黨校干部教育培訓(xùn)績(jī)效評(píng)估問(wèn)題分析及對(duì)策研究
[Abstract]:The public sector is in the core position in the social management process, the cadre is the group which is engaged in the public administration in the national public official, is the main body part and the backbone force of the human resources of the public sector of our country, is the backbone of the country and the society. The quality of the cadre ranks is related to the whole government's public management level and service level. The Party Central Committee attaches great importance to the education and training of cadres, and the 16th National Congress of the Party has proposed "to train cadres on a large scale and greatly improve the quality of the contingent of cadres." the 18th National Congress of the Party stressed once again: "strengthening and improving cadre education and training," Improve the quality and ability of cadres. " Party school is the main channel and position of cadre education and training. It is in the main position and plays a leading role in the overall pattern of cadre education and training in our country. The quality of its education and training is related to the overall quality of cadres in our country. The theory of human capital, the theory of new public management, the theory of training and transformation, and the theory of administrative ecology have all deeply discussed the importance of evaluating the performance of cadre education and training in Party schools, which is suitable for the national conditions of our country. The training evaluation is also helpful to improve the quality of cadres' education and training in the Party school, and to enhance the initiative and consciousness of the students to participate in the cadre's education and training. Through the questionnaire survey, the author finds that the evaluation concept is misplaced, the evaluation subject is single, the evaluation content is not comprehensive, the evaluation index system is not perfect, and the evaluation index system is not perfect. The main reasons are that the evaluation work is not paid enough attention to, the lack of effective theoretical guidance, the lack of effective evaluation tools, the lack of legal and institutional safeguards. There are five aspects of the complexity of the work itself. In view of the existing problems and reasons, through theoretical analysis and empirical research, this paper puts forward the relevant countermeasures and suggestions to improve the performance evaluation of cadre education and training in China.
