京杭運(yùn)河揚(yáng)州段海事監(jiān)管研究

【摘要】:我國是海洋大國,境內(nèi)水河流縱橫、湖泊眾多,自然條件良好,這給航運(yùn)經(jīng)濟(jì)發(fā)展提供了有利的基礎(chǔ)條件。近年來,我國不論遠(yuǎn)洋運(yùn)輸還是內(nèi)河交通運(yùn)輸,航運(yùn)保障能力都有了較大提升,這樣的時代背景也給我國的海事管理提出了更新更高的要求。 地方海事管理機(jī)構(gòu)是我國水上交通安全管理中重要且不可或缺的一支力量,其管理體制雖然經(jīng)多次改革,但仍然呈現(xiàn)出諸多不足之處,難以適應(yīng)內(nèi)河航運(yùn)快速發(fā)展的需求。 本文首先對京杭運(yùn)河揚(yáng)州段航運(yùn)現(xiàn)狀和地方海事監(jiān)管概況進(jìn)行分析。一方面,說明京杭運(yùn)河的安全、暢通、有序、清潔給揚(yáng)州市及周邊地區(qū)經(jīng)濟(jì)發(fā)展作出的巨大貢獻(xiàn);另一方面,指出地方海事機(jī)構(gòu)在機(jī)構(gòu)設(shè)置、職能配置、權(quán)責(zé)擔(dān)當(dāng)?shù)确矫娲嬖诘膯栴},由面到點(diǎn),進(jìn)一步分析揚(yáng)州地方海事監(jiān)管現(xiàn)狀,指出問題,并分析原因。 其次,學(xué)習(xí)借鑒先進(jìn)國家和地區(qū)的海事監(jiān)管模式,對長江和江蘇國家海事的監(jiān)管現(xiàn)狀進(jìn)行比較,結(jié)合京杭運(yùn)河揚(yáng)州段的現(xiàn)狀提出改進(jìn)的措施。 最后,從新公共管理的角度對京杭運(yùn)河揚(yáng)州段海事監(jiān)管措施進(jìn)行詳細(xì)分析,就水上交通運(yùn)輸和南水北調(diào)兼顧協(xié)調(diào);推行船舶標(biāo)準(zhǔn)化,整治“三超一無”船舶,提高運(yùn)輸效率;大力推進(jìn)海事信息化建設(shè)、提升管理效率;加大投入,全面提高水上應(yīng)急搜救防污能力;依法行政,規(guī)范海事執(zhí)法行為,全面履行海事職責(zé);著力文化和隊(duì)伍建設(shè),構(gòu)建和諧地方海事等六個方面提出具體建議。
[Abstract]:China is a large marine country with many rivers and lakes and good natural conditions, which provides favorable basic conditions for the development of shipping economy. In recent years, both ocean transportation and inland river transportation, shipping support capacity has been greatly improved in China, such background also put forward a higher request for maritime management in our country. Local maritime management organization is an important and indispensable force in the management of maritime traffic safety in China. Although its management system has been reformed many times, it still presents many deficiencies, which is difficult to meet the needs of rapid development of inland water navigation. This paper first analyzes the shipping status and local maritime supervision in Yangzhou section of the Beijing-Hangzhou Canal. On the one hand, it explains the great contribution that the Beijing-Hangzhou Canal has made to the economic development of Yangzhou and its surrounding areas. On the other hand, the paper points out the problems existing in the aspects of organization setting, function allocation, power and responsibility and so on, and further analyzes the present situation of local maritime supervision in Yangzhou, points out the problems, and analyzes the reasons. Secondly, learn from the advanced countries and regions of maritime supervision mode, the Yangtze River and Jiangsu state maritime supervision status quo is compared, combined with the status quo of the Beijing-Hangzhou Canal Yangzhou section of the proposed improvement measures. Finally, from the perspective of new public management, the maritime supervision measures of Yangzhou section of the Beijing-Hangzhou Canal are analyzed in detail, and the coordination of water transportation and South-to-North Water transfer is given, the standardization of ships is carried out, and the ship "three surpasses and no" ships are renovated to improve the transportation efficiency. Vigorously promote the construction of maritime information, improve the efficiency of management; increase investment, comprehensively improve the ability of water emergency search and rescue pollution prevention, administration according to law, standardize maritime law enforcement behavior, fully perform maritime duties; Focus on culture and team building, building a harmonious local maritime and other six aspects of specific proposals.
