【摘要】：公共領(lǐng)域作為國家與社會之間重要的調(diào)節(jié)區(qū)域,是公共管理重要的研究內(nèi)容之一。隨著現(xiàn)代信息技術(shù)的不斷發(fā)展,網(wǎng)絡(luò)成為公眾表達(dá)利益訴求的重要方式,網(wǎng)絡(luò)公共領(lǐng)域作為一種新型的公共領(lǐng)域,成為影響公共決策的重要力量。 本文在理清公共領(lǐng)域、網(wǎng)絡(luò)公共領(lǐng)域與公共決策概念的基礎(chǔ)上,運用文獻(xiàn)資料法、個案研究法,以現(xiàn)實生活中的典型案例為研究對象,針對網(wǎng)絡(luò)公共領(lǐng)域?qū)矝Q策產(chǎn)生的影響進(jìn)行全面系統(tǒng)的分析。筆者認(rèn)為,一方面,各方能量聚合于網(wǎng)絡(luò)公共領(lǐng)域,網(wǎng)絡(luò)公共領(lǐng)域給公共決策帶來的了積極影響,公共決策結(jié)構(gòu)得到了改善,網(wǎng)絡(luò)公共領(lǐng)域不僅擴(kuò)大了公共決策主體,豐富了公共決策的信息來源,而且提升了公共決策的執(zhí)行力,強化了對公共決策的監(jiān)督；另一方面,網(wǎng)絡(luò)公共領(lǐng)域?qū)矝Q策也帶來了消極影響,通過“倒逼”的機(jī)制限制了公共決策,使公共決策限于被動,網(wǎng)絡(luò)中“沉默的螺旋”裹挾著公共決策：網(wǎng)絡(luò)公共領(lǐng)域中“假民意”會對決策主體產(chǎn)生蠱惑,強勢階層可能壟斷話語權(quán)導(dǎo)致公共決策偏離“公共性”,網(wǎng)絡(luò)公共領(lǐng)域還會削弱公共決策理性,擾亂正常決策的程序。在對網(wǎng)絡(luò)公共領(lǐng)域?qū)矝Q策影響的深入研究后,文章提出了合理利用網(wǎng)絡(luò)公共領(lǐng)域促進(jìn)公共決策優(yōu)化的對策和建議,主要有：培育網(wǎng)民理性參與,提高網(wǎng)民素質(zhì)、完善網(wǎng)民參與決策的機(jī)制、加強對網(wǎng)絡(luò)公共輿論的引導(dǎo)、強化政府對網(wǎng)絡(luò)秩序的管控,以期充分發(fā)揮網(wǎng)絡(luò)公共領(lǐng)域?qū)矝Q策的積極作用,同時能夠限制管控網(wǎng)絡(luò)公共領(lǐng)域?qū)矝Q策產(chǎn)生的消極作用。本研究有助于構(gòu)建網(wǎng)絡(luò)公共領(lǐng)域?qū)矝Q策的影響模型,為公共決策的優(yōu)化提供依據(jù),對培育規(guī)范的網(wǎng)絡(luò)環(huán)境提供支持。
[Abstract]:As an important regulatory area between state and society, public domain is one of the important research contents of public administration. With the continuous development of modern information technology, the network has become an important way for the public to express their interests. As a new type of public domain, the network public domain has become an important force influencing public decision-making. On the basis of clarifying the concepts of public domain, network public domain and public decision-making, this paper applies the method of literature and case study, taking typical cases in real life as the research object. This paper makes a comprehensive and systematic analysis of the impact of the network public sphere on public decision making. The author believes that, on the one hand, the energy of all parties converges in the network public domain, the network public domain has brought the positive influence to the public decision-making, the public decision-making structure has been improved, the network public domain has not only expanded the public decision-making subject, It enriches the information sources of public decision making, enhances the executive power of public decision making, strengthens the supervision of public decision making, on the other hand, the network public domain also brings negative influence to public decision making. Through the mechanism of "backward forcing", the public decision-making is limited to passive, and the "spiral of silence" in the network contains public decision-making: the "false public opinion" in the public domain of the network will have a demagoguery on the decision makers. The powerful stratum may monopolize the right to speak, which may lead to the deviation of public decision-making from "publicity", and the network public domain will weaken the rationality of public decision-making and disrupt the normal decision-making procedure. After deeply studying the influence of network public domain on public decision-making, the paper puts forward the countermeasures and suggestions of how to make use of network public domain reasonably to promote the optimization of public decision-making, which mainly includes: cultivating the rational participation of Internet users, improving the quality of Internet users, To improve the mechanism of Internet users' participation in decision-making, strengthen the guidance of public opinion on the network, and strengthen the government's control over the network order, in order to give full play to the positive role of the network public sphere in public decision-making, At the same time, it can limit the negative effect of public domain on public decision. This study is helpful to construct the influence model of network public domain on public decision, to provide the basis for the optimization of public decision, and to support the cultivation of standardized network environment.
