【摘要】：政府購(gòu)買(mǎi)城鄉(xiāng)居民大病保險(xiǎn)服務(wù),是市場(chǎng)參與醫(yī)療保障的重要探索,是我國(guó)全面推進(jìn)深化改革,正確處理市場(chǎng)與政府在公共管理領(lǐng)域關(guān)系、創(chuàng)新政府管理方式的積極嘗試。這一嘗試進(jìn)行了社會(huì)保險(xiǎn)供給實(shí)現(xiàn)途徑的創(chuàng)新;進(jìn)行了擴(kuò)大社會(huì)保險(xiǎn)效應(yīng)的思路創(chuàng)新;進(jìn)行了政府管理與市場(chǎng)主體合作方式的創(chuàng)新;進(jìn)行了遵循基本制度原則與適度拓展制度效應(yīng)的創(chuàng)新。這些創(chuàng)新有利于降低公共財(cái)政負(fù)擔(dān)、提高醫(yī)療保險(xiǎn)運(yùn)行效率、提升醫(yī)療保險(xiǎn)和醫(yī)療服務(wù)質(zhì)量的實(shí)踐意義。這一嘗試還有其更深遠(yuǎn)的制度意義,提高醫(yī)療保險(xiǎn)運(yùn)行監(jiān)督管理水平;解決醫(yī)療保險(xiǎn)異地結(jié)算的局限與困惑;是政府在更大范圍購(gòu)買(mǎi)經(jīng)辦服務(wù)的有益嘗試。
[Abstract]:The government purchase of urban and rural residents' big disease insurance service is an important exploration of the market participation in medical security. It is an active attempt to deepen the reform, correctly deal with the relationship between the market and the government in the field of public management and to innovate the way of government management. This attempt has carried out the innovation of the way to realize the supply of insurance for social insurance and expanded the society. The innovation of the thought of the insurance effect; the innovation of the mode of cooperation between the government management and the main body of the market; the innovation that follows the basic system principles and the appropriate expansion of the institutional effect. These innovations are beneficial to reducing the burden of public finance, improving the efficiency of medical insurance operation, and improving the practical significance of medical insurance and medical service quality. It also has more profound institutional significance to improve the supervision and management level of medical insurance operation, to solve the limitations and puzzles of medical insurance settlement in other places; it is a useful attempt by the government to buy the services in a wider range.
