【摘要】：隨著網(wǎng)絡(luò)技術(shù)的發(fā)展，WEB4.0時(shí)代對(duì)政府管理提出了更高的要求，政府邁向4.0時(shí)代要在管理上做好“加減法”，減法就是要簡(jiǎn)政放權(quán)，，加法是要跟上網(wǎng)絡(luò)技術(shù)的發(fā)展。實(shí)施電子政務(wù)是政府適應(yīng)時(shí)代轉(zhuǎn)變的有效載體。 本文通過(guò)對(duì)流程再造理論和網(wǎng)上行政審批的天然耦合性分析，以黑龍江省網(wǎng)上行政審批的流程再造實(shí)施為案例，深入分析建設(shè)服務(wù)型政府的實(shí)踐過(guò)程中如何有效發(fā)揮網(wǎng)絡(luò)技術(shù)的優(yōu)勢(shì)和政府的主動(dòng)性，運(yùn)用流程再造理論把服務(wù)理念貫穿到行政審批的每一個(gè)細(xì)節(jié)，并在敘述邏輯上和理論背景上加以實(shí)證分析和對(duì)比分析，運(yùn)用流程再造理論把服務(wù)理念貫穿到行政審批的每一個(gè)細(xì)節(jié)，從而實(shí)現(xiàn)權(quán)力型政府向服務(wù)型政府的真正轉(zhuǎn)變。在研究方法上主要運(yùn)用了實(shí)證分析、文獻(xiàn)研究、案例研究和調(diào)查問(wèn)卷等方法，以期實(shí)現(xiàn)對(duì)黑龍江省行政審批系統(tǒng)的業(yè)務(wù)流程再造進(jìn)行完美的闡釋，從而使文本的研究具有較強(qiáng)的理論和現(xiàn)實(shí)借鑒意義。 本文共分為4章。第1章為緒論部分，對(duì)研究背景、研究?jī)?nèi)容和結(jié)構(gòu)以及國(guó)內(nèi)外研究現(xiàn)狀進(jìn)行了梳理，第2章通過(guò)理論和技術(shù)的耦合性分析，對(duì)新公共管理運(yùn)動(dòng)、流程再造、政府流程再造的一般性理論和概念及能夠解決的現(xiàn)實(shí)問(wèn)題和操作步驟作為理論基礎(chǔ)進(jìn)行了闡述，第3章結(jié)合流程再造和管理創(chuàng)新的理論對(duì)黑龍江省網(wǎng)上審批的建設(shè)背景、存在的問(wèn)題，對(duì)成因進(jìn)行了剖析，第4章在方案上規(guī)范審批機(jī)制、完善審批制度、統(tǒng)一技術(shù)標(biāo)準(zhǔn)，在具體操作上精簡(jiǎn)行政審批程序，公布行政審批流程圖，整合審批流程，精簡(jiǎn)審批程序，減少不必要的審批要件，把“三大平臺(tái)”建設(shè)進(jìn)行融合，實(shí)施一站式并聯(lián)對(duì)網(wǎng)上審批流程進(jìn)行優(yōu)化重組，對(duì)實(shí)施效果進(jìn)行分析。 本課題的研究意義，旨在以網(wǎng)上審批作為切入點(diǎn)研究政務(wù)流程再造，以黑龍江省網(wǎng)上行政審批的流程再造為案例，利用信息化實(shí)現(xiàn)政務(wù)流程再造的方法和路徑，并對(duì)發(fā)展中存在問(wèn)題進(jìn)行破解，以期為全國(guó)網(wǎng)上政務(wù)服務(wù)中心建設(shè)的規(guī)范化、規(guī)�；�、標(biāo)準(zhǔn)化創(chuàng)造一個(gè)黑龍江模式，打造一個(gè)樣板，并以技術(shù)和制度的規(guī)范使投資發(fā)展環(huán)境更優(yōu)，推進(jìn)黑龍江省經(jīng)濟(jì)社會(huì)全面發(fā)展。
[Abstract]:Along with the development of network technology, WEB4.0 times put forward higher requirements to government management, the government should do well in addition and subtraction in management toward 4.0 era, subtraction is to simplify administration and decentralization, addition is to keep up with the development of network technology. The implementation of e-government is an effective carrier for the government to adapt to the change of the times. Through the analysis of the natural coupling between the theory of process reengineering and the online administrative examination and approval, this paper takes the implementation of the online administrative approval of Heilongjiang Province as a case study. How to give full play to the advantages of network technology and the initiative of government in the practical process of constructing service-oriented government, and apply the theory of process reengineering to penetrate the service idea into every detail of administrative examination and approval, And in the narrative logic and theoretical background of empirical analysis and comparative analysis, using the theory of process reengineering service concept through every detail of the administrative examination and approval, so as to realize the real transformation from power-oriented government to service-oriented government. Empirical analysis, literature study, case study and questionnaire are mainly used in the research, in order to achieve a perfect interpretation of the business process reengineering of the administrative approval system in Heilongjiang Province. So that the text of the study has a strong theoretical and practical significance. This paper is divided into four chapters. The first chapter is the introduction part, the research background, the research content and the structure as well as the domestic and foreign research present situation has been combed, the second chapter through the theory and the technical coupling analysis, to the new public management movement, the process reengineering, The general theory and concept of government process reengineering and the practical problems and operational steps that can be solved are expounded as the theoretical basis. Chapter 3 combines the theory of process reengineering and management innovation to discuss the construction background of Heilongjiang Province's online examination and approval, which is based on the theory of process reengineering and management innovation. Chapter 4 standardizes the examination and approval mechanism, consummates the examination and approval system, unifies the technical standard, simplifies the administrative examination and approval procedure in the concrete operation, promulgates the administrative examination and approval flow chart, and integrates the examination and approval process. Simplify the examination and approval procedure, reduce the unnecessary examination and approval requirements, merge the construction of the "three major platforms", carry out the optimization and reorganization of the online examination and approval process in one-stop parallel connection, and analyze the effect of the implementation. The purpose of this paper is to use online examination and approval as a starting point to study government process reengineering, take the process reengineering of online administrative examination and approval in Heilongjiang Province as a case, use information technology to realize the method and path of government process reengineering, and solve the problems existing in the process of development. In order to create a Heilongjiang model for the standardization, scale and standardization of the construction of the national online government service center, to create a model, and to make the investment development environment better with the standard of technology and system, We will promote comprehensive economic and social development in Heilongjiang Province.
