【摘要】：隨著互聯(lián)網(wǎng)的迅猛發(fā)展，網(wǎng)絡(luò)媒體已經(jīng)成為社會生活中表達(dá)民情、暢通民意、集中民智的重要渠道，“網(wǎng)絡(luò)化生存”正在成為社會生活的重要方式。目前國家正處于“經(jīng)濟(jì)轉(zhuǎn)軌、社會轉(zhuǎn)型"的特殊時期，這個歷史時期既是關(guān)鍵發(fā)展期，又是矛盾凸顯期，影響社會安定的不確定因素眾多，各類型的公共危機接連不斷，近年來，我國的社會安全事件、各類突發(fā)災(zāi)難等公共危機事件頻發(fā)，且有事件發(fā)生的領(lǐng)域廣泛、規(guī)模較大、來勢兇猛、破環(huán)力更強的趨勢。借助于網(wǎng)絡(luò)媒體的傳播力，使得事件的影響力不斷增加，對政府及時處理公共危機的能力提出了更高的要求。因此，如何有效地應(yīng)對網(wǎng)絡(luò)媒體已經(jīng)成為政府部門在公共危機管理工作中亟待解決的重要問題之一。 本文以科學(xué)發(fā)展觀為指導(dǎo)，，以建設(shè)和諧社會為目標(biāo)，結(jié)合公共管理學(xué)、傳播學(xué)、信息學(xué)、公共關(guān)系學(xué)等學(xué)科的基礎(chǔ)理論以及危機管理、電子政府等相關(guān)理論，采用規(guī)范分析和實證分析相結(jié)合的方法，以廣東省政府部門的公共危機處理事件為例，有針對性地開展問題和原因分析，對政府在公共危機中應(yīng)對網(wǎng)絡(luò)媒體應(yīng)采取哪些策略進(jìn)行了系統(tǒng)、深入地探討和分析。 全文一共由五部分構(gòu)成。第一部分緒論，闡釋了選題的研究背景和研究方法。第二部分是公共危機管理及網(wǎng)絡(luò)媒體的相關(guān)概念的論述，從理論出發(fā)，先知己知彼，才能談到雙方的博弈。第三部分通過對危機管理事件的典型案例分析，剖析了政府部門在公共危機中面對網(wǎng)絡(luò)媒體所表現(xiàn)出的不同行為特征和存在的問題，并結(jié)合實際從理論角度分析了原因。第四部分，結(jié)合國內(nèi)外政府應(yīng)對網(wǎng)絡(luò)媒體的經(jīng)驗與得失，探討了我國政府在應(yīng)對網(wǎng)絡(luò)媒體時應(yīng)采取的有效策略，以期達(dá)到“政府——網(wǎng)絡(luò)媒體——公眾”的穩(wěn)定的有效傳播關(guān)系。第五部分為文章的結(jié)論。 本文嘗試性地細(xì)分了網(wǎng)絡(luò)媒體的組成部分，結(jié)合它們的各自特點，描繪出了網(wǎng)絡(luò)媒體是如何在公共危機事件中發(fā)揮信息傳播的重要作用的。然后從政府應(yīng)對的視角分析網(wǎng)絡(luò)媒體應(yīng)當(dāng)如何為己所用，系統(tǒng)審視了目前政府在應(yīng)對網(wǎng)媒時存在的不足，提出了有效應(yīng)對的原理與對策。希望本文能夠為廣東省政府在處理公共危機事件時如何更有效地應(yīng)對網(wǎng)絡(luò)媒體提供一定的借鑒。
[Abstract]:With the rapid development of the Internet, the network media has become an important channel for expressing the people's feelings, unblocking the public opinion and concentrating the wisdom of the people in the social life, and "network survival" is becoming an important way of social life. At present, the country is in a special period of "economic transition, social transformation". This historical period is not only a critical period of development, but also a period of prominent contradictions. There are many uncertain factors affecting social stability, and various types of public crises are incessant. In recent years, social security events, all kinds of sudden disasters and other public crisis events occur frequently in our country, and there is a trend of widespread, large-scale, ferocious and stronger breaking force. With the help of the communication power of the network media, the influence of the event is increasing, and the government's ability to deal with the public crisis in a timely manner has been put forward a higher request. Therefore, how to effectively deal with network media has become one of the most important problems in public crisis management. Guided by the concept of scientific development, and aiming at building a harmonious society, this paper combines the basic theories of public management, communication, informatics, public relations, crisis management, electronic government, and so on. By using the method of combining normative analysis with empirical analysis, taking the public crisis events of Guangdong Province government department as an example, the problem and cause analysis are carried out in a targeted way. This paper systematically discusses and analyzes the strategies that the government should take to deal with the network media in the public crisis. The full text consists of five parts. The first part of the introduction explains the research background and research methods. The second part is the public crisis management and network media related concepts, from the theory, we can talk about the game between the two sides. In the third part, by analyzing the typical cases of crisis management, the author analyzes the different behavior characteristics and existing problems of government departments facing the network media in the public crisis, and analyzes the reasons from the theoretical point of view combined with the actual situation. The fourth part, combining the experience and gain and loss of the domestic and foreign government to deal with the network media, discusses the effective strategy that our government should take when dealing with the network media. In order to achieve "government-network media-public" stable and effective communication relationship. The fifth part is the conclusion of the article. This paper attempts to subdivide the components of the network media, combining their respective characteristics, describes how the network media plays an important role in information dissemination in public crisis events. Then it analyzes how the network media should be used by the government from the perspective of government response, systematically examines the shortcomings of the current government in responding to the network media, and puts forward the principles and countermeasures of effective response. I hope this paper can provide some reference for Guangdong provincial government how to deal with the public crisis more effectively.
