【摘要】：公共服務(wù)購(gòu)買是我國(guó)公共管理領(lǐng)域具有重要意義的創(chuàng)新舉措,它對(duì)于進(jìn)一步轉(zhuǎn)變政府職能、提升公共服務(wù)效率和質(zhì)量、實(shí)現(xiàn)政府治理體系和治理能力現(xiàn)代化具有重大現(xiàn)實(shí)意義。本課題以南京為藍(lán)本,在總結(jié)南京政府購(gòu)買公共服務(wù)系列成效的基礎(chǔ)上分析了面臨的主要困境,提出了進(jìn)一步改革與完善公共服務(wù)購(gòu)買體系、提升政府公共服務(wù)購(gòu)買能力的對(duì)策,即"三創(chuàng)新一提升":創(chuàng)新公共服務(wù)理念、公共服務(wù)購(gòu)買制度、公共服務(wù)購(gòu)買機(jī)制,提升公共服務(wù)購(gòu)買能力。
[Abstract]:The purchase of public services is an innovative measure of great significance in the field of public management in China. It is of great practical significance to further transform the functions of the government, improve the efficiency and quality of public services, and realize the modernization of the government governance system and governance capacity. This topic takes Nanjing as the blueprint, on the basis of summing up the results of Nanjing government purchasing public service series, it analyzes the main difficulties, and puts forward the further reform and improvement of the public service purchase system. The countermeasures to enhance the purchasing ability of government public service are "three innovations and one promotion": innovating the concept of public service, purchasing system of public service, purchasing mechanism of public service, and enhancing the purchasing ability of public service.
