【摘要】：煤炭資源的有效保護和開采，煤炭產(chǎn)業(yè)發(fā)展秩序的科學(xué)合理建立與維護，一直是政府當(dāng)前面對的重要議題。地方煤礦煤炭資源整合，是立意于解決我國現(xiàn)階段部分地區(qū)開采劣勢煤炭資源產(chǎn)能落后、安全無保障等問題和被動局面。利用政府管控和市場調(diào)節(jié)作用，以現(xiàn)有合法的地方煤礦為主，實施兼并重組整治整合，進一步規(guī)范煤炭資源開采秩序，推動煤炭經(jīng)濟及煤礦企業(yè)科學(xué)、安全發(fā)展。地方煤礦煤炭資源整合的效果直接取決于政府職能和角色定位，尤其是當(dāng)前雙鴨山市地方煤礦煤炭資源整合工作進入攻堅階段，，政府及其職能部門均亟需迎難而上并開創(chuàng)兼并重組整治整合工作新格局。 本文以黑龍江省雙鴨山市新興煤礦煤炭資源整合為實例，分析地方煤礦煤炭資源整合的背景、實施及成效等方面，對資源整合過程中雙鴨山市政府職能定位上出現(xiàn)及遇到的相關(guān)問題，從監(jiān)管理念、政策體制等方面進行剖析，闡明政府在地方煤礦煤炭資源整合中應(yīng)有的職能定位，提出解決的對策和建議，為創(chuàng)新煤礦安全監(jiān)督管理模式，探索建立礦政管理長效機制，政府決策、工作實踐提供參考。
[Abstract]:The effective protection and exploitation of coal resources and the scientific and reasonable establishment and maintenance of the development order of coal industry have always been an important issue facing the government. The integration of coal resources in local coal mines is intended to solve the problems and passive situation of mining inferior coal resources production capacity, safety and security in parts of our country at present. By using the functions of government control and market regulation, the existing legal local coal mines should be used as the mainstay, merger, reorganization, renovation and integration should be carried out to further standardize the order of mining coal resources and promote the scientific and safe development of the coal economy and coal mining enterprises. The effect of coal resources integration in local coal mines depends directly on the functions and roles of the government. Especially, the integration of local coal resources in Shuangyashan City has entered a critical stage. The government and its functional departments are in urgent need of facing the difficulties and creating a new pattern of merger, reorganization, renovation and integration. Based on the example of coal resources integration in new coal mines in Shuangyashan City, Heilongjiang Province, this paper analyzes the background, implementation and effectiveness of coal resources integration in local coal mines. In the process of resources integration, this paper analyzes the problems in the government function orientation of Shuangyashan city, such as supervision idea, policy system, etc., and expounds the function orientation of the government in the integration of local coal resources. The countermeasures and suggestions are put forward to provide reference for innovating the mode of coal mine safety supervision and management, exploring the establishment of long-term mechanism of mine administration management, government decision making and working practice.
