【摘要】：從20世紀(jì)90年代末以來,特別是在提出建立社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制目標(biāo)之后,農(nóng)村的經(jīng)濟(jì)體制改革在不斷的深化,市場(chǎng)機(jī)制在不斷完善的同時(shí)也對(duì)農(nóng)業(yè)資源的配置發(fā)揮著基礎(chǔ)性的作用。農(nóng)村合作制、股份合作制、個(gè)體、私營(yíng)經(jīng)濟(jì)在發(fā)展多種所有制經(jīng)濟(jì)的基礎(chǔ)上發(fā)展的十分迅速,從無到有,從小到大�！笆濉笔俏覈ㄔO(shè)社會(huì)主義新農(nóng)村、提高農(nóng)業(yè)生產(chǎn)力、轉(zhuǎn)變農(nóng)業(yè)增長(zhǎng)方式、發(fā)展現(xiàn)代化農(nóng)業(yè)非常重要的時(shí)期。特別是近幾年來,國家對(duì)農(nóng)機(jī)專業(yè)合作社的扶持力度在不斷的加大,黑龍江省農(nóng)機(jī)專業(yè)合作社也有了進(jìn)一步的發(fā)展。但是,一些合作社在發(fā)展過程中仍存在著許多制約因素。在此背景下,完善農(nóng)機(jī)專業(yè)合作社的科學(xué)管理機(jī)制也顯得十分必要。 論文通過對(duì)黑龍江省農(nóng)機(jī)合作社目前發(fā)展情況進(jìn)行分析研究,從公共管理理論入手,立足于黑龍江省農(nóng)機(jī)專業(yè)合作社的發(fā)展和現(xiàn)行管理機(jī)制的實(shí)際情況,運(yùn)用了文獻(xiàn)研究法、比較分析法和實(shí)證分析法,探究了黑龍江省農(nóng)機(jī)專業(yè)合作社發(fā)展的自身問題及管理方面的缺陷。如：合作社的運(yùn)營(yíng)機(jī)制不規(guī)范、監(jiān)督機(jī)制不完善、發(fā)展動(dòng)力機(jī)制不充足等。在借鑒加拿大魁北克省、澳大利亞、俄羅斯和國內(nèi)湖北省、山東省的先進(jìn)農(nóng)機(jī)服務(wù)組織經(jīng)驗(yàn)基礎(chǔ)之上,著重從激勵(lì)機(jī)制、保障機(jī)制、監(jiān)督機(jī)制和安全管理機(jī)制等方面,提出了完善黑龍江省農(nóng)機(jī)專業(yè)合作社科學(xué)管理機(jī)制的對(duì)策。
[Abstract]:Since the late 1990s, especially after the goal of establishing a socialist market economic system has been proposed, the reform of the rural economic system has been deepening. Market mechanism plays a fundamental role in the allocation of agricultural resources. The rural cooperative system, the stock cooperative system, the individual and the private economy develop very rapidly on the basis of the development of diversified ownership economy, from nothing to existence, from small to large. The 12th Five-Year Plan is a very important period for China to build a new socialist countryside, improve agricultural productivity, change the mode of agricultural growth, and develop modern agriculture. Especially in recent years, the national support for agricultural machinery cooperatives is constantly increasing, Heilongjiang Province agricultural machinery cooperatives have also been further developed. However, some co-operatives in the process of development there are still many constraints. In this context, it is necessary to perfect the scientific management mechanism of agricultural machinery cooperatives. Through the analysis and research on the present development situation of Heilongjiang Agricultural Machinery Cooperative, starting from the public management theory, based on the development of Heilongjiang Province Agricultural Machinery specialized Cooperative and the actual situation of the current management mechanism, the paper applies the literature research method. This paper probes into the problems of the development of agricultural machinery cooperatives in Heilongjiang Province and the defects in management. For example: the cooperative operation mechanism is not standardized, the supervision mechanism is not perfect, the development motive mechanism is insufficient and so on. On the basis of the experience of advanced agricultural machinery service organizations in Quebec, Canada, Australia, Russia and domestic Hubei and Shandong provinces, the emphasis is placed on incentive mechanism, safeguard mechanism, supervision mechanism and safety management mechanism, etc. The countermeasures to perfect the scientific management mechanism of agricultural machinery cooperatives in Heilongjiang province are put forward.
