【摘要】：煤礦資源的管理問題，特別是煤礦資源開采過程中的監(jiān)管問題，長期以來一直困擾著各級(jí)政府及相關(guān)職能監(jiān)管部門。石林縣煤礦總量達(dá)5875.95萬噸，是云南省煤炭發(fā)展重點(diǎn)縣之一、昆明市主要煤焦生產(chǎn)縣之一，石林縣的煤礦資源開采監(jiān)管問題具有代表性，研究解決好石林縣煤礦資源開采監(jiān)管問題，不僅對(duì)構(gòu)建和諧石林有重要意義，而且對(duì)其他縣的煤礦資源開采監(jiān)管也具有重要意義。 近年來，國內(nèi)外學(xué)者的研究主要集中在煤礦開采權(quán)管理、煤礦安全、防治非法煤礦開采和預(yù)防煤礦事故發(fā)生等方面，本文將從煤礦資源開采監(jiān)管方面進(jìn)行研究，以石林縣為一個(gè)點(diǎn)，采用文獻(xiàn)分析法、比較分析法和實(shí)地調(diào)查法，運(yùn)用礦業(yè)權(quán)理論、產(chǎn)業(yè)政策理論、可持續(xù)發(fā)展理論和公共管理等理論進(jìn)行綜合分析，并期望能在這些學(xué)者的研究基礎(chǔ)上實(shí)現(xiàn)一定的突破。在文章的結(jié)構(gòu)上，本文分為七個(gè)部分，第一部分為緒論；第二部分為礦產(chǎn)資源開采監(jiān)管理論基礎(chǔ)，主要講述了礦產(chǎn)資源及開采監(jiān)管理論，煤礦資源開采的復(fù)雜性，以及開采監(jiān)管的主體、內(nèi)容和方法；第三部分介紹了石林縣煤礦資源的分布及開采監(jiān)管現(xiàn)狀；第四部分為石林縣煤礦資源開采監(jiān)管存在的問題及原因分析，主要對(duì)存在的煤礦資源合理利用問題、礦山地質(zhì)環(huán)境保護(hù)問題和煤礦開采安全問題作深入分析；第五部分為國內(nèi)外煤礦資源開采監(jiān)管經(jīng)驗(yàn)及借鑒；第六部分為完善石林縣煤礦開采監(jiān)管的對(duì)策及建議，提出合理利用煤礦資源；保護(hù)礦山地質(zhì)環(huán)境；維護(hù)煤礦開采安全和走可持續(xù)發(fā)展道路的對(duì)策建議；第七部分為結(jié)論。 研究發(fā)現(xiàn)：煤礦資源開采監(jiān)管暴露出的煤礦資源利用問題、地質(zhì)環(huán)境保護(hù)問題和煤礦開采安全問題，原因在于地方政府過度依賴消耗煤礦資源來發(fā)展經(jīng)濟(jì)，對(duì)煤礦資源的利用還未真正建立可持續(xù)發(fā)展觀，因此必須轉(zhuǎn)變經(jīng)濟(jì)發(fā)展模式，，發(fā)展新型能源替代煤礦資源，限制和調(diào)整煤礦開采產(chǎn)業(yè)，加大煤矸石、煤荒等的綜合開發(fā)利用，走可持續(xù)發(fā)展道路，保護(hù)有限煤礦資源，造福子孫后代。
[Abstract]:The management of coal resources, especially the supervision in the process of mining coal resources, has been puzzling governments at all levels and related functional regulatory departments for a long time. The total amount of coal mines in Shilin County amounts to 58.7595 million tons, and it is one of the key coal development counties in Yunnan Province, and one of the major coal coke production counties in Kunming. It is of great significance not only to construct a harmonious stone forest, but also to supervise the exploitation of coal mine resources in other counties. In recent years, scholars at home and abroad have mainly focused on the management of mining rights, the safety of coal mines, the prevention and control of illegal coal mining and the prevention of coal mine accidents. Taking Shilin County as a point, this paper uses the methods of literature analysis, comparative analysis and field investigation, applies mining right theory, industrial policy theory, sustainable development theory and public management theory to conduct comprehensive analysis. And hope to achieve a breakthrough based on the research of these scholars. In the structure of the article, this paper is divided into seven parts, the first part is the introduction, the second part is the theoretical basis of mining supervision of mineral resources, mainly narrates the theory of mineral resources and mining supervision, and the complexity of mining of coal resources. The third part introduces the distribution of coal mine resources and the current situation of mining supervision in Shilin County. The fourth part is the problems and causes of mining supervision in Shilin County. The problems of rational utilization of coal resources, the protection of geological environment and the safety of coal mining are analyzed in depth. The fifth part is the experience of supervision and management of mining resources at home and abroad. The sixth part is the countermeasures and suggestions to perfect the supervision of coal mining in Shilin County, and puts forward the countermeasures and suggestions for the rational utilization of coal mine resources, the protection of mine geological environment, the maintenance of coal mining safety and the path of sustainable development. The seventh part is the conclusion. It is found that the problems of coal resources utilization, geological environment protection and coal mining safety caused by the supervision of coal mine resources exploitation are due to the local governments' excessive dependence on the consumption of coal resources to develop the economy. The sustainable development concept has not been established for the utilization of coal mine resources, so it is necessary to change the mode of economic development, develop new energy sources instead of coal mine resources, limit and adjust the coal mining industry, increase the comprehensive development and utilization of coal gangue and coal shortage, etc. Take the road of sustainable development, protect limited coal resources and benefit future generations.
