我國政府社會(huì)動(dòng)員激勵(lì)機(jī)制研究

【摘要】:社會(huì)動(dòng)員是人們在社會(huì)環(huán)境下,通過各種社會(huì)實(shí)踐活動(dòng),受到社會(huì)中各方面因素的影響,使人們的思想、態(tài)度、價(jià)值觀等不斷地發(fā)生變化的過程。它是一個(gè)動(dòng)態(tài)的過程,會(huì)隨著歷史的發(fā)展、社會(huì)的發(fā)展,形成其特有的內(nèi)容,發(fā)揮其應(yīng)有的作用?v觀人類歷史發(fā)展的長河,無論什么社會(huì)形態(tài),社會(huì)動(dòng)員都與整個(gè)社會(huì)的發(fā)展息息相關(guān),都會(huì)以其特有的方式和內(nèi)容,來推動(dòng)社會(huì)的前進(jìn)。因此,社會(huì)動(dòng)員在我國社會(huì)發(fā)展的各個(gè)階段都起到了極大的推動(dòng)作用。隨著國際環(huán)境的不斷變化和我國社會(huì)主義市場經(jīng)濟(jì)體制的不斷發(fā)展,我國社會(huì)向著多樣化、信息化、開放化方向發(fā)展。新的時(shí)代已然來臨,新的時(shí)代呼喚社會(huì)動(dòng)員新的變化。為適應(yīng)新的社會(huì)發(fā)展需要,社會(huì)動(dòng)員機(jī)制亟需完善。那么選擇何種角度對社會(huì)動(dòng)員進(jìn)行研究,是本文選擇的關(guān)鍵點(diǎn)。社會(huì)動(dòng)員問題是公共管理學(xué)術(shù)領(lǐng)域的熱點(diǎn)問題,激勵(lì)相關(guān)問題是管理學(xué)領(lǐng)域的熱點(diǎn)問題,但是從我國政府社會(huì)動(dòng)員激勵(lì)機(jī)制的研究確實(shí)存在于這兩個(gè)熱點(diǎn)之中的較冷領(lǐng)域。就二者分別的研究價(jià)值來看,二者均具有現(xiàn)實(shí)和理論上完全可行的研究意義。本文基于激勵(lì)理論和社會(huì)動(dòng)員理論的支撐對社會(huì)動(dòng)員激勵(lì)問題展開機(jī)制研究。首先對我國政府社會(huì)動(dòng)員激勵(lì)機(jī)制的現(xiàn)狀做出分析,發(fā)現(xiàn)現(xiàn)有我國政府社會(huì)動(dòng)員激勵(lì)機(jī)制的外在表現(xiàn)、內(nèi)在規(guī)律、制度保障以及實(shí)施情況這幾個(gè)方面存在的優(yōu)勢與劣勢,分析現(xiàn)有激勵(lì)機(jī)制中機(jī)理、規(guī)制、操作中存在的問題。隨后,文章針對發(fā)現(xiàn)的問題提出研究假設(shè),即從我國政府社會(huì)動(dòng)員激勵(lì)機(jī)制的機(jī)理、規(guī)制以及操作實(shí)現(xiàn)這幾個(gè)部分做出機(jī)制完善研究。繼而,文章針對該研究假設(shè)分別從機(jī)理完善的合理性、規(guī)制完善的有用性、操作完善的適用性三個(gè)方面進(jìn)行了深入論證,最終得出全文的結(jié)論。本文的創(chuàng)新點(diǎn)在于將社會(huì)動(dòng)員與激勵(lì)理論這兩個(gè)熱點(diǎn)問題相結(jié)合,選擇了熱點(diǎn)交叉后出現(xiàn)的較冷領(lǐng)域進(jìn)行研究,針對現(xiàn)有我國政府社會(huì)動(dòng)員激勵(lì)機(jī)制方面存在的問題,運(yùn)用機(jī)制研究方法系統(tǒng)性地進(jìn)行研究,并完成了相關(guān)論證。
[Abstract]:Social mobilization is a process in which people's thoughts, attitudes, values and so on are constantly changing under the social environment, through various social practice activities and influenced by various factors in the society. It is a dynamic process, with the development of history, social development, forming its unique content, play its due role. Throughout the development of human history, no matter what social form, social mobilization is closely related to the development of the whole society, will promote the progress of society with its unique way and content. Therefore, social mobilization has played a great role in promoting the social development of our country. With the continuous change of the international environment and the development of our socialist market economy system, our society is developing towards diversification, information and openness. A new era has come, a new era calls for social mobilization of new changes. In order to meet the needs of new social development, social mobilization mechanism needs to be improved. The key point of this paper is to choose which angle to study social mobilization. Social mobilization is a hot issue in the academic field of public administration, and motivation is a hot issue in the field of management. However, the research on the incentive mechanism of social mobilization of our government does exist in the cold field of these two hot spots. In terms of their respective research value, both of them are of practical and theoretical feasibility. Based on the motivation theory and social mobilization theory, the mechanism of social mobilization incentive problem is studied in this paper. First of all, it analyzes the current situation of the incentive mechanism of government social mobilization, and finds out the advantages and disadvantages of the existing incentive mechanism of government social mobilization in the aspects of external performance, internal law, system guarantee and implementation. Analyze the existing incentive mechanism, regulation, operational problems. Then, the paper puts forward the research hypothesis for the problems, that is, the mechanism of the incentive mechanism of the government mobilization, regulation and operational realization of the mechanism to make a perfect study. Then, the thesis makes a deep demonstration on the research hypothesis from three aspects: the rationality of the mechanism, the usefulness of the perfect regulation, the applicability of the perfect operation, and finally draws the conclusion of the full text. The innovation of this paper is to combine the two hot issues of social mobilization and incentive theory, select the cold field that appears after the intersection of hot spots, and aim at the existing problems in the incentive mechanism of social mobilization of our government. The mechanism research method is used to systematize the research, and the relevant argumentation is completed.
