政府公信力視角下的非直接利益沖突研究

【摘要】:伴隨著社會體制轉型,由人民內部矛盾激化而引發(fā)群體性事件現象日益增多,,并已然成為影響社會和諧穩(wěn)定的突出問題。其中相當一部分的群體性事件表現出參與者與事件本身沒有直接利益關系的非直接利益沖突現象。非直接利益沖突頻發(fā)凸顯出政府公信力不足,如何有效防范和妥善治理非直接利益沖突以增進政府公信力、運用政府公信力進行非直接利益沖突治理已成為各級政府必須面對的重要課題。在政府公信力視角下研究非直接利益沖突,不僅可以彌補非直接利益沖突與政府公信力研究在理論上的一些不足,而且可以為政府妥善處理群體性事件和提高政府公信力提供有益的可行性建議。 本文在政府公信力視角下對非直接利益沖突進行研究,界定政府公信力和非直接利益沖突的概念,闡明政府公信力包括理念、制度、政策、行為等主要內容,并闡釋了非直接利益沖突由小矛盾激化成為大事件的演變過程及表現特征。結合社會沖突理論、相對剝奪理論、治理理論從政府公信力角度出發(fā),在理念公信力、制度公信力、政策公信力、行為公信力層面上對非直接利益沖突進行深入剖析,探究包括服務意識淡薄、管理制度缺陷、決策能力捉襟見肘、權力行使方式不當在內的深層次原因,詳述國外培養(yǎng)共同價值觀、全面建設社會保障體系、完善應急管理體制的治理經驗并進行借鑒,提出樹立現代服務政府意識、完善公共管理制度體系、提高政府科學決策水平、規(guī)范政府行政行為,以實現非直接利益沖突治理,緩和群體矛盾,穩(wěn)定社會秩序。
[Abstract]:With the transformation of social system, the phenomenon of mass events caused by the intensification of contradictions among the people is increasing day by day, and has become a prominent problem affecting social harmony and stability. Quite a few of the group events show the phenomenon of indirect conflict of interest between the participants and the event itself. The frequent occurrence of indirect conflicts of interest highlights the lack of credibility of the government. How to effectively prevent and properly manage indirect conflicts of interest in order to enhance the credibility of the government, It has become an important subject for governments at all levels to deal with indirect conflicts of interest by using government credibility. The study of indirect conflict of interest from the perspective of government credibility can not only make up for some theoretical deficiencies in the study of indirect conflict of interest and government credibility. And it can provide some feasible suggestions for the government to deal with group incidents and improve the credibility of the government. This paper studies the indirect conflict of interest from the perspective of government credibility, defines the concept of government credibility and indirect conflict of interest, and clarifies that the credibility of government includes the main contents such as idea, system, policy, behavior and so on. It also explains the evolution process and characteristics of indirect conflicts of interest from minor conflicts to major events. Combining the theory of social conflict, the theory of relative deprivation and the theory of governance, from the point of view of the credibility of the government, the author analyzes the indirect conflict of interest from the perspectives of the credibility of the idea, the credibility of the system, the credibility of the policy and the credibility of the behavior. This paper explores the deep reasons including weak service consciousness, defective management system, overstretched decision-making ability and improper exercise of power, elaborates on the cultivation of common values in foreign countries, and comprehensively builds the social security system. To perfect the management experience of emergency management system and draw lessons from it, it is proposed to establish the consciousness of modern service government, perfect the system of public management system, improve the level of scientific decision-making of government, standardize the administrative behavior of government, so as to realize the management of indirect conflict of interest. Ease group contradictions and stabilize social order.
