【摘要】：近年來(lái),馬路市場(chǎng)問(wèn)題作為城市管理矛盾的突出代表,幾度因城管的暴力執(zhí)法而處于社會(huì)輿論的風(fēng)口浪尖,在全國(guó)上下引起關(guān)注。然而,馬路市場(chǎng)因?yàn)榉N種原因并未得到有效的治理,仍然較為嚴(yán)重地影響著城市的發(fā)展和社會(huì)的和諧,成為了公共管理的一大難題,也不可避免地成為了推進(jìn)新型城鎮(zhèn)化建設(shè)必須要面對(duì)的問(wèn)題。 本研究以滄州市新華區(qū)為例,在城市管理的范疇內(nèi),通過(guò)對(duì)馬路市場(chǎng)的根源、特點(diǎn)、經(jīng)濟(jì)關(guān)系、社會(huì)影響以及公共管理等方面的分析,探尋減少、疏導(dǎo)、化解這一公共管理難題的途徑,為公共管理者提供科學(xué)的參考,為我國(guó)的新型城鎮(zhèn)化建設(shè)建言獻(xiàn)策。 全文共分五個(gè)部分,先后分析了滄州市新華區(qū)馬路市場(chǎng)的基本概況、治理馬路市場(chǎng)的實(shí)踐情況和困境,治理困境的歸因、對(duì)策,最后模擬制定了滄州市新華區(qū)治理馬路市場(chǎng)的總體方案。特點(diǎn)是從經(jīng)濟(jì)、社會(huì)、公共管理等各方面對(duì)馬路市場(chǎng)現(xiàn)象進(jìn)行比較全面的深入分析,并主要從經(jīng)濟(jì)角度為突破口,設(shè)計(jì)公共管理方案,為治理馬路市場(chǎng)提供了一條以疏導(dǎo)、消化為主的治理途徑。 限于我國(guó)目前對(duì)治理馬路市場(chǎng)尚未出臺(tái)詳細(xì)的執(zhí)法依據(jù),城市管理者的自由量裁權(quán)較大,未來(lái)治理的方向性也尚不明確。同時(shí),現(xiàn)實(shí)依據(jù)僅取材于滄州市新華區(qū)。這兩個(gè)因素使本文的政策導(dǎo)向和全面性存在瑕疵。 在城市中消除馬路市場(chǎng)頑疾是新型城鎮(zhèn)化戰(zhàn)略必然要面對(duì)的問(wèn)題,是改善城市低收入人群,縮小收入分配差距的突破口之一。解決好這個(gè)問(wèn)題,必將為實(shí)現(xiàn)全面建成小康社會(huì)戰(zhàn)略目標(biāo),打下良好基礎(chǔ)。
[Abstract]:In recent years, as a prominent representative of the contradiction of urban management, the road market has been at the forefront of public opinion several times because of the violent law enforcement of urban management, which has aroused concern in the whole country. However, the road market has not been effectively managed for various reasons, which still seriously affects the development of the city and social harmony, and has become a major problem of public management. It is also inevitable to promote the construction of new-type urbanization must face the problem. This study takes Cangzhou City Xinhua District as an example, in the scope of urban management, through the analysis of the root causes, characteristics, economic relations, social impact and public management of the road market, to explore the reduction, dredging, and so on. The way to resolve this difficult problem of public management provides scientific reference for public administrators and provides suggestions for the construction of new urbanization in our country. The full text is divided into five parts. It analyzes the basic situation of the road market in Cangzhou City, the practice and predicament of the road market, the attribution of the difficult situation, and the countermeasures. Finally, the simulation of Cangzhou City Xinhua District to control the road market overall plan. It is characterized by a relatively comprehensive and in-depth analysis of the road market phenomenon from the aspects of economy, society and public administration, and the design of a public management plan, mainly from an economic point of view, to provide a guide for managing the road market. Digestion-based approach to governance. Limited to our country at present has not issued the detailed law enforcement basis to govern the road market, the city manager's free quantity discretion is bigger, the future governance direction also is not clear. At the same time, the reality is based only on Cangzhou City Xinhua District. These two factors make the policy guidance and comprehensiveness of this article flawed. Eliminating the stubborn disease of the road market in the city is the problem that the new urbanization strategy must face, and it is one of the breakthrough points to improve the urban low-income population and narrow the income distribution gap. A good solution to this problem will surely lay a good foundation for achieving the strategic goal of building a well-off society in an all-round way.
