【摘要】：以"效率"為核心追求的管理主義隨著公共管理實(shí)踐的發(fā)展和深入,其種種弊端也越來(lái)越顯露無(wú)疑,呈現(xiàn)出了一種必須面對(duì)和解決的范式危機(jī)。管理主義的范式危機(jī)在本質(zhì)上是一種理論體系危機(jī),管理主義的公共實(shí)踐危機(jī)、合法實(shí)踐危機(jī)是管理主義范式理論危機(jī)在實(shí)踐層面的生動(dòng)映射和具體體現(xiàn)。管理主義的范式危機(jī)呼喚一種新范式的到來(lái),這就是文化治理范式。文化治理平衡了管理主義(科學(xué)管理)的理性之殤,為公共治理提供了人文主義關(guān)懷;文化治理構(gòu)建了法律從文本走向生活的橋梁,為全面推進(jìn)依法治國(guó)提供了土壤;文化治理復(fù)興民族文化從傳統(tǒng)走向現(xiàn)代,為現(xiàn)代國(guó)家治理體系建設(shè)提供了多彩的中國(guó)特色。文化治理范式超越管理主義范式危機(jī)的建構(gòu)路徑主要涵蓋五個(gè)方面:一是以文化自信作為公共管理的理論基礎(chǔ),二是以人文關(guān)懷作為公共管理的價(jià)值取向,三是以文化人假設(shè)作為公共管理的人性假設(shè)基礎(chǔ),四是以文化認(rèn)同強(qiáng)化公共管理的合法性基礎(chǔ),五是以文化多元的主體承載作為公共管理的主體原則。
[Abstract]:With the development and deepening of the public management practice, the managementism pursued with the core of "efficiency" has become more and more obvious, presenting a kind of paradigm crisis that must be faced and solved. The crisis of the paradigm of managementism is essentially a crisis of theoretical system, a crisis of public practice of managementism, and a crisis of legal practice is the vivid reflection and concrete embodiment of the theoretical crisis of the paradigm of managementism on the practical level. The paradigm crisis of managementism calls for the arrival of a new paradigm, which is the paradigm of cultural governance. Cultural governance balances the rational death of managementism (scientific management), provides humanism for public governance, constructs the bridge of law from text to life, and provides the soil for promoting the rule of law in an all-round way. Cultural governance reinvigorates national culture from traditional to modern, which provides colorful Chinese characteristics for the construction of modern national governance system. The construction path of cultural governance paradigm transcending the crisis of managementist paradigm mainly covers five aspects: first, cultural self-confidence as the theoretical basis of public management, and second, humanistic concern as the value orientation of public management. The third is the assumption of cultural people as the human nature hypothesis of public management, the fourth is to strengthen the legitimacy of public management with cultural identity, and the fifth is to take the cultural pluralistic subject as the principal principle of public management.
