【摘要】：農村公共文化服務是我國政府公共服務中重要的組成部分,它是構建服務型政府、滿足我國人民群眾的日益增長的文化需求、不斷地發(fā)展公共文化事業(yè)的需要。政府一直都在擔負著公共文化服務供給的主體責任。在我國的公共文化服務供給的過程中,我國政府不僅要面臨著要逐步改善自身的管理和服務職能的問題,同時要積極地引入市場和社會組織共同參與公共文化服務供給的新的問題。為了更好地為農民提供公共文化和產品,政府就需要實現(xiàn)政府管理與公共文化服務建設的共建共榮,這就需要政府不斷地努力地在改善政府管理的同時,也要充分發(fā)揮地政府的主體作用,最終打破政府一元供給的模式,探索出適合我國具體國情的農村公共文化產品的供給新模式。 本文通過運用公共管理理論和公共產品理論,詳細地闡述了我國目前農村公共文化服務供給主體及模式的相關概論,明確了政府一直都是我國農村公共文化服務的供給主體,然后結合著我國農村公共文化服務供給中政府供給所取得的成效,分析了在政府職能缺失下公共文化服務供給中所存在的一些問題,最后從完善政府公共服務職能、積極引導和鼓勵社會力量參與公共文化建設、增加農村公共文化服務的財政投入等方面探討了完善我國農村公共文化服務供給的對策和建議。
[Abstract]:Rural public cultural service is an important part of government public service in our country. It is the construction of service-oriented government to meet the increasing cultural needs of the people in our country and the need to continuously develop public cultural undertakings. The government has been shouldering the main responsibility of public cultural service supply. In the process of providing public cultural services in our country, our government is not only faced with the problem of gradually improving its own management and service functions. At the same time, we should actively introduce market and social organizations to participate in the supply of public cultural services. In order to better provide farmers with public culture and products, the government needs to realize the co-prosperity of government management and the construction of public cultural services, which requires the government to make continuous efforts to improve government management at the same time. It is also necessary to give full play to the main role of the local government and finally break the mode of monistic supply of the government and explore a new mode of supply of rural public cultural products suitable for the specific conditions of our country. By using the theory of public management and the theory of public products, this paper expounds in detail the main body and mode of the supply of rural public cultural services in China, and clarifies that the government has always been the main body of the supply of rural public cultural services in China. Then combining the effect of the government supply in the rural public cultural service supply in our country, this paper analyzes some problems existing in the public cultural service supply under the absence of the government function, and finally improves the government public service function from the view of perfecting the government public service function. The countermeasures and suggestions to improve the supply of rural public cultural services in China are discussed in the aspects of actively guiding and encouraging social forces to participate in the construction of public culture and increasing the financial input of rural public cultural services.
