【摘要】：舟山市普陀區(qū),作為舟山群島新區(qū)的主體區(qū),已列為浙江海洋經(jīng)濟(jì)發(fā)展示范區(qū)核心區(qū)的重要組成部分,同時(shí)也是發(fā)展海洋戰(zhàn)略性新興產(chǎn)業(yè)的重要基地,在浙江的海洋經(jīng)濟(jì)強(qiáng)省戰(zhàn)略建設(shè)中具有舉足輕重的位置。近年來,普陀區(qū)委、區(qū)政府因勢利導(dǎo),積極打造臨港產(chǎn)業(yè)的發(fā)展戰(zhàn)略,藍(lán)色海洋經(jīng)濟(jì)作為海邊城市主打的經(jīng)濟(jì)發(fā)展方向,它以其環(huán)保,健康可持續(xù)的發(fā)展概念越來越受到各個(gè)城市的青睞。其中藍(lán)色海洋經(jīng)濟(jì)發(fā)展的突出代表是舟山市普陀區(qū),它不僅逐漸成為浙江省海洋經(jīng)濟(jì)的模范發(fā)展區(qū)域,而且也為全國的海洋經(jīng)濟(jì)的發(fā)展提供了重要的借鑒經(jīng)驗(yàn)。普陀建設(shè)成國內(nèi)外具有較大影響力的特色化、生態(tài)化的新型船舶工業(yè)基地,在整個(gè)舟山船舶修造業(yè)中占據(jù)舉足輕重的位置。截止2012年,全區(qū)共有船舶修造企業(yè)46家,實(shí)現(xiàn)船舶修造產(chǎn)值236.6億元,占全區(qū)工業(yè)總產(chǎn)值的47.1%,其中船舶制造產(chǎn)值171.4億元,船舶修理產(chǎn)值65.2億元,船舶配件實(shí)現(xiàn)產(chǎn)值12.4億元。 在舟山市普陀區(qū)船舶修造業(yè)高速發(fā)展的同時(shí),船舶修造的污染也是我們不能忽視的問題,它所帶來的負(fù)面環(huán)境影響是造成海洋環(huán)境污染的主要原因之一：一是廢水、廢氣、噪聲等對周邊環(huán)境的直接污染：二是固體廢棄物(包括危險(xiǎn)廢物)存在嚴(yán)重的不處置或不規(guī)范處置情況,導(dǎo)致污染嚴(yán)重；三是境外船舶的壓艙水是外來有害生物入侵的重要載體；四是外輪的生活垃圾在未經(jīng)無害化處理的情況下下船,導(dǎo)致各類疫情疫病傳入我國。 本論文從公共管理和專業(yè)技術(shù)視角出發(fā),針對船舶修造企業(yè)自身特點(diǎn),在調(diào)查研究和系統(tǒng)分析的基礎(chǔ)上,全面進(jìn)行污染源和污染因子的分析,結(jié)合國家有關(guān)法律法規(guī)和技術(shù)規(guī)范,從企業(yè)合作、法制保障、技術(shù)革新等多角度,提出船舶修造業(yè)污染治理有效對策,探尋優(yōu)化措施,以期為船舶修造業(yè)的污染治理提供可借鑒可操作的對策。
[Abstract]:As the main area of the New Area of the Zhoushan Islands, the Putuo District, Zhoushan, has been listed as an important part of the core area of the marine economic development demonstration area of Zhejiang, and is also an important base for the development of the strategic emerging industry of the ocean. It is an important position in the strategic construction of the marine economy in Zhejiang. In recent years, the Putuo District Committee and the district government actively create the development strategy of the port industry, and the blue ocean economy, as the main economic development direction of the seaside city, is more and more popular with the cities in its environment-friendly, healthy and sustainable development concept. The outstanding representative of the blue ocean economic development is the Putuo District, Zhoushan City, which not only gradually becomes a model development area of the marine economy in Zhejiang, but also provides an important reference experience for the development of the marine economy in the whole country. Putuo is a new type of ship industry base with great influence at home and abroad, and occupies an important position in the whole boat repair industry. As of 2012,46 of the total number of ship-building enterprises in the whole region realized the value of the ship repair and production of 236.6 billion yuan, accounting for 47.1% of the total industrial output value of the whole region, of which, the production value of the ship is 171.4 billion yuan, the value of the repair of the ship is 65.2 billion yuan, and the output value of the ship accessory is 12.4 billion yuan. At the same time, the pollution of ship repair is one of the main causes of marine environmental pollution. The first is the direct pollution of waste water, waste gas, noise and so on to the surrounding environment. Dyeing: The second is that the solid waste (including hazardous waste) has serious non-disposal or non-standard treatment, resulting in serious pollution; the third is that the ballast water of the overseas ship is an important carrier for the invasion of foreign harmful organisms; and fourth, the domestic garbage of the outer wheel is under the condition of no innocent treatment. The ship, causing all kinds of epidemic diseases to pass into me. This paper, from the perspective of public administration and professional technology, analyses the pollution sources and pollution factors on the basis of investigation and research and system analysis, and combines with the relevant national laws and regulations and technical specifications, and from the enterprise cooperation and method. In order to provide the reference for the pollution control of the ship repair industry, the paper puts forward the effective countermeasures to the pollution control of the ship repair industry, such as the guarantee of the system, the technological innovation and so on, and probes into the optimization measures, in order to provide the reference for the pollution control of the ship repair industry.
