【摘要】：進(jìn)入新的世紀(jì)以來,信息化技術(shù)以前所未有的速度發(fā)展,深刻的改變著社會(huì)政治、經(jīng)濟(jì)和生活的各個(gè)領(lǐng)域。目前電子政務(wù)在政府部門工作中不斷的深化,推動(dòng)著相關(guān)職能部門的改革,在改進(jìn)工作方式,提高辦事效率發(fā)揮著重要的作用。 廣東省正處于人民內(nèi)部矛盾凸顯、刑事犯罪高發(fā)和對(duì)敵斗爭復(fù)雜時(shí)期,社會(huì)要素量大面廣、復(fù)雜多變,給社會(huì)管理工作帶來了極大的挑戰(zhàn)。隨著經(jīng)濟(jì)社會(huì)的發(fā)展,人民群眾對(duì)社會(huì)管理工作提出了許多新期待、新要求,既要求維護(hù)好社會(huì)治安,又要求提供良好服務(wù)。公安機(jī)關(guān)的社會(huì)管理所涉及的信息急劇增長,在這種形勢(shì)下,廣東省公安系統(tǒng)的電子政務(wù)建設(shè)顯得十分重要,它可以收集各方面的反饋信息,同時(shí)能對(duì)信息進(jìn)行迅速處理,對(duì)正確決策尤為關(guān)鍵,對(duì)提高社會(huì)管理創(chuàng)新發(fā)揮著積極的作用。 本文結(jié)合廣東省公安系統(tǒng)電子政務(wù)建設(shè)的實(shí)際情況,采用對(duì)比、數(shù)據(jù)分析等方法,分析廣東公安在政務(wù)信息化下社會(huì)管理創(chuàng)新成效、存在問題及制約因素。然后,以公共管理理論為指導(dǎo),針對(duì)內(nèi)外環(huán)境條件的不同,提出了廣東公安系統(tǒng)在電子政務(wù)環(huán)境下實(shí)行社會(huì)管理創(chuàng)新、提高行政效能的重要性和迫切性,并提出了廣東省公安機(jī)關(guān)電子政務(wù)建設(shè)的目標(biāo)、原則和應(yīng)側(cè)重的方向。最后,根據(jù)國內(nèi)外政府關(guān)于電子政務(wù)建設(shè)的經(jīng)驗(yàn),結(jié)合相關(guān)的社會(huì)管理理論,提出了廣東公安機(jī)關(guān)基于電子政務(wù)的社會(huì)管理創(chuàng)新對(duì)策。
[Abstract]:Since entering the new century, information technology has developed at an unprecedented speed, which has profoundly changed the social politics, economy and various fields of life. At present, the continuous deepening of e-government in the work of government departments promotes the reform of relevant functional departments, and plays an important role in improving the working methods and improving the efficiency of handling affairs. Guangdong Province is in a period of high incidence of criminal crime and complex struggle against the enemy. The amount of social elements is large, complex and changeable, which brings great challenges to the social management work. With the development of economy and society, the masses of people have put forward many new expectations for social management, new requirements, not only to maintain social order, but also to provide good service. The information involved in the social management of public security organs has increased dramatically. Under this situation, the construction of electronic government affairs in Guangdong's public security system is very important. It can collect feedback information from all aspects and at the same time, it can process the information quickly. It is particularly crucial to correct decision making and plays an active role in improving social management innovation. Based on the actual situation of E-government construction in Guangdong public security system, this paper analyzes the social management innovation effect, existing problems and restrictive factors of Guangdong public security under the information of government affairs by means of comparison, data analysis and so on. Then, under the guidance of public management theory, aiming at the difference of internal and external environmental conditions, this paper puts forward the importance and urgency of Guangdong public security system to carry out social management innovation and improve administrative efficiency under the environment of electronic government affairs. The paper also puts forward the aim, principle and direction of electronic government construction of public security organs in Guangdong province. Finally, according to the experience of the government at home and abroad on the construction of e-government, combined with the relevant social management theory, put forward the Guangdong public security organs based on e-government social management innovation countermeasures.
