【摘要】：伴隨航運經(jīng)濟發(fā)展模式轉型、綜合交通物流鏈發(fā)展,水上游樂、休閑活動增加,在安全、安保、效率、環(huán)境保護的VTS系統(tǒng)基本要求上,對VTS系統(tǒng)信息依賴逐漸加大。海事系統(tǒng)已經(jīng)轉入公務員編制后,著力建設人民滿意海事,必須樹立公共服務理念,并用公共治理的理念和方法研究VTS系統(tǒng)的發(fā)展,確立近期VTS系統(tǒng)面向公共服務的策略。 作者研究IMO有關VTS系統(tǒng)的指導性文件,從概念入手論證VTS系統(tǒng)的交通組織服務功能體現(xiàn)的船舶交通管理,得出VTS系統(tǒng)是特殊、重點水域船舶交通管理的重要工具和手段。在分析VTS系統(tǒng)的三個服務功能基礎上,得出交通組織服務體現(xiàn)的公共服務的結論。 在學習借鑒前人有關VTS系統(tǒng)文獻的觀點和方法基礎上,分析了面向公共服務的VTS系統(tǒng)的外部和內部環(huán)境,運用公共治理的顧客導向、公民參與、公平正義、電子化政府理論分析了VTS面向公共服務發(fā)展的優(yōu)勢、劣勢、機遇和挑戰(zhàn)。采用戰(zhàn)略規(guī)劃的SWOT方法得出面向公共服務的VTS系統(tǒng)發(fā)展戰(zhàn)略議題,并運用SMART方法,進行了十三五期間VTS系統(tǒng)戰(zhàn)略議題選擇 作者論證得出了共享VTS系統(tǒng)的概念和功能框架,提出了樹立公共管理理念、建立智能VTS系統(tǒng)、維護航運市場公平正義、構建面向社會的信息服務模式、加大VTS系統(tǒng)國產(chǎn)化研究應用等VTS面向公共服務的策略,建議嘗試將VTS系統(tǒng)的助航服務移交引航中心完成。
[Abstract]:With the transformation of shipping economic development mode, the development of integrated transportation logistics chain, water recreation, leisure activities increase, in safety, security, efficiency, environmental protection of the basic requirements of the VTS system, information dependence on the VTS system gradually increased. After the maritime system has been transferred to the establishment of civil servants, it is necessary to set up the concept of public service, study the development of VTS system with the idea and method of public administration, and establish the strategy of facing public service in the near future. The author studies the guidance documents of IMO about VTS system, demonstrates the ship traffic management embodied in the traffic organization and service function of VTS system from the concept, and draws the conclusion that VTS system is an important tool and means of ship traffic management in special and key waters. On the basis of analyzing the three service functions of VTS system, the conclusion of public service embodied by traffic organization service is obtained. On the basis of studying and drawing lessons from the previous literatures on VTS system, this paper analyzes the external and internal environment of VTS system for public service, and applies the customer orientation of public governance, citizen participation, fairness and justice. Electronic government theory analyzes the advantages, disadvantages, opportunities and challenges of VTS facing the development of public services. The SWOT method of strategic planning is used to obtain the strategic issues of the development of VTS system for public service, and the smart method is used. The author demonstrates the concept and function framework of shared VTS system during the 13th Five-Year Plan period, and puts forward the concept of public management, the establishment of intelligent VTS system, and the maintenance of fairness and justice in shipping market. In order to construct a social-oriented information service model and increase the strategy of VTS oriented public service such as localization research and application of VTS system, it is suggested that the navigation aid service of VTS system should be transferred to pilot center to complete.
