【摘要】：問責(zé)作為現(xiàn)代民主治理的標(biāo)志和公共管理中的核心概念,近年來越來越受到國內(nèi)學(xué)術(shù)界的廣泛關(guān)注并成為研究的熱點(diǎn)領(lǐng)域。通過對(duì)現(xiàn)實(shí)的考察可以發(fā)現(xiàn),問責(zé)在實(shí)踐過程中存在著問責(zé)期望不斷提高與問責(zé)效果持續(xù)乏力的矛盾,其根本原因在于問責(zé)動(dòng)力缺失。根據(jù)問責(zé)理論的最新發(fā)展,文章首先識(shí)別出問責(zé)研究的兩種范式,并從類型學(xué)的角度對(duì)問責(zé)期望管理范式進(jìn)行分析;然后借助組織行為學(xué)的期望理論,構(gòu)建起一個(gè)問責(zé)動(dòng)力的理論框架,并根據(jù)這一框架對(duì)不同問責(zé)類型的動(dòng)力來源進(jìn)行比較分析。從規(guī)范層面來講,問責(zé)動(dòng)力來源于問責(zé)效價(jià)、問責(zé)期望和問責(zé)手段三者之間的結(jié)合,問責(zé)主體是否啟動(dòng)問責(zé)取決于問責(zé)主客體之間的力量博弈。
[Abstract]:Accountability, as the symbol of modern democratic governance and the core concept of public administration, has attracted more and more attention from domestic academic circles in recent years and has become a hot research field. Through the investigation of the reality, it can be found that there is a contradiction between the continuous improvement of accountability expectations and the persistent weakness of the effect of accountability in the process of practice, and the fundamental reason lies in the lack of accountability motivation. According to the latest development of accountability theory, this paper first identifies two paradigms of accountability research, and analyzes accountability expectation management paradigm from the perspective of typology. Then, with the expectation theory of organizational behavior, we construct a theoretical framework of accountability motivation, and compare and analyze the power sources of different types of accountability according to this framework. From the normative aspect, the motivation of accountability comes from the combination of accountability efficiency, accountability expectation and accountability means, and whether the accountability subject initiates accountability depends on the power game between the subject and object of accountability.
