【摘要】：當(dāng)今社會面臨自然災(zāi)害、事故災(zāi)難、公共衛(wèi)生事件和社會安全事件各類重大突發(fā)事件的頻繁發(fā)生，致使人們的生活充滿了很多不確定性。突發(fā)事件應(yīng)急管理成為全球關(guān)注的一個焦點(diǎn)，如何全面認(rèn)識和以科學(xué)的策略與方式應(yīng)對各類突發(fā)事件已經(jīng)成為世界各國面臨的共同課題.隨著我國進(jìn)入全面高速發(fā)展的關(guān)鍵時期，人與社會、人與自然怎樣和諧相處的矛盾日益顯現(xiàn)，如何切實加強(qiáng)突發(fā)事件應(yīng)急管理，提高預(yù)警預(yù)防和處置突發(fā)危機(jī)能力，是構(gòu)建社會主義和諧社會的主要內(nèi)容，，也是全面履行政府職能，提高執(zhí)政能力的迫切要求。突發(fā)事件應(yīng)急管理能力是現(xiàn)代政府必備的主要能力之一，不僅是衡量政府公共管理水平的一項重要指標(biāo)，同時也是有效預(yù)防危機(jī)產(chǎn)生、實施緊急救援、降低危機(jī)損害的有效途徑。建立健全應(yīng)急管理機(jī)制，是政府處置突發(fā)事件的有效組織形式，建立完善的應(yīng)急管理法律法規(guī)，是應(yīng)急管理得以實施的重要保障。政府作為公共事務(wù)的管理者、公共利益的實現(xiàn)者、以及公共權(quán)力的行使者，必須大力推進(jìn)突發(fā)事件應(yīng)急機(jī)制的法制化建設(shè)，確保處置緊急突發(fā)事件嚴(yán)格依照憲法和法律的規(guī)定進(jìn)行，從而及時有效的維護(hù)好國家安全和保障廣大人民群眾的根本利益。本論文通過對國外危機(jī)管理模式進(jìn)行比較，分析中外在突發(fā)危機(jī)應(yīng)急管理體系建設(shè)上的差異，從而探索建設(shè)中國特色的應(yīng)急管理體系的途徑。
[Abstract]:Nowadays, the society is confronted with natural disasters, accidents, public health events and social security incidents, which make people's lives full of many uncertainties. Emergency management has become the focus of global attention. How to comprehensively understand and respond to all kinds of emergencies with scientific strategies and methods has become a common topic in the world. With the rapid development of our country, the contradiction between people and society, how to get along harmoniously with nature, how to strengthen emergency management, and how to improve the ability of early warning to prevent and deal with sudden crisis are becoming more and more obvious. It is the main content of constructing the socialist harmonious society, also is the urgent request of carrying out the government function in an all-round way and improving the ruling ability. Emergency management capability is one of the essential capabilities of modern government. It is not only an important index to measure the level of government public management, but also an effective way to prevent crisis and implement emergency rescue. Effective ways to reduce crisis damage. Establishing and perfecting the emergency management mechanism is an effective organization form for the government to deal with emergencies, establishing perfect laws and regulations of emergency management, and is an important guarantee for the implementation of emergency management. The government, as the administrator of public affairs, the implementer of public interest and the executor of public power, must vigorously promote the legalization of emergency response mechanism. To ensure that emergency emergencies are handled in strict accordance with the provisions of the Constitution and the law, so as to safeguard the national security and the fundamental interests of the broad masses of the people in a timely and effective manner. Through the comparison of foreign crisis management modes, this paper analyzes the differences between China and foreign countries in the construction of emergency management system of sudden crisis, so as to explore the ways to build the emergency management system with Chinese characteristics.
