海事系統(tǒng)公共服務能力建設(shè)研究

【摘要】:公共服務能力建設(shè)是政府部門提升工作效能、服務經(jīng)濟社會發(fā)展、促進自身管理提升的重要舉措。我國海事系統(tǒng)承擔著國家水上交通安全監(jiān)督管理、防止船舶污染、船舶檢驗、航海保障、口岸查驗、船員權(quán)益保障等方面的職責,是社會公共安全和公共服務的承擔者之一。有效提升海事系統(tǒng)公共服務能力,對于深化海事機制創(chuàng)新、提高海事管理效能、構(gòu)建服務型海事以及樹立海事良好的對外形象均具有積極而重要的作用。 本文第一章介紹了研究背景和研究意義,對于國內(nèi)外研究現(xiàn)狀進行了綜合分析,并闡述了本文的研究目的和研究方法。 本文第二章介紹了相關(guān)概念與理論,以公共管理和公共服務的相關(guān)理論為指導,結(jié)合海事工作實際,對海事系統(tǒng)公共服務能力的外延、內(nèi)涵進行了分析,初步界定了海事系統(tǒng)公共服務能力包含了通航環(huán)境維護能力、海洋環(huán)境保護能力、船員權(quán)益保障能力、應急事件處置能力、經(jīng)濟社會發(fā)展服務能力。 本文第三章分析了海事系統(tǒng)公共服務能力建設(shè)存在的問題和原因。雖然海事系統(tǒng)長期以來對公共服務能力進行了探索,但不論在主觀和客觀上都存在著一定的局限性,主要表現(xiàn)在所堅持的社會導向不明顯,公共服務理念未到位,公共服務機制不完善,硬實力建設(shè)有差距,軟實力建設(shè)有待改進。究其成因,主要是服務型海事建設(shè)時間滯后、理念認識不到位、服務對象認識混亂、職能轉(zhuǎn)型認識不到位、對如何構(gòu)建服務型海事沒有系統(tǒng)性的規(guī)劃,并受到海事系統(tǒng)機構(gòu)改革以及事權(quán)與財權(quán)、立法權(quán)不一致等方面的影響。 本文第四章借鑒了國內(nèi)外政府部門以及海事部門有關(guān)公共服務能力建設(shè)的實踐,認為開展海事公共服務能力建設(shè),需要強化六個內(nèi)容,即強化海事公共服務理念、創(chuàng)新海事公共服務方式、強化海事公共服務監(jiān)督機制、健全海事內(nèi)部服務程序、拓展海事公共服務事權(quán)范圍。 本文第五章對海事系統(tǒng)公共服務能力建設(shè)提出了對策建議,即對海事公共服務能力建設(shè)做系統(tǒng)規(guī)劃、堅持海事公共服務社會導向、樹立公共服務理念、強化公共服務職能、完善公共服務機制、加強海事公共服務硬實力建設(shè)、加強海事公共服務軟實力建設(shè)等,為服務型海事建設(shè)提供參考。 服務型海事建設(shè)的進程正處于實踐階段,各地各級海事部門在實際工作中就如何提高海事公共服務能力各有不同的做法。在當前構(gòu)建服務型海事和海事系統(tǒng)邁進公務員隊伍的大背景下,推進海事公共服務能力建設(shè)將是一個系統(tǒng)、持續(xù)深化的過程。因此,從這個意義上講,本文就海事公共服務能力建設(shè)的對策和建議僅是一次有益嘗試,起著拋磚引玉的作用。相信在各地各級海事部門的共同努力下,海事公共服務能力建設(shè)一定會取得更好的成效,并最終整體性地提升海事公共服務質(zhì)量和公共服務水平。
[Abstract]:Capacity-building of public service is an important measure for government departments to improve their work efficiency, serve economic and social development, and promote their own management. China's maritime system is one of the bearers of social public safety and public service, which is responsible for the supervision and management of national water traffic safety, the prevention of ship pollution, ship inspection, navigation protection, port inspection, and the protection of crew rights and interests, and is one of the bearers of social public safety and public services. Improving the public service ability of maritime system effectively plays an active and important role in deepening the innovation of maritime mechanism, improving the efficiency of maritime administration, constructing the service-oriented maritime affairs and establishing the good external image of maritime affairs. In the first chapter, the background and significance of the research are introduced, the current research situation at home and abroad is comprehensively analyzed, and the purpose and method of the research are expounded. The second chapter introduces the related concepts and theories, and analyzes the extension and connotation of the public service capability of the maritime system under the guidance of the relevant theories of public administration and public service, combined with the practice of maritime work, and analyzes the extension and connotation of the public service capability of the maritime system. The public service capability of maritime system is defined preliminarily, which includes navigation environment maintenance ability, marine environment protection ability, crew rights and interests protection ability, emergency event disposal ability and economic and social development service capability. The third chapter analyzes the problems and reasons of the public service capacity construction of maritime system. Although the maritime system has been exploring the public service capability for a long time, there are some limitations in both subjective and objective aspects, mainly in that the social orientation is not obvious, and the concept of public service is not in place. The public service mechanism is not perfect, there is a gap in the construction of hard power, and the construction of soft power needs to be improved. The main causes are the lag in the construction time of the service-oriented maritime affairs, the lack of understanding of the concept, the confusion of the understanding of the service objects, the lack of understanding of the transformation of the functions, and the lack of systematic planning on how to construct the service-oriented maritime affairs. It is influenced by the reform of maritime system and the inconsistencies between the power of affairs and the power of property and the legislative power. The fourth chapter of this paper draws lessons from the practice of public service capacity construction of domestic and foreign government departments and maritime departments, and points out that the construction of maritime public service capacity needs to be strengthened in six aspects, that is, to strengthen the concept of maritime public service. Innovate the maritime public service mode, strengthen the maritime public service supervision mechanism, perfect the maritime internal service procedure, expand the maritime public service power scope. In the fifth chapter, the author puts forward some countermeasures and suggestions on the construction of the public service capacity of the maritime system, that is, to plan the capacity construction of the maritime public service, to adhere to the social orientation of the maritime public service, to establish the concept of public service and to strengthen the public service function. Improve the public service mechanism, strengthen the maritime public service hard power construction, strengthen the maritime public service soft power construction and so on, provide the reference for the service type maritime affairs construction. The process of service-oriented maritime construction is in the practical stage. The maritime departments at all levels have different practices on how to improve the capacity of maritime public service in the practical work. Under the background of building a service-oriented maritime and maritime system into the civil service, it will be a systematic and continuous deepening process to promote the capacity-building of maritime public service. Therefore, in this sense, the countermeasures and suggestions on the capacity-building of maritime public service are only a beneficial attempt and play an important role. It is believed that with the joint efforts of maritime departments at all levels, the capacity-building of maritime public service will achieve better results, and ultimately improve the quality and level of public service of maritime affairs as a whole.
