湖南省旅游房地產(chǎn)發(fā)展中的政府管理研究

【摘要】:旅游房地產(chǎn)是“旅游”與“房地產(chǎn)”相結(jié)合的產(chǎn)物,在國(guó)外大都以分時(shí)度假或第二居所的概念出現(xiàn),國(guó)外的分時(shí)度假發(fā)展較早且相對(duì)成熟,其研究也已經(jīng)形成相對(duì)完整的系統(tǒng),且研究方法多樣化,研究視角多元化。我國(guó)旅游房地產(chǎn)萌芽于20世紀(jì)90年代,憑借著政策導(dǎo)向性和資源稀缺性?xún)?yōu)勢(shì),已成為旅游業(yè)與房地產(chǎn)業(yè)共同關(guān)注的新的熱點(diǎn)。國(guó)內(nèi)關(guān)于旅游房地產(chǎn)的理論研究主要集中在概念、類(lèi)型、開(kāi)發(fā)模式、存在的問(wèn)題和對(duì)策以及前景預(yù)測(cè)等方面,諸多成熟的理論和觀點(diǎn),構(gòu)成了當(dāng)前旅游房地產(chǎn)理論的重要組成部分,同時(shí)作為新興的邊緣學(xué)科,尚存在概念界定的模糊性、研究方法的片面性和研究?jī)?nèi)容的局限性等問(wèn)題。在區(qū)域研究方面,湖南省旅游房地產(chǎn)的研究目前還很少。本研究對(duì)于進(jìn)一步完善湖南省旅游房地產(chǎn)發(fā)展體系具有一定的理論意義和實(shí)踐意義。 本研究以湖南省旅游房地產(chǎn)發(fā)展中的政府管理為對(duì)象,嘗試從公共管理的視角,參考國(guó)內(nèi)外現(xiàn)有的研究成果,構(gòu)建論文的理論框架;基于SWOT分析方法,對(duì)湖南省旅游房地產(chǎn)的發(fā)展條件和現(xiàn)狀進(jìn)行分析,,依此預(yù)測(cè)其發(fā)展趨勢(shì);借鑒國(guó)內(nèi)外典型模式,從巴厘島和濟(jì)州島兩種不同模式、深圳華僑城和海南國(guó)際旅游島兩個(gè)發(fā)展典范,借鑒經(jīng)驗(yàn)和得到啟示;結(jié)合省內(nèi)開(kāi)發(fā)實(shí)例,實(shí)地調(diào)研長(zhǎng)沙梅溪湖和鳳凰古城兩個(gè)不同開(kāi)發(fā)模式的項(xiàng)目,總結(jié)其經(jīng)驗(yàn)和存在的不足;分析湖南省旅游房地產(chǎn)發(fā)展中存在的主要問(wèn)題及產(chǎn)生問(wèn)題的原因;最后從法治、行業(yè)管理規(guī)范、可持續(xù)發(fā)展道路、模式與產(chǎn)品創(chuàng)新、文化保護(hù)與開(kāi)發(fā)、配套服務(wù)與保障體系等六個(gè)方面提出相應(yīng)的管理建議。
[Abstract]:Tourism real estate is the product of the combination of "tourism" and "real estate". In foreign countries, the concept of timeshare or second residence appears mostly. The time-sharing vacation in foreign countries developed earlier and matured relatively, and its research has formed a relatively complete system. And the research method is diversified, the research angle of view is diverse. China's tourism real estate sprouted in the 1990s. With the advantages of policy orientation and resource scarcity, tourism and real estate industry have become a new focus of common concern. Domestic theoretical research on tourism real estate mainly focuses on the concept, type, development model, existing problems and countermeasures, as well as prospect prediction, and many mature theories and viewpoints. It constitutes an important part of the current tourism real estate theory, and as a new frontier subject, there are still some problems such as the ambiguity of the concept definition, the one-sidedness of the research method and the limitation of the research content, etc. In the area of regional research, Hunan Province tourism real estate research is still very little. This study has certain theoretical and practical significance for further improving Hunan tourism real estate development system. This research takes the government management in Hunan province tourism real estate development as the object, tries to construct the theoretical framework of the paper from the perspective of public management, referring to the existing research results at home and abroad, based on the SWOT analysis method, This paper analyzes the development conditions and present situation of tourism real estate in Hunan Province, predicts its development trend according to this, draws lessons from the domestic and foreign typical models, from Bali and Jeju Island two different models, Shenzhen overseas Chinese Town and Hainan International Tourism Island two development models, Draw lessons from the experience and get inspiration, combining with the development examples in the province, investigate and research the projects of two different development models of Meizhou Lake and Phoenix ancient city in Changsha, sum up their experiences and shortcomings; This paper analyzes the main problems existing in the development of tourism real estate in Hunan Province and the causes of the problems, finally, from the perspective of the rule of law, industry management norms, the road of sustainable development, the innovation of models and products, the protection and development of culture. Corresponding management suggestions are put forward in six aspects, such as supporting service and security system.
