【摘要】：近年來,世界各國掀起可持續(xù)發(fā)展浪潮,資源環(huán)境與工業(yè)生產(chǎn)之間的矛盾成為經(jīng)濟可持續(xù)發(fā)展的核心問題。在此背景之下,生態(tài)工業(yè)園區(qū)的理念應(yīng)運而生,建設(shè)生態(tài)工業(yè)園區(qū)是工業(yè)生態(tài)學(xué)、循環(huán)經(jīng)濟、區(qū)域可持續(xù)發(fā)展等理論在實踐中的重要應(yīng)用,它是既經(jīng)濟技術(shù)開發(fā)區(qū)、高新技術(shù)開發(fā)區(qū)之后的第三代工業(yè)園區(qū)。生態(tài)工業(yè)園區(qū)著力于構(gòu)建園區(qū)內(nèi)生態(tài)鏈和生態(tài)網(wǎng),最大限度地提高資源利用效率,從工業(yè)源頭上將污染物排放量減至最低,實現(xiàn)區(qū)域清潔生產(chǎn),在追求經(jīng)濟效益的同時注重社會效益和生態(tài)效益。 市場經(jīng)濟條件下,生態(tài)工業(yè)園在各國政府的強勢推動下,取得了巨大的成就。進入21世紀(jì),我國政府開始大力發(fā)展生態(tài)工業(yè)園區(qū),雖然理論研究和實踐起步較晚,但發(fā)展速度較快,近年來我國己基本形成了較為完整的生態(tài)工業(yè)園區(qū)規(guī)劃體系。揚州市作為長三角經(jīng)濟圈中的重要城市,從2006年開始大力發(fā)展生態(tài)工業(yè)園區(qū),先后建立了揚州開發(fā)區(qū)國家級生態(tài)工業(yè)園區(qū)和維揚開發(fā)區(qū)省級生態(tài)工業(yè)園區(qū)。本文認為,揚州市政府在生態(tài)工業(yè)園區(qū)建設(shè)中積極發(fā)揮科學(xué)規(guī)劃、組織保障、行政推動、聯(lián)盟共建、監(jiān)督管理等重要作用,但仍然存在一些問題,這在一定程度上制約了生態(tài)工業(yè)園區(qū)的發(fā)展。因此,研究如何優(yōu)化揚州生態(tài)工業(yè)園建設(shè)中的政府作用,如何將政府在生態(tài)工業(yè)園建設(shè)中的作用統(tǒng)一到符合經(jīng)濟發(fā)展規(guī)律和政府公共管理的要求上來,對揚州生態(tài)工業(yè)園的發(fā)展乃至揚州市經(jīng)濟、社會的發(fā)展具有重要意義。 本文通過梳理文獻資料,在廣泛調(diào)查研究的基礎(chǔ)上,采用對比分析、歸納演繹等方法進行研究。本文認為,揚州生態(tài)工業(yè)園區(qū)的建設(shè)符合低碳經(jīng)濟、循環(huán)經(jīng)濟、工業(yè)生態(tài)學(xué)、區(qū)域可持續(xù)發(fā)展和政府作用等相關(guān)概念和理論,是符合經(jīng)濟發(fā)展規(guī)律的園區(qū)建設(shè)創(chuàng)新形式。本文通過分析揚州生態(tài)工業(yè)園建設(shè)中政府作用的特點,從中發(fā)現(xiàn)存在的問題,包括規(guī)章制度體系不完善、公共信息平臺搭建不完備、生態(tài)工業(yè)技術(shù)儲備不足、評價體系缺乏科學(xué)性等方面。本文還有針對性的選取了國內(nèi)外典型生態(tài)工業(yè)園,借鑒其如何發(fā)揮政府作用的相關(guān)經(jīng)驗,在合理定位角色、統(tǒng)一科學(xué)規(guī)劃、出臺優(yōu)惠政策、制定多元化主題等方面獲得重要啟示。最后,本文認為,揚州市政府要堅持創(chuàng)新園區(qū)發(fā)展思路、有效整合市場和政府作用、協(xié)調(diào)園區(qū)主體關(guān)系的指導(dǎo)原則,通過健全組織領(lǐng)導(dǎo)機構(gòu)、制定規(guī)章制度體系、建立科學(xué)評價體系、強化技術(shù)人才支持、打造信息數(shù)字園區(qū)等方面,優(yōu)化揚州生態(tài)工業(yè)園區(qū)建設(shè)中的政府作用。本文的研究對揚州生態(tài)工業(yè)園區(qū)的可持續(xù)發(fā)展具有一定的借鑒意義。
[Abstract]:In recent years, countries all over the world set off a wave of sustainable development, the contradiction between resources, environment and industrial production has become the core issue of sustainable economic development. Under this background, the concept of eco-industrial park emerges as the times require. The construction of eco-industrial park is an important application of industrial ecology, circular economy, regional sustainable development and other theories in practice. It is an economic and technological development zone. The third generation industrial park after the high-tech development zone. Eco-industrial parks focus on building ecological chains and ecological networks in the park, maximize the efficiency of resource utilization, minimize pollutant emissions from industrial sources, and realize regional cleaner production. Under the condition of market economy, the Eco-Industrial Park has made great achievements under the strong impetus of the governments of all countries. In the 21st century, the government of our country began to develop eco-industrial park vigorously. Although the theoretical research and practice started late, the speed of development was relatively fast. In recent years, our country has basically formed a relatively complete eco-industrial park planning system. Yangzhou, as an important city in the Yangtze River Delta economic circle, has been developing eco-industrial park since 2006, and has established Yangzhou Development Zone National Eco-Industrial Park and Weiyang Development Zone Provincial Eco-Industrial Park successively. This paper holds that the Yangzhou municipal government actively plays an important role in the construction of eco-industrial park, such as scientific planning, organization guarantee, administrative promotion, alliance co-construction, supervision and management, etc, but there are still some problems. To a certain extent, this restricts the development of eco-industrial parks. Therefore, how to optimize the role of the government in the construction of Yangzhou Eco-Industrial Park, and how to unify the role of the government in the construction of Eco-Industrial Park to accord with the law of economic development and the requirements of government public management, It is of great significance to the development of Yangzhou Eco-Industrial Park and the economic and social development of Yangzhou. Through combing the literature and on the basis of extensive investigation and research, this paper adopts comparative analysis, induction and other methods to study. This paper holds that the construction of Yangzhou Eco-Industrial Park conforms to the concepts and theories of low-carbon economy, circular economy, industrial ecology, regional sustainable development and the role of government, and is an innovative form of park construction in accordance with the law of economic development. By analyzing the characteristics of the government's role in the construction of Yangzhou Eco-Industrial Park, this paper finds out the existing problems, including imperfect system of rules and regulations, incomplete construction of public information platform, insufficient technical reserve of ecological industry. The evaluation system lacks scientific and so on. This paper also selected the typical eco-industrial parks at home and abroad, used the relevant experience of how to play the role of the government, in the rational positioning role, unified scientific planning, issued preferential policies, The formulation of diversified themes and other aspects of important enlightenment. Finally, this paper holds that Yangzhou municipal government should persist in innovating the development of the park, effectively integrate the market and government roles, coordinate the guiding principles of the main body relationship of the park, and formulate the rules and regulations system by improving the organization of leading institutions. In order to optimize the role of government in the construction of Yangzhou Eco-Industrial Park, the scientific evaluation system should be established, the support of technical talents should be strengthened, and the information digital park should be built. The research in this paper has certain reference significance for the sustainable development of Yangzhou Eco-Industrial Park.
