服務(wù)型政府視角下的公務(wù)員激勵(lì)機(jī)制研究

【摘要】:構(gòu)建服務(wù)型政府是現(xiàn)代公共管理進(jìn)步的需要,是我國(guó)社會(huì)主義市場(chǎng)經(jīng)濟(jì)發(fā)展、民主政治和和諧社會(huì)建設(shè)的內(nèi)在要求。政府在服務(wù)人民的理念指導(dǎo)下履行公共服務(wù)和社會(huì)管理的職能,解決內(nèi)外部矛盾,就能實(shí)現(xiàn)建設(shè)社會(huì)主義和諧社會(huì)的目標(biāo)。如何將政府的服務(wù)落到實(shí)處,公務(wù)員是決定性因素。公務(wù)員是服務(wù)型政府構(gòu)建的主體,其工作態(tài)度和行為直接決定服務(wù)型政府轉(zhuǎn)型的成敗。而在現(xiàn)代組織中,組織成員工作的效率和熱情,很大程度上取決于其受到激勵(lì)的狀況和水平。服務(wù)型政府構(gòu)建的前提下,怎樣使公務(wù)員從根本上樹立起服務(wù)的理念,提高其工作熱情,激發(fā)創(chuàng)造性,培養(yǎng)出一支高素質(zhì)的公務(wù)員隊(duì)伍,近幾年已逐漸成為學(xué)術(shù)界和改革決策者關(guān)注的焦點(diǎn)之一,而解決這一問題的關(guān)鍵途徑就是完善公務(wù)員激勵(lì)機(jī)制。 本文以公共部門人力資源管理的視角,重點(diǎn)研究服務(wù)型政府構(gòu)建背景下的公務(wù)員激勵(lì)機(jī)制。本文首先闡釋了服務(wù)型政府的理論基礎(chǔ)及其內(nèi)涵。通過文獻(xiàn)分析法論述激勵(lì)理論、國(guó)內(nèi)外公務(wù)員激勵(lì)的理論與實(shí)踐,指出公務(wù)員激勵(lì)機(jī)制構(gòu)建的理論依據(jù)。運(yùn)用歷史分析的方法回顧建國(guó)六十多年來我國(guó)公務(wù)員制度建設(shè)和完善的歷程,總結(jié)取得的成績(jī)和經(jīng)驗(yàn),同時(shí)分析存在的問題與不足。最后提出服務(wù)型政府視角下公務(wù)員激勵(lì)機(jī)制構(gòu)建完善的建議。
[Abstract]:The construction of service-oriented government is the need of the progress of modern public management and the internal requirement of the development of socialist market economy, democratic politics and harmonious society construction. Under the guidance of the concept of serving the people, the government can carry out the functions of public service and social management, solve the internal and external contradictions, and realize the goal of building a harmonious socialist society. The Civil Service is the decisive factor in the implementation of government services. Civil servant is the main body of service-oriented government, whose work attitude and behavior directly determine the success or failure of service-oriented government transformation. In modern organizations, the efficiency and enthusiasm of organization members depend to a great extent on their level of motivation. Under the premise of the construction of service-oriented government, how to make the civil servants set up the concept of service fundamentally, improve their work enthusiasm, stimulate creativity, cultivate a high-quality civil servants, In recent years, it has gradually become one of the focus of academic circles and reform decision makers, and the key way to solve this problem is to improve the incentive mechanism of civil servants. From the perspective of human resource management in public sector, this paper focuses on the incentive mechanism of civil servants under the background of service-oriented government construction. This paper first explains the theoretical basis and connotation of service-oriented government. This paper discusses the theory of incentive, the theory and practice of civil servant incentive at home and abroad, and points out the theoretical basis for the construction of civil servant incentive mechanism. This paper uses the method of historical analysis to review the course of civil servant system construction and perfection in the past 60 years, summarizes the achievements and experiences, and analyzes the existing problems and shortcomings. Finally, the author puts forward some suggestions on how to perfect the incentive mechanism of civil servants from the perspective of service-oriented government.
