基于動力機制的政府績效評估研究

【摘要】:政府績效評估是我國行政管理的重要組成部分,旨在提高政府公共管理和公共服務(wù)水平,是以公共責(zé)任和顧客至上為核心理念的政府改革策略,是持續(xù)改進和提高政府部門績效的一種行之有效的管理工具,對轉(zhuǎn)變政府職能、提高政府行政效能和改善政府形象發(fā)揮著越來越重要的作用。我國政府績效評估起步稍晚于西方發(fā)達國家,在理論和實踐方面還存在很多不足之處。本論文從以動力機制角度,以社會動力學(xué)、結(jié)構(gòu)功能主義和系統(tǒng)動力學(xué)為理論依據(jù),研究績效評估系統(tǒng)內(nèi)外諸多因素對績效評估發(fā)展的作用關(guān)系,借助系統(tǒng)動力學(xué)的建模方法建立政府績效評估的動力模型,從而更直觀地分析評估系統(tǒng)內(nèi)外各要素之間的作用關(guān)系。針對我國政府績效評估中內(nèi)外環(huán)境、社會公民參與和評估的整體流程中存在的動力不足的問題,依據(jù)動力模型,提出了堅持以人為本的價值取向,促使政府績效評估逐步走向制度化、規(guī)范化道路,設(shè)置更為科學(xué)的績效評估指標(biāo)體系和構(gòu)建多元政府績效評估上體的對策建議。
[Abstract]:Government performance evaluation is an important part of our country's administration. It aims to improve the level of government public management and public service. It is a government reform strategy with the core idea of public responsibility and customer first. It is an effective management tool to continuously improve and improve the performance of government departments. It plays a more and more important role in transforming government functions, improving government administrative efficiency and improving government image. China's government performance evaluation started a little later than the western developed countries, and there are still many deficiencies in theory and practice. Based on the theory of dynamic mechanism, social dynamics, structural functionalism and system dynamics, this paper studies the relationship between the internal and external factors of performance evaluation system and the development of performance evaluation. The dynamic model of government performance evaluation is established by using the modeling method of system dynamics, so that the relationship between the factors inside and outside the evaluation system can be analyzed more intuitively. In view of the problem of insufficient power in the whole process of internal and external environment, social citizen participation and evaluation in the performance evaluation of Chinese government, according to the dynamic model, this paper puts forward the value orientation of adhering to the people-oriented approach. To promote the government performance evaluation to institutionalize, standardize the road, set up a more scientific performance evaluation index system and build a pluralistic government performance evaluation system of countermeasures and suggestions.
