【摘要】：隨著我國國際地位的不斷提升，經濟持續(xù)穩(wěn)定增長，人們開始逐漸注重提高自身的生活質量。社區(qū)的建設和發(fā)展已逐漸成為我國社會可持續(xù)發(fā)展的重要內容之一。社區(qū)體育作為城市社區(qū)發(fā)展和建設的重要組成部分，是我國社會體育發(fā)展的主流趨勢，是完善和落實全民健身計劃的基本途徑，所以，城市社區(qū)體育的重要性日益被人們所重視。為此，應如何有效的滿足居民對社區(qū)體育服務的需求、不斷的推進社區(qū)體育服務的發(fā)展，成為一個很重要的社會問題。新公共服務理論是由美國著名行政學家登哈特夫婦在對新公共管理理論缺陷的反思、批判基礎上，構建出的一種全新的公共行政理論，其核心思想在于強化服務意識、提倡民主參與、追求公共利益最大化，它所蘊涵的理念對我國社區(qū)體育公共服務供給的建設有重要的理論與現(xiàn)實意義。因此，運用新公共服務理論來探討城市社區(qū)體育公共服務供給有著積極的作用和價值。本研究運用文獻資料法、問卷調查法、實地考察發(fā)、邏輯分析法和數(shù)理統(tǒng)計法等研究方法，從城市社區(qū)體育公共服供給體系的主要構成要素：供給對象、供給主體、供給方式、供給內容等入手對昆明市城市社區(qū)體育的現(xiàn)狀進行調查與分析，力求較客觀地反映出昆明市城市社區(qū)體育供給的現(xiàn)狀，并結合新公共服務理論的核心思想提出觀點，從而為昆明市城市社區(qū)體育公共服務供給體系的建設提供建設性意見及決策依據。 研究結果表明：（1）昆明市城市社區(qū)體育活動參與的居民以女性居多，參與人群也因為體育活動形式的不同而存在一定程度上的差異；參與社區(qū)體育活動的居民以中老年人為主；參與人群中離退休人員所占比重較大；社區(qū)居民參與體育活動的主要目的都是為了強身健體；參與社區(qū)體育活動的居民對社區(qū)體育的活動內容、活動場地、人際關系和指導員的滿意程度較高。（2）昆明市在城市社區(qū)中已基本構建出了以政府組織供給為主導的，社會組織和市場組織共同供給的城市社區(qū)體育公共服務供給主體，但由于管理體制、相關法律法規(guī)的不健全以及各部門之間的聯(lián)系不夠緊密等原因，對社區(qū)體育公共服務供給的專業(yè)性和有效性造成了一定影響。（3）昆明市城市社區(qū)體育公共服務供給方式已基本建立，但組織服務的供給力度不強，供給的方式過于單一，且專業(yè)性和有效性不高，而在城市社區(qū)體育公共服務供給的經費籌集方面過多依賴于政府組織，經費籌集的渠道過于單一。（4）昆明市社區(qū)體協(xié)所提供的社區(qū)體育活動以大型的體育競賽和廣場表演為主，這類體育活動很大程度上增強了居民的體育意識，但居民參與程度較低；社區(qū)體協(xié)所組織的體育活動大部分都是在小區(qū)空地、小區(qū)綠地或是租借的場地進行；社區(qū)體協(xié)活動經費主要來源于街道撥款、轄區(qū)單位出資、社區(qū)居委會出資及各種類型的贊助款。（5）昆明市社區(qū)居民主要通過社區(qū)體育活動點的形式參與體育活動，但活動點的專業(yè)化程度較低，以小規(guī)模的體育活動點為主，活動內容過于單一，參與人群以中老年人為主，居民的參與程度不高；城市社區(qū)體育活動點主要通過街道辦事處、居委會的幫助以及社區(qū)居民自發(fā)組織的方式形成。（6）昆明市城市社區(qū)體育場地設施服務的供給力度不強，社區(qū)體育場地設施較為缺乏，以小規(guī)模的體育場地設施為主，主要由政府組織進行供給，，社會、市場組織對場地設施的供給力度較弱，轄區(qū)內較為健全的體育場地設施對居民的開放程度不高，場地設施資源沒有得到很好的利用。
[Abstract]:With the continuous promotion of China's international status and the steady and steady growth of the economy, people began to gradually pay attention to improving their quality of life. The construction and development of the community has gradually become one of the important contents of the sustainable development of our society. As an important part of the development and construction of urban community, community sports is the development of social sports in our country. The mainstream trend is the basic way to improve and implement the national fitness program. Therefore, the importance of urban community sports is becoming more and more important. Therefore, how to effectively meet the needs of the community sports service and promote the development of community sports services has become a very important social problem. It is a new public administration theory based on the reflection and criticism of the new public management theory by the famous American administrative scientist and Mrs. Denhat. The core idea is to strengthen the consciousness of service, promote democratic participation and pursue the maximization of public interest. The concept of the public service is provided to our community sports public service. Construction has important theoretical and practical significance. Therefore, the use of new public service theory to explore the urban community sports public service supply has a positive role and value. This study uses literature, questionnaire, field investigation, logical analysis and mathematical statistics, and other research methods, from the urban community sports public clothing supply. The main components of the system: the supply object, the supply subject, the supply mode, the supply content and so on, to investigate and analyze the present situation of the urban community sports in Kunming, and try to objectively reflect the present situation of the urban community sports supply in Kunming City, and put forward the viewpoint in combination with the core thought of the new public service theory, thus for Kunming The construction of urban community sports public service supply system provides constructive advice and decision-making basis.
The results show that: (1) the population of urban community sports activities in Kunming city is predominantly female, and there is a certain difference in the participation of the population because of the different forms of sports activities; the residents who participate in the community sports activities are mainly middle-aged and elderly; the proportion of the retirees in the participation population is larger; the community residents participate in the community. The main purpose of sports activities is to strengthen physical fitness; residents participating in community sports activities have high satisfaction with community sports activities, activity sites, interpersonal relationships and instructors. (2) the city community in Kunming has basically built a government organization for the leading, social organizations and market organizations together. The city community sports public service supplies the main body, but because of the management system, the relevant laws and regulations are not perfect and the links between departments are not close enough, it has a certain influence on the professionalism and effectiveness of the community sports public service supply. (3) the urban community sports public service supply in Kunming city has been basically built. But the supply of organization service is not strong, the way of supply is too single, and the specialty and effectiveness is not high, and the fund raising of the urban community sports public service is too much dependent on the government organization, the channel of raising funds is too single. (4) the community sports activities provided by the Kunming social association association are large sports Competition and square performance mainly, this kind of sports activities to a large extent enhance the awareness of the residents, but the residents' participation is low; the sports activities organized by the community associations are mostly in the residential area, the district green space or the rental site; the community association activities funds mainly originate from the street appropriation, the district units are out. Capital, community neighborhood committee investment and various types of sponsorship. (5) Kunming community residents mainly participate in sports activities through the form of community sports activities, but the degree of specialization of the activities is low, with a small scale of sports activities, the content of the activities is too single, the majority of the people are middle-aged and the elderly, and the participation of the residents is not high. The urban community sports activities mainly through the street offices, the help of the neighborhood committees and the spontaneous organization of the community residents. (6) the supply of sports facilities in Kunming city community sports facilities is not strong, the community sports facilities are relatively short, and the small scale sports facilities are the main facilities, mainly by the government organization. To the community, the market organization is weak in the supply of facilities, the relatively sound sports facilities in the area are not open to the residents, and the resources of the facilities have not been used well.
