【摘要】：隨著治理理念的不斷深化和發(fā)展,我國政府將公民參與引入到政府購買公共管理的過程中,然而政府也面臨著如何提高公民參與的有效度和參與度的問題。以參與保障為基礎(chǔ),結(jié)合參與主體、參與方式、參與形式、參與程度、參與評估五大參與維度,本文構(gòu)建了公民參與政府購買公共服務(wù)模型,從公民參與必要性到糾偏,將公民參與融入到政府購買公共服務(wù)的全過程,為公民有效參與及提高公民參與度提供了新的研究思路和框架。
[Abstract]:With the deepening and development of the concept of governance, the government of our country has introduced citizen participation into the process of government purchase of public management. However, the government is also facing the problem of how to improve the effectiveness and participation of citizen participation. On the basis of participation security, combined with the participation of the main body, the way of participation, the form of participation, the degree of participation, participation in the evaluation of five dimensions of participation, this paper constructs a model of citizen participation in government purchase of public services, from the necessity of citizen participation to correction. The integration of citizen participation into the whole process of government purchase of public services provides a new research idea and framework for effective citizen participation and enhancing citizen participation.
