【摘要】：隨著后工業(yè)化時(shí)代的到來,面臨經(jīng)濟(jì)全球化、全球信息化和知識(shí)經(jīng)濟(jì)時(shí)代的挑戰(zhàn)和新要求,原來工業(yè)化時(shí)代的與工業(yè)社會(huì)相適應(yīng)的官僚制逐漸暴露出一些弊端,不能靈活地對外部環(huán)境的變化和要求作出回應(yīng)。面對著當(dāng)時(shí)出現(xiàn)"老齡化"特征的官僚制,其機(jī)構(gòu)臃腫、層級結(jié)構(gòu)過于僵化,同時(shí)各國政府(主要是西方國家)為了擺脫財(cái)政赤字問題、信任危機(jī)和社會(huì)發(fā)展的其他困境,提高政府機(jī)構(gòu)的運(yùn)作效率,在20世紀(jì)70到80年代,出現(xiàn)了以市場化為運(yùn)作模式和以私營部門的管理方法為方法的新公共管理理論。注重重新規(guī)整政府與市場的關(guān)系,將私營部門中的一些行之有效的管理方法引入到公共部門來,使公共部門更具市場化,具有競爭力、活力,以及挖掘它們對我國行政改革提供了怎樣的借鑒指導(dǎo)。
[Abstract]:With the arrival of the post-industrialization era, facing the challenges and new requirements of the economic globalization, global information and knowledge economy times, the bureaucratic system, which was adapted to the industrial society in the original industrialization era, has gradually exposed some disadvantages. Lack of flexibility to respond to changes and requirements in the external environment. Faced with a bureaucratic system characterized by "aging" at the time, its institutions were bloated, its hierarchical structure was too rigid, and governments (mainly in the West) were trying to get rid of the fiscal deficit, the trust crisis and other dilemmas of social development. In the 1970s and 1980s, a new theory of public management based on marketization and the management method of the private sector emerged in order to improve the operational efficiency of government institutions. Focusing on reorienting the relationship between government and the market and introducing effective management practices in the private sector to the public sector in order to make the public sector more market-oriented, competitive and dynamic, And excavate them to our country administrative reform to provide how to draw lessons from the guidance.
