【摘要】：改革開放以后,隨著志愿者的概念引入我國,我國的社團組織數(shù)量急劇增加、民辦非企業(yè)單位的迅速發(fā)展形成了我國第三部門快速崛起的景象,志愿者活動也在這個時期蓬勃開展起來。2003年,為深入貫徹實施《中華人民共和國科學技術普及法》,適應我國社會發(fā)展需求,有效調(diào)動社會公眾廣泛參加科普活動的積極性和主動性,充分調(diào)配社會資源以更好的開展科普工作,中國科協(xié)在全國科協(xié)范圍內(nèi)開展了科普志愿者組織的創(chuàng)建工作,通過近10年的發(fā)展,科普志愿者組織已經(jīng)成為我國志愿者組織中不可缺少的一部分。 本文基于第三部門公共管理理論的視角,以西安市科普志愿者組織作為基本研究對象,在問卷調(diào)查的基礎上,系統(tǒng)分析了西安市科普志愿者組織的發(fā)展水平、服務對象以及運行模式等,對西安市科普志愿者隊伍的生存狀況進行了深入了解。通過對西安市科普志愿者組織中存在的組織管理、經(jīng)費保障、考評激勵機制、服務形式化等制約科普志愿者組織發(fā)展和良性運行的相關問題的分析,發(fā)現(xiàn)科普志愿者組織發(fā)展中存在的問題,最終為科普志愿者組織的決策層開展科普公益事業(yè)提供有參考價值的參考建議。
[Abstract]:After the reform and opening up, with the introduction of the concept of volunteers into China, the number of mass organizations in China has increased dramatically, and the rapid development of non-enterprise units has formed the scene of the rapid rise of the third sector in China. Volunteer activities also flourished during this period. In 2003, in order to implement the Law of the people's Republic of China on Science and Technology Popularization in order to meet the needs of China's social development, To effectively mobilize the enthusiasm and initiative of the public to participate extensively in popular science activities, and to fully allocate social resources to better carry out the work of popularizing science, the China Association for Science and Technology has launched the establishment of volunteer organizations for the popularization of science within the scope of the National Association for Science and Technology. Through the development of nearly 10 years, popular science volunteer organization has become an indispensable part of volunteer organization in our country. Based on the perspective of public management theory of the third sector, this paper takes the volunteer organization of science popularization in Xi'an as the basic research object, on the basis of the questionnaire survey, systematically analyzes the development level of the volunteer organization in Xi'an. The service object and operation mode, etc., deeply understand the survival condition of Xi'an popular science volunteer team. Based on the analysis of the related problems such as organization management, fund guarantee, evaluation incentive mechanism, formalization of service and so on, which restrict the development and healthy operation of volunteer organizations in Xi'an. Find out the problems existing in the development of popular science organizations, and finally provide some valuable reference suggestions for the decision-making level of popular science organizations to carry out the public welfare of science popularization.
