【摘要】：20世紀(jì)80年代以來，伴隨著改革開放和市場(chǎng)經(jīng)濟(jì)的推進(jìn)，小城鎮(zhèn)得到空前發(fā)展，特別是鄉(xiāng)鎮(zhèn)企業(yè)的異軍突起，極大地推動(dòng)了鄉(xiāng)村工業(yè)化和農(nóng)村城鎮(zhèn)化，城鎮(zhèn)數(shù)量和規(guī)模日益擴(kuò)大，城鎮(zhèn)經(jīng)濟(jì)總量的比例大幅提高，小城鎮(zhèn)在國(guó)民經(jīng)濟(jì)中的地位越來越突出。在城鄉(xiāng)一體化的政策導(dǎo)向下，小城鎮(zhèn)的發(fā)展被賦予了特殊的社會(huì)經(jīng)濟(jì)意義，它兼有城市和農(nóng)村的雙重特點(diǎn)，是城鄉(xiāng)統(tǒng)籌的著力點(diǎn)和發(fā)力點(diǎn)。小城鎮(zhèn)公共服務(wù)設(shè)施的供給成為城鄉(xiāng)一體化中一個(gè)重要環(huán)節(jié)。 本文基于這樣一個(gè)大環(huán)境下，對(duì)山西省古交市小城鎮(zhèn)公共服務(wù)設(shè)施供給進(jìn)行研究。主要以新公共管理、新公共服務(wù)、灰色系統(tǒng)理論為基礎(chǔ)，分析我國(guó)目前小城鎮(zhèn)公共服務(wù)設(shè)施供給的現(xiàn)狀、問題及影響因素，對(duì)國(guó)內(nèi)外發(fā)達(dá)國(guó)家和地區(qū)供給經(jīng)驗(yàn)進(jìn)行介紹，為后文的實(shí)證分析進(jìn)行鋪墊。在實(shí)證分析中采用需求位次分析法、灰色關(guān)聯(lián)綜合評(píng)價(jià)以及滿意度評(píng)價(jià)方法進(jìn)行綜合定量分析古交市公共服務(wù)設(shè)施供給情況，并對(duì)其供給環(huán)境進(jìn)行分析，得出小城鎮(zhèn)公共服務(wù)設(shè)施仍然存在供給不足、政府供給和居民需求之間的不平衡以及居民整體滿意度低等問題。通過借鑒國(guó)內(nèi)外發(fā)達(dá)國(guó)家和地區(qū)的經(jīng)驗(yàn)，分別從意識(shí)形態(tài)上、投入力度上、制度上、供給主體的多元化以及建立監(jiān)督和績(jī)效評(píng)價(jià)機(jī)制等方面提供幾點(diǎn)可能的建議。 通過對(duì)本課題的研究，得出古交市小城鎮(zhèn)公共服務(wù)設(shè)施供給中存在的問題，，并從多角度提出相關(guān)對(duì)策和建議，為類似地區(qū)提供經(jīng)驗(yàn)借鑒。
[Abstract]:Since the 1980s, with the development of reform and opening up and market economy, small towns have been developed unprecedentedly, especially the emergence of township enterprises, which has greatly promoted rural industrialization and rural urbanization. Under the policy guidance of urban-rural integration, the development of small towns is endowed with special social and economic significance. It has the dual characteristics of both urban and rural areas. The supply of public service facilities in small towns has become an important link in the integration of urban and rural areas. Based on such a large environment, this paper studies the supply of public service facilities in small towns of Gujiao City, Shanxi Province. Based on the theory of new public management, new public service and grey system, this paper analyzes the present situation, problems and influencing factors of the supply of public service facilities in small towns in China, and introduces the supply experience of developed countries and regions at home and abroad. For the following empirical analysis to pave the way. In the empirical analysis, the author uses the methods of demand order analysis, grey relational comprehensive evaluation and satisfaction evaluation to analyze the supply of public service facilities in Gujiao City, and analyzes the supply environment of the public service facilities in Gujiao City. It is concluded that there are still some problems in the public service facilities in small towns, such as insufficient supply, imbalance between government supply and residents' demand, and low overall satisfaction of residents. Based on the experience of developed countries and regions at home and abroad, this paper provides some possible suggestions on ideology, investment, system, diversification of supply subjects and establishment of supervision and performance evaluation mechanism. Through the research of this subject, the problems existing in the supply of public service facilities in Gujiao small towns are obtained, and the relevant countermeasures and suggestions are put forward from various angles to provide experience for similar areas.
