黨校干部教育培訓(xùn)績(jī)效評(píng)估問(wèn)題分析及對(duì)策研究

【摘要】:公共部門在社會(huì)管理過(guò)程中處于核心地位,干部是在國(guó)家公職人員中從事公共管理的群體,是我國(guó)公共部門人力資源的主體部分和骨干力量,是國(guó)家和社會(huì)的中堅(jiān),干部隊(duì)伍的素質(zhì)關(guān)系著整個(gè)政府的公共管理水平和服務(wù)水平。黨中央高度重視對(duì)干部進(jìn)行教育培訓(xùn),黨的十六大就提出“要大規(guī)模培訓(xùn)干部、大幅度提高干部隊(duì)伍素質(zhì)”,黨的十八大再一次強(qiáng)調(diào):“加強(qiáng)和改進(jìn)干部教育培訓(xùn),提高干部素質(zhì)和能力! 黨校是干部教育培訓(xùn)的主渠道和主陣地,在我國(guó)干部教育培訓(xùn)總體格局中處于主體地位、發(fā)揮主導(dǎo)作用,其教育培訓(xùn)質(zhì)量關(guān)系著我國(guó)干部隊(duì)伍的整體素質(zhì)。人力資本理論、新公共管理理論、培訓(xùn)轉(zhuǎn)化理論、行政生態(tài)學(xué)理論都深刻論述了開(kāi)展適合我國(guó)國(guó)情的黨校干部教育培訓(xùn)績(jī)效評(píng)估的重要意義,,從現(xiàn)實(shí)出發(fā),培訓(xùn)評(píng)估也有利于改進(jìn)黨校干部教育培訓(xùn)質(zhì)量,提高學(xué)員參與干部教育培訓(xùn)的主動(dòng)性和自覺(jué)性。 通過(guò)問(wèn)卷調(diào)查,筆者發(fā)現(xiàn)當(dāng)前我國(guó)干部教育培訓(xùn)績(jī)效評(píng)估存在著評(píng)估理念錯(cuò)位、評(píng)估主體單一、評(píng)估內(nèi)容不全面、評(píng)估指標(biāo)體系不健全、評(píng)估結(jié)果沒(méi)有得到有效運(yùn)用等方面的問(wèn)題,其原因主要在于對(duì)評(píng)估工作重視不夠、缺乏有效的理論指導(dǎo)、缺乏有效的評(píng)估工具、缺乏法律和制度保障、評(píng)估工作本身的復(fù)雜性五個(gè)方面。針對(duì)存在的問(wèn)題和原因,通過(guò)理論分析和實(shí)證研究,本文提出了完善我國(guó)干部教育培訓(xùn)績(jī)效評(píng)估的相關(guān)對(duì)策建議。
[Abstract]:The public sector is in the core position in the social management process, the cadre is the group which is engaged in the public administration in the national public official, is the main body part and the backbone force of the human resources of the public sector of our country, is the backbone of the country and the society. The quality of the cadre ranks is related to the whole government's public management level and service level. The Party Central Committee attaches great importance to the education and training of cadres, and the 16th National Congress of the Party has proposed "to train cadres on a large scale and greatly improve the quality of the contingent of cadres." the 18th National Congress of the Party stressed once again: "strengthening and improving cadre education and training," Improve the quality and ability of cadres. " Party school is the main channel and position of cadre education and training. It is in the main position and plays a leading role in the overall pattern of cadre education and training in our country. The quality of its education and training is related to the overall quality of cadres in our country. The theory of human capital, the theory of new public management, the theory of training and transformation, and the theory of administrative ecology have all deeply discussed the importance of evaluating the performance of cadre education and training in Party schools, which is suitable for the national conditions of our country. The training evaluation is also helpful to improve the quality of cadres' education and training in the Party school, and to enhance the initiative and consciousness of the students to participate in the cadre's education and training. Through the questionnaire survey, the author finds that the evaluation concept is misplaced, the evaluation subject is single, the evaluation content is not comprehensive, the evaluation index system is not perfect, and the evaluation index system is not perfect. The main reasons are that the evaluation work is not paid enough attention to, the lack of effective theoretical guidance, the lack of effective evaluation tools, the lack of legal and institutional safeguards. There are five aspects of the complexity of the work itself. In view of the existing problems and reasons, through theoretical analysis and empirical research, this paper puts forward the relevant countermeasures and suggestions to improve the performance evaluation of cadre education and training in China.
