強行政事業(yè)單位資產管理，可以優(yōu)化資源配置、防止重復建設；可以發(fā)揮資產效益，節(jié)約財政資金；可以防止國有資產流失，保護國有資產完整；可以規(guī)范收入分配秩序，從源頭上防止腐敗。本文旨在公共管理理論的指導下，借鑒國內外的成功經驗，選取山東省行政事業(yè)單位資產作為研究對象，在分析其存在問題的基礎上，提出相應對策建議。 首先，論文對行政事業(yè)單位資產管理研究中涉及的行政事業(yè)單位及行政事業(yè)單位資產等相關概念進行了界定，并總結了相關領域國內外研究成果，闡述了委托代理理論、產權理論等相關理論；其次，論文回顧了全國行政事業(yè)單位資產管理的歷史沿革，對山東省行政事業(yè)單位資產管理現狀進行了定性和定量描述，總結了資產管理取得的成果和存在的問題；再次，對國內外的行政事業(yè)單位國有資產管理體制做了總結和分析，比較了各種模式的優(yōu)點和缺點，為山東省行政事業(yè)單位資產管理改革提供有益的借鑒；最后，結合山東省實際，，提出了完善資產管理體制、推進資產管理與預算管理和財務管理相結合、加強行政事業(yè)單位資產公用共享、實行動態(tài)化資產報告制度，以及加強資產使用績效評價等對策建議。
[Abstract]:The assets of administrative institutions are an important part of state-owned assets. With the development of socialist market economy and the perfection of public finance system, the total amount of administrative assets and the scale of administrative institutions continue to expand. For a long time, the research on the management of state-owned assets has focused on the field of state-owned assets in operation, and less attention has been paid to the assets of administrative institutions. Strengthening the asset management of administrative institutions can optimize the allocation of resources and prevent duplication of construction; it can bring the benefits of assets into play and save financial funds; it can prevent the loss of state-owned assets and protect the integrity of state-owned assets; Can standardize the income distribution order, from the source to prevent corruption. Under the guidance of the theory of public management and the successful experience at home and abroad, this paper chooses the assets of administrative institutions in Shandong Province as the research object, and puts forward the corresponding countermeasures and suggestions on the basis of analyzing the existing problems. First of all, this paper defines the related concepts of administrative institutions and assets of administrative institutions involved in the research of assets management of administrative institutions, summarizes the domestic and foreign research results in related fields, and expounds the principal-agent theory. Property rights theory and other related theories; Secondly, the paper reviews the historical evolution of asset management in administrative institutions throughout the country, describes the current situation of asset management in administrative institutions in Shandong province qualitatively and quantitatively, and summarizes the achievements and existing problems in asset management. Thirdly, it summarizes and analyzes the state-owned assets management system of administrative institutions at home and abroad, compares the advantages and disadvantages of various models, and provides useful reference for the asset management reform of administrative institutions in Shandong Province. Finally, according to the reality of Shandong Province, it puts forward to perfect the asset management system, promote the combination of asset management and budget management and financial management, strengthen the public sharing of assets in administrative institutions, and implement the dynamic asset reporting system. And strengthen asset use performance evaluation and other countermeasures.
